Background
The UN Agencies active in Palestine (UN Country Team) requested the one UN HR group to establish a One UN Roster that is made of the most frequently required positions. The following 11 Generic Vacancy Announcements support the establishment of this One UN Roster. The Roster will be a list of pre-vetted, highly qualified candidates, and it serves the purpose of fast-tracking recruitment processes as positions become available. After a rigorous selection process, successful candidates will be placed in the respective One UN Roster for a period of 24 months. While placement on the Roster does not guarantee a position, it is going to be an important resource for filling future vacancies. Candidates placed on the Roster will be reviewed when a relevant position becomes available and if found suitable, are offered placements through a direct selection process.
This Generic Vacancy Announcement serves the purpose of creating a One UN Roster in Palestine. The Roster will be used to expedite the hiring of personnel whenever UNDP on request of an executing UN entity, or where UNDP itself needs personnel contracting services in the respective area.
This Generic Vacancy Announcement is exclusively intended for Programme Manager Service Contract positions at SB4 level in any UN entities operating in Palestine. The One UN Roster is a list of pre-vetted, highly qualified candidates intended to fast-track recruitment processes as positions become available. After a rigorous selection process, successful candidates will be placed in the Programme Manager SB4 One UN Roster. While placement in the Roster does not guarantee a position, it is an important resource for filling vacancies. Duties and Responsibilities
- Project Management / manage implementation of results as described in projects’ documents;
- Budget Management / manage budgets and prepare any necessary budget revisions;
- Analyze and identify areas for support and interventions / contribute to the development of new projects
- Knowledge sharing and preparation of the content of internal Standard Operating Procedures
1. Project management / manage implementation of results as described in projects’ documents;
- Manage implementation of results as described in projects’ documents;
- Deliver regular project plans and monitor implementation against the plan, including for design, engineering, construction, procurement, training and capacity building; (For Engineering based Programs)
- Ensure up-to-date risk logs and manage project risks;
- Review designs of the construction activities, and bring to the attention of the Engineering Analyst any issues that might affect the technical soundness of the works; check and review the shop drawings as submitted by the contractor;
- Manage contracts with suppliers, vendors, contractors, and other implementing partners;
- Establish partnerships with relevant stakeholders and ensure overall coordination and regular monitoring of activities of the partners and other related activities relevant to the overall implementation of the Programme.
- Ensure work is coordinated with the Operations Department for the provision of support services in finance, procurement, logistics, HR and general administration services;
- Ensure the overall management of the Programme in accordance with prevailing UN rules and regulations and donor agreement.
2. Budget Management / manage budgets and prepare any necessary budget revisions;
- Oversee the management of financial resources and accounting to ensure accuracy and reliability of financial reports;
- Ensure formulation of budget revisions as needed
- Manage and track the project budget, ensuring expenditures fall in line with agreed costs in the Contribution Agreement.
3. Analyze and identify areas for support and interventions within the thematic areas covered by the programme / contribute to the development of new projects:
- Identify and obtain any support and advice required for the management, planning and control of the project;
- Monitor events as determined in the Monitoring & Communication Plan, and update the plan as required;
- Ensure compliance with organizational standard planning and reporting tools in Atlas (progress against planned activities, update on Risks and Issues, expenditures);
- Provide direction and guidance to the technical team of national and international personnel with a focus on efficiency, effectiveness, and job satisfaction; participate in recruitment of new personnel as required, including drafting TORs and work specifications; conducts regular performance evaluations. In doing so, s/he obtains inputs from personnel as required;
- Prepare monthly progress briefs for the construction activities in line with the project's planning, reporting and monitoring guidelines and the requirements of the project document to be submitted to senior management, and participate in inter-agency coordination mechanisms as relevant
- Prepare and submit an Annual review report to be used for donors and partners, including the production of lessons learnt and success stories derived from implementation, in support of the development of policies and institutions in the area of intervention of the programme;
- Contribute to the development of new project interventions by formulating project ideas and concept notes within the scope of the programme and engaging donors/clients, including other UN agencies, and stakeholders on these ideas;
- Manage the transfer of project deliverables, documents, files, equipment and materials to national beneficiaries;
- Lead the monitoring and evaluation of all project activities and project benchmarks;
4. Knowledge sharing and preparation of the content of internal Standard Operating Procedures in Results Management:
- Ensure the provision of top-quality advisory services and facilitation of knowledge building and management relating to the area of the intervention of the programme
- Define and supervise all capacity development efforts to be conducted as part of the programme for gradual transfer of knowledge and expertise ensuring sustainability of results;
Perform other related duties as assigned by Supervisor.

Required Skills and Experience
Education:
Master's degree in Management, Engineering, Social Development, or any other related field. Bachelor’s degree may be considered with additional years of experience
Experience:
With MA degree, minimum of 6 years of relevant experience of which minimum of 4 years in the field of development;
With BA degree Minimum of 10 years of relevant national or international experience of which minimum of 6 years in development programmes.
Proven experience in dealing with local governments, NGOs, and bilateral and multilateral donors;
Demonstrated inter-personal, negotiation and team leading skills required;
Previous experience with international (public or private sector) Organisation is a basic pre-requisite;
Language Requirements:
Fluency in both Arabic and English, written and spoken
