The Palestine Liberation Organization, for the benefit of the Palestinian National Authority (PNA), has received an initial financing of EUR 130 Million from the World Bank-International Development Association (IDA), PA, KFW, Denmark, SDC, VNG, GIZ and AFD towards the cost of the 3rd phase of the Municipal Development Program (MDPIII).
The Municipal Development and Lending Fund (MDLF) as an implementation agency for the project intends to use part of the grant for consulting services to hire an individual Consultant to conduct the above-mentioned assignment which will be conducted for selected municipalities in the Gaza Stip.
The objective of this assignment
the primary objective of this individual consultancy assignment is to assist the MDLF dedicated team in preparing for and successfully implementing the Financial Component Projects. This will involve primarily working closely with the MDLF consulting teams and the municipalities team in the Gaza Strip.
In realization with the objectives of the assignment, the consultant should adhere to the documents prepared by MDLF which includes but not limited to:
- Detailed coded and standardized municipal chart of accounts,
- Financial policies and procedures manual (based on a full accrual basis),
- The applied tools which have been utilized in previous similar assessment for IFMIS & RMIS.
- The guidelines for performing the conversion to full accrual basis.

The Municipal Development and Lending Fund now invites eligible qualified individuals to indicate their interest in providing the Services. Interested individual consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The main qualifications of the consultant are as follows:
- Holds a Bachelor's degree in accounting or financial management or any related field.
- At least 10 years of experience in the accounting field and relevant computer applications.
- Have demonstrated skills in working with public sector accounting concepts and procedures (cash, modified accrual, accrual).
- Solid experience in Governmental accounting/auditing.
- Previous experience in supporting the implementation of a financial software system is preferable.
- Demonstrated skills in working effectively with people with varied interests and perspectives and an ability to manage complex tasks with a minimum of guidance.
- Work experience in public administration or complex service delivery organizations is considered a particular advantage.
- Fluent spoken and written Arabic and a good working knowledge of English is a must.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, setting forth the World Bank’s policy on conflict of interest.
Individual Consultants will be selected through comparison of qualifications of those who expressed interest in this assignment.
