Monitoring & Reporting Officer




The Palestinian Agricultural Relief Committees (PARC) is a leading Palestinian Agricultural Development Organization that was established in 1983. Since its establishment, PARC has been efficiently engaged in Palestinian land development, water resources & environment, poverty reduction and women empowerment, olive oil marketing, as well as other crucial rural development programs. 
In accordance with it’s mandate, PARC will be implementing a project titles “Improving Food Security and Enhancing Resilience in Gaza through optimized rehabilitation of agricultural infrastructure after the 2014 conflict” very soon. This project is in partnership with Diakonie Katasterophenhilfe (DKH) and funded by the Douche Federal Ministry of Economic Cooperation and Development (BMZ). 
The project rebuilding the agribusiness of certain number of Palestinian farmers affected by the last 2014 offensive in the Gaza Strip and enhancing farmers’ resilience against potential natural and manmade hazards utilizing the Building Back Better Approach (BBB).

Position title:     Monitoring & Reporting Officer
Assignment Period:  One year – renewable. Bank and Gaza

MAIN TASKS: Under the supervision of the Project Manager, the (M & R) Officer will be in charge of planning, collecting, analyzing data and reporting on the different steps of the projects cycle. Within those capacities the M&R Officer will be responsible of the following tasks:  

-Develop and improve data collection tools.
-Work with the project manager and staff to develop a monitoring system for the project, capturing progress towards project indicators.
-Conduct regular visits to the projects’ targeted communities and meet with project beneficiaries.
-Establish a data-base on the current beneficiaries.
-Conduct regular visits to partner organizations and other related actors.
-In close coordination with the PM, arrange and conduct focus group discussions and document feed back from project beneficiaries as well as other stakeholders;
-Evaluate the implementation of project activities against PARC’s and DKH’s accountability guidelines.
-Provide recommendations for improvements in any of the matters listed above.
-Collected baseline data and end line data.
-Analyzes baseline data and prepare a detailed Baseline Report in close coordination with the Project Manager.  This report will provide the basis for the final Evaluation;
-Analyzes monitoring data on an on-going basis and translate those in concrete recommendations.
-Provide the Project Manager and senior management with up-to-date overviews of progress on project implementation.
-Conduct quantitative and qualitative data analysis with project staff and raises or highlights key issues with senior managers.
-Assist the project staff to prepare success stories and/or brief reports to share with donors and other interested leading actors.
-Writing Monitoring reports (Internal) at the end of each of program activities. 
-Writing impact survey reports (External) to be send to donor representatives based on survey data analysis, related literature, and other qualitative sources of information.
