CONSULTANCY - TERMS OF REFERENCE
BACKGROUND
DESCRIPTION OF DUTIES AND RESPONSIBILITIES
- • Support ICC Clients’ Azure solutions, with a focus on IaaS and PaaS;
- • Review and manage technical requirements and business functional requirements to establish new cloud platforms and infrastructures;
- • Work in close collaboration with the remaining cloud teams in the operational activities, by taking ownership of Microsoft related technologies.
- • Execute migration and implementation plans to deploy Azure infrastructures and move workloads to Azure using native Azure migration tools or third-party tools;
- • Work in close collaboration with other ICC technical teams including Information Security, Architecture, Service Management, etc.
- • Draft technical documentation on the Azure services and related procedures and operations;
- • Keep abreast of Azure good practices, new trends and services technologies and evaluate these for possible adoption or incorporation.
- • Perform other duties as maybe required.
MINIMUM QUALIFICATIONS AND EXPERIENCE
- • A university degree plus 7 years’ experience or master’s degree plus five years’ experience from an accredited educational institution in Computer Science, Information Technology, Business Administration, or related discipline.
- • Meets the minimum experience of the above-mentioned years of relevant IT experience with significant exposure to Azure cloud services.
- • Solid understanding of Microsoft Azure service structure (enrolments, departments, accounts, subscriptions) and core features;
- • Sound conceptual and hands-on knowledge of key Microsoft Azure IaaS and PaaS services (compute, containers, databases, integration, networking, storage and Web):
- • Hands-on experience on Infrastructure as Code and Automation (PowerShell scripting, Azure Blueprints, ARM Templates, Azure Automation, Terraform);
- • Sound conceptual and hands-on knowledge of Azure migration tools (Azure Migrate, Azure Site Recovery);
- • Knowledge of design and implementation of CI/CD practices and developer tools (Azure DevOps, Boards, Pipelines, Repos, Artifacts, Test Plans Visual Studio, SDKs, CLIs, Azure Pipelines, Azure Lab Services, etc.);
- • Hands-on experience in the definition and deployment of Landing Zones.
- • Knowledge of Azure Identity (Azure Active Directory, AAD Domain Services, AAD B2C, Azure Information Protection, SSO, MFA, etc.);
- • Knowledge of general architecture, deployment and administration methodologies and techniques including systems configurations, clustering, networking, OS administration (Windows/Linux), monitoring, security, etc.;
- • Deep understanding on how to Architect in the cloud with a Design for Failure Approach
- • Demonstrated hands-on experience in migrating from on premise systems to Microsoft Azure;
- • Strong troubleshooting skills;
- • Solid knowledge and experience on Microsoft Technology landscape including various server products.
DESIRABLE QUALIFICATIONS
- • Conceptual and hands-on experience implementing container-based architectures and deployments in cloud environments (Docker, Kubernetes, etc.);
- • Conceptual and hands-on knowledge of other Microsoft Azure Services like AI + Machine Learning, Analytics, Azure Blockchain Services, Logic Apps, Media. Security;
- • Conceptual knowledge of Azure Lighthouse;
- • Understanding of and ability to migrate to Azure using third-party tools (e.g. Movere, Attunity, Cloudamize, CloudAtlas, Corent, Inspirer, Zerto, etc.);
- • Conceptual and hands-on knowledge of Google Cloud Platform and/or AWS Services
COMPETENCIES
- • Effective customer-facing and oral/presentation skills;
- • Experience analyzing, troubleshooting, and providing creative solutions for technical issues;
- • Ability to write documentation & reports;
- • Conflict management & cooperation.
REQUIRED CERTIFICATIONS:
- • Microsoft Azure Certification(s). Expert level preferred. Desired certifications
- • AWS/GCP Certification(s)
- • ITIL certification
- • PRINCE2 certification
CONDITIONS OF SERVICE
- • The duration of the consultancy is 6 to 11 months, extendable according to performance and availability of funds.
- • Remuneration for this consultancy will depend on the qualifications and relevant experience, with 1,800 USD monthly salary.
- • The incumbent can be in any of UNRWA fields of operations (Gaza, Jordan, Lebanon, Syria, or West Bank)
- • Overtime can be paid based on specific terms and conditions and should be pre-approved by the team leader.
