UNRWA is a United Nations agency established by the General Assembly in 1949 and is mandated to provide assistance and protection to a population of some 5 million registered Palestine refugees. Its mission is to help Palestine refugees in Jordan, Lebanon, Syria, West Bank and the Gaza Strip to achieve their full potential in human development, pending a just solution to their plight. UNRWA’s services encompass education, health care, relief and social services, camp infrastructure and improvement, microfinance and emergency assistance. UNRWA is the largest UN operation in the Middle East with more than 30,000 staff. UNRWA is funded almost entirely by voluntary contributions.
Communications Consultant, HQ Gaza (Local)
BACKGROUND
UNRWA has signed a Memorandum of Understanding (MoU) with UNICC that aims to enhance livelihood and human development opportunities to Palestine refugees in Gaza. By this new collaboration, UNRWA becomes a provider of Information Management, Technology services and capacity augmentation to UNICC technical team, on a cost recovery basis through IMTD/IT Service Center (ITSC) in HQ-Gaza.
United Nations International Computing Center (UNICC) is a UN agency that provides IT services to other UN agencies on a cost recovery basis.
UNRWA Information Management and Technology Department (IMTD) is seeking a Communications Consultant.
The consultant will report administratively to Head Information Technology Service Centre at Headquarter Gaza and technically to United Nations International Computing Center (UNICC).
DESCRIPTION OF DUTIES AND RESPONSIBILITIES
- Assisting with social media, standards, documents and RFPs, communications as a service.
- Support building templates, posters, presentations, and communications products.
- Writing news articles, newsletter production and email contact management (Mailchimp), sales sheets, information briefs, etc. for our 60-UN Agency client base and for dedicated ICT Communications campaigns and services.
- Advising on the implementation and monitoring of communications and visibility plans.
- Initiating and implementing awareness raising and public information strategies and campaigns.
- Ensuring that communication and visibility initiatives, projects and activities are targeted at pre-identified audiences and contain tailored messages.
- Ensuring that communication and visibility activities are effectively monitored, and that impact is properly evaluated.
- Ensuring that content and messages developed are in compliance with donor and UNICC branding guidelines.
- Leading on the development of new communications activities aimed at expanding UNICC’s digital reach and engagement
MINIMUM QUALIFICATIONS AND EXPERIENCE
- Master’s degree from an accredited educational institution in the area of communications, journalism, graphic design or other relevant fields;
- At least 3 years’ experience in managing websites with user-end approach, managing web content and operating websites;
- Experience in ICT, technical writing, standards and policy writing, experience with online CMS programs, photo and video editing, graphic design, WordPress.
- Project management experience to assist in delivering ICT Communications as a Service.
- Experience in Office (Word, PowerPoint, etc.), Adobe Suite products - InDesign, Photoshop, Illustrator, etc. Word Press, Drupal, SharePoint and other CMS tools; Final Cut video, animation tools and social media
- Excellent command of written and spoken English.

DESIRABLE QUALIFICATIONS
- Experience with contemporary knowledge management technologies and UN content management systems;
- Experience of synthesizing, quality assuring, editing and compiling relevant information for intranet use.
CONDITIONS OF SERVICE
- The duration of the consultancy is 6 months, extendable according to performance and availability of funds.
- Remuneration for this consultancy will be equivalent to grade 15; $1,600 monthly salary.
- The Consultant will be based in Gaza.
