REFERENCE
UNRWA is a United Nations agency established
by the General Assembly in 1949 and is mandated to provide assistance and
protection to a population of some 5 million registered Palestine refugees. Its
mission is to help Palestine refugees in Jordan, Lebanon, Syria, West Bank and
the Gaza Strip to achieve their full potential in human development, pending a
just solution to their plight. UNRWA’s services encompass education, health
care, relief and social services, camp infrastructure and improvement,
microfinance and emergency assistance. UNRWA is the largest UN operation in the
Middle East with more than 30,000 staff. UNRWA is funded almost entirely by
voluntary contributions.
Consultant
– Data Science Specialist, HQ Gaza (Local)
BACKGROUND
UNRWA has signed a Memorandum of Understanding (MoU) with United
Nations International Computing Center (UNICC) that aims to enhance livelihood
and human development opportunities to Palestine refugees in Gaza. By this new
collaboration, UNRWA becomes a provider of Information Management, Technology
services and capacity augmentation to UNICC technical team, on a cost recovery
basis through IMTD/IT Service Center (ITSC) in HQ-Gaza.
United Nations International Computing Center (UNICC) is a UN
agency that provides IT services to other UN agencies on a cost recovery basis.
UNRWA Information Management and Technology Department (IMTD) is
seeking an – Data Science Specialist who will provide
expert advice which can be done remotely, and to engage on the use of big data
analytics in general.
This is an opportunity to make a big impact and get lots of
ownership. We are looking for someone who thrives in the very early stages of a
project and is self-driven.
The consultant will report administratively to Head
Information Technology Service Centre at Headquarter Gaza and technically to
United Nations International Computing Center (UNICC).
Description of Duties and Responsibilities
- ·
Provide scientific support through methods
sharing and technical advice to data analytics team
- ·
Provide specific technical advice in the
form of documented exchanges data analytics team on data analysis including
scripting, coding.
- ·
Provide analytics on layering
non-traditional datasets in a visually compelling manner and provide advisory
support to development of new and relevant prototypes delivered through
documented online exchange.
- ·
Provide new methods in the data science
field that are relevant to development and humanitarian sector delivered
through a report
- ·
Think strategically about the uses of data
and how new digital data sources can contribute to driving efficiency across
the development and humanitarian sector
- ·
Design and implement statistical data
quality procedures around new data sources
- ·
Advise on developing new approaches to
detecting events and trends within real-time data sources such as online media,
social networks, imagery, geospatial data, communications logs, transactions
records etc.
minimum Qualifications and Experience
- ●
A university degree from an accredited educational institution in Computer
Science, Information Technology, or a related discipline.
- ●
Minimum 5 years of experience in data science or business intelligence or
other related disciplines.
- ●
Knowledge of Data and Map Visualization
libraries like D3js, Plotly,leafletjs, mapboxjs, .. etc
- ●
Knowledge of R or Python programming
languages as well as Tableau and PowerBI
- ●
Advanced database language knowledge to
perform complex queries from different data sources ( including SQL and NoSql
databases)
- ●
Knowledge of Machine learning and statistical
models
- ●
Experience in data access, analysis and presentation.
- ●
Familiarity with analytical techniques such as text mining, sentiment
analysis, machine learning, predictive analysis, event detection, or modeling
of complex systems articles.
- ●
Fluency in spoken and written English.

Advanced degree; PhD or Master in data science or other related
disciplines.
- ●
Experience working in the fields of global development or humanitarian
sector.
- ●
Experience analyzing data from social monitoring systems, monitoring
and evaluation work, or other survey work in developing countries and
scientific writing.
- ●
Experience in any Python Web development
framework like Django or Flask.
- ●
Experience in Agile software development
methods and DevOps.
CONDITIONS OF SERVICE
- ·
The duration of the consultancy is 6 to 11
months, extendable according to performance and availability of funds.
- ·
Remuneration for this consultancy will be
around 1,600 USD and will depend on the qualifications and experience of the
consultant.
- ·
The consultant will be based in Gaza.
