CONSULTANCY - TERMS OF REFERENCE


UNRWA is a United Nations agency established by the General Assembly in 1949 and is mandated to provide assistance and protection to a population of some 5 million registered Palestine refugees. Its mission is to help Palestine refugees in Jordan, Lebanon, Syria, West Bank and the Gaza Strip to achieve their full potential in human development, pending a just solution to their plight. UNRWA’s services encompass education, health care, relief and social services, camp infrastructure and improvement, microfinance and emergency assistance. UNRWA is the largest UN operation in the Middle East with more than 30,000 staff. UNRWA is funded almost entirely by voluntary contributions. Dynamics 365 CE Functional Consultant, (Local)

BACKGROUND

UNRWA has signed a Memorandum of Understanding (MoU) with United Nations International Computing Center (UNICC) that aims to enhance livelihood and human development opportunities to Palestine refugees in Gaza. By this new collaboration, UNRWA becomes a provider of Information Management and Technology services and capacity augmentation to UNICC technical team on a cost recovery basis through Information Management and Technology Department IMTD/IT Service Center (ITSC), HQ Gaza.

United Nations International Computing Center (UNICC) is a UN agency that provides IT services to other UN agencies on a cost recovery basis.

UNRWA Information Management and Technology Department (IMTD) is seeking a Dynamics 365 CE Functional Consultant with experience in the Marketing and Events Management module to work on UNICC consultancy services. The incumbent will be responsible for the implementation and support for on-going and new projects developed with Dynamics 365.

The consultant will report administratively to Head Information Technology Service Centre at Headquarter Gaza and technically to United Nations International Computing Center (UNICC).


Description of Duties and Responsibilities 

  1. • Lead the analysis, design, build, deployment, and support of Dynamics 365 CE solutions;
  2. • Create data and security models for solutions and configure Dynamics 365 to follow them;
  3. • Design custom solutions for Dynamics 365 and the power Platform;
  4. • Design and tests external applications to interface with Dynamics 365;
  5. • Analyse data from different sources to migrate it to the final system;
  6. • Produce Class diagrams, Entity Relationship diagrams and Sequence diagrams;
  7. • Configure Dynamics 365 CE environments for development, testing and production use;
  8. • Work with customers to analyse requirements and map them to solution;
  9. • Work with the focal points and vendors for resolution of problems (functional issues, performance issues, etc.);
  10. • Writes Epics, Features and User Stories to populate backlog;
  11. • Follow the Incident, Problem and Change Management processes;
  12. • Produce and maintain technical documentation as required.
  13. • Perform other duties as required.

                        Minimum Qualifications and Experience

                        1. • A university degree plus 7 years’ experience or master’s degree plus five years’ experience in Computer Science, Information Technology, Business Administration, or related discipline.
                        2. • Meets the minimum experience of the above-mentioned years of progressively professional experience in Software Development including 4+ years of Dynamics CE development as Functional Expert.
                        3. • Agile project participation experience.
                        4. • Microsoft Dynamics 365 CE administration, customization, and development experience.
                        5. • Microsoft Dynamics 365 Marketing and Events Management experience.
                        6. • Microsoft Dynamics 365 ALM experience.
                        7. • Experience with Azure, Flow and PowerApps.
                        8. • Knowledge of Power BI.
                        9. • Experience in designing, creating, and testing Dynamics 365 CE solutions in large-scale environments.
                        10. • Experience in designing User interfaces based in Dynamics 365 CE best practices.
                        11. • Skills in general collaboration systems architecture and deployment methodologies applicable in large environments.
                        12. • Experience in producing technical documentation.
                        13. • Must be technologically savvy, demonstrating the ability to easily adapt to new and unfamiliar technologies, software, and systems.


                                              COMPETENCIES

                                              1. • Excellent written and verbal communication skills, interpersonal and collaborative skills.
                                              2. • High degree of initiative and ability to work with little supervision.
                                              3. • High level of personal integrity, as well as the ability to professionally handle confidential matters, and show an appropriate level of judgement and maturity.
                                              4. • Ability to deliver quality results.
                                              5. • English language – Advanced Level.


                                                      DESIRABLE QUALIFICATIONS

                                                      1. • Experience with Atlassian Jira.
                                                      2. • MB-220 Microsoft Dynamics 365 Marketing certification.
                                                      3. • Other relevant Dynamics 365 certifications.
                                                      4. • Relevant industry certifications, including ITIL.
                                                      5. • Experience defining tests and test suites.
                                                      6. • Good knowledge and sound understanding of IT fundamentals and cloud technologies.

                                                              CONDITIONS OF SERVICE

                                                              1. The duration of the consultancy is 6 to 11 months, extendable according to performance and availability of funds.
                                                              2. Remuneration for this consultancy will depend on the qualifications and relevant experience, with 1,800 USD monthly salary.
                                                              3. The incumbent can be in any of UNRWA fields of operations (Gaza, Jordan, Lebanon, Syria, or West Bank).
