ToR- Occupational Health and safety Specialist
The Palestinian Water Authority (PWA) ــ Project Management Unit in Gaza invites experienced & qualified Palestinian to apply for the following position in the Project Management Unit (PMU).
Project Background:
Wastewater Management Sustainability (WMS) Project contributes to the twin objectives of eradicating extreme poverty and sharing prosperity by improving the quality of life of about 400,000 residents in northern Gaza through the provision of wastewater treatment services, including the protection of communities against the risk of floods from uncontrolled wastewater reservoirs, and by creating economic opportunities for productive use of treated effluent, has been designed to finance efficient Operation and Maintenance (O&M) for the North Gaza Wastewater Management Facilities (NGWMF) for four years and build conditions for sustainable wastewater treatment services. The proposed WMS project will provide technical and financial resources to prevent the collapse of the NGWMF and continue the operation of the facilities at design capacity, while building a long-term technical, institutional and financial capacity to operate and maintain wastewater services. It will finance efficient O&M for four years (excluding electricity), and required rehabilitation of equipment and civil works at the NGWMF to guarantee performance at design capacity. The Project is financed by the World Bank Group, with total amount of 13.7 M USD.
Project Components
- Component 1: Support the continued operation of the NGWMF (US$7.1 million)
- Component 2: Rehabilitation and upgrade of the NGWMF to improve efficiency build resiliency and address emergencies (US$3.4 million).

Occupational Health and Safety Assessment of the project:
Project OHS risks are mainly the risk to technicians/operators’ health due to contact with raw or partially treated wastewater as well as safety risk during the operation of different facilities. Also, the upgrade of Pond 7 and random lakes (Component 2) would be associated with occupational health and safety risks for the workers during the installation of equipment and clearing of the Pond 7 bed. Workers and members of the community could be subject of drowning risk at the random lakes and the installation of electrical works at the Terminal Pumping Station (TPS) and the NGWWTP (Component 2) as well as operators of the TPS/NGWWTP could be subject of occupational health and safety risks. These risks including falling and falling objects, exposure to electrical hazards from the use of tools, working at height, handling solid waste and sludge, exposure to wastewater, exposure to chemicals such as paints, solvents, lubricants, and fuels, exposure to suffocation or poisoning due to presence of hydrogen sulfide (H2S); methane (CH4); and carbon dioxide (CO2), traffic accidents, environmental hazards (snakes, wasps, bees), welding hazards (fumes, burns and radiation), etc. The community health impact is due to excessive movement of vehicles during transferring of solid waste, construction debris, and sludge, as well as exposure of children to uncontrolled sludge dumping sites near the existing ponds and facilities which also create breeding grounds for mosquitos and flies. The project prepared the following environmental and social instruments and plans in accordance with the World Bank ESF and Standards to mitigate the risks associated with the project activities including OHS risks: ESMP, LMP, OHS plan, ERP, Sludge Management Plan (SMP) and Environmental and Social Commitment Plan (ESCP).
Position: Health and Safety Specialist
Main Tasks, Responsibilities and Scope of Work:
The Health and Safety Specialist is expected to monitor, follow up and ensure due diligence of the health and safety requirements as stated in the Wastewater Management Sustainability (WMS) Project’s ESF instruments and plans as follows:
- Plans and implements procedures, programs, and files regulatory reports in compliance with the national procedures and regulations of OHS; and in compliance with the World Bank ESF and the OHS standards of the Environment, Health and Safety (EHS) Guidelines of the World Bank Group and Good International Industry Practice (GIIP).
- Supervise and monitor the implementation of the health and safety aspects in the project ESMP, LMP, OHS plan, ERP, SMP and ESCP;
- Prepare and implement Community Health and Safety Management Plan including, inter alia, measures to: minimize the potential for community exposure to communicable diseases;
- Ensure the inclusion of specific health and safety issues in the environmental and social instruments in the pertinent bidding documents including required ESHS measures, into the ESHS specifications. The standards will be consistent with local regulations, WBG EHS guidelines, GIIP (Good International and Industry Practices) and Respond to COVID-19 situation including WHO guidelines with regard to commitment of contractor to COVID-19;
- Monitor the compliance of contractors to the provisions of the health and safety procedures in ESMP including protective measures against Coronavirus, and How to deal with infected people;
- Participate and contribute to Stakeholders Engagement Plan (SEP) for OHS related issues;
- Conduct capacity assessment and identify what capacity building needed for different workers in terms of health and safety aspects;
- Monitor the health and safety complaints in the GRM, follow up, document and report all complaints received from affected parties on health and safety within different components of the project;
- Take part in the review of all OHS incidents and assist in investigating incident.
- Participates with Project teams in goal setting and budget process, in areas of safety and compliance. Communicates closely with and takes day-to-day orders from the Project Managers of the PMU in the day-to-day work.
- Plans, implements, and oversees the project sites and Wastewater Facilities of WMS and other projects implemented safety and maintenance program.
- Participate and organize the OHS risk assessments.
- Advise management of compliance and of conditions requiring attention.
- Conduct regular HSE inspections.
- Make thorough analysis of statistical data and inspections; delineates problem areas; and makes recommendation for solutions.
- Monitor the efficient implementation of the Project’s OHS requirements.
- Organize the Project’s OHS risk assessment exercises.
- Check on the use of all types of personal protective equipment specifies the use of appropriate PPE for the various work activities. Evaluates their effectiveness and suggests improvements where indicated.
- Conduct independent inspections to observe conformance with established OHS Plan and determines the effectiveness of individual elements of the plan (pre-task briefing, weekly toolbox talk, etc)
- Correct unsafe acts and unsafe conditions.
- At the conclusion of an emergency event, develop an Emergency Response Evaluation Report.
- Plans and implements programs to train supervisors and employees and new employees to meet safety and occupational standards and also to enhance the project team’s safety culture.
- Inspects organization facilities (safety audits) to detect existing or potential incident and health hazards, determines corrective or preventative measures where indicated, and follows up to ensure measures have been implemented.
- Assists with the investigation of all incidents and injuries from initial report to closure.
- Works with procurement and logistics Manager to complete necessary information on insurance renewal.
- Prepares periodic reports and support World Bank missions
Qualification Requirements:
The following are minimum qualifications:
- Bachelor Degree in Safety, Occupational Health, or equivalent field.
- Eight (8) years of relevant experience, three (3) years of which in occupational health and safety supervision.
- Relevant experience in preparing health and safety reports.
- Excellent verbal and written command of English language.
- Computer proficient (Microsoft Word and Excel etc.).
- Hold a valid driving License.
Time Frame and Contract
The duration of the assignment is one year – renewable for the life of the Project, on a full-time basis. The expected start date for the position is 15 April 2021.

Senior Admin and Finance control specialist

Background
The proposed Project contributes indirectly to the twin objectives of eradicating extreme poverty and sharing prosperity by improving the quality of life of about 400,000 residents in northern Gaza through the provision of wastewater treatment services, including the protection of communities against the risk of floods from uncontrolled wastewater reservoirs, and by creating economic opportunities for productive use of treated effluent. Well-managed wastewater infrastructure in northern Gaza is at the core of a healthy life and to ensuring high quality environment services for present and future generations. The project will also protect lives, infrastructure, and economic activities from the risk of flooding from uncontrolled wastewater reservoirs in northern Gaza. At the same time, the project will provide opportunities for sustainable water reuse in agriculture and the industry, while recuperating the quality of groundwater resources.
The proposed project is aligned with the World Bank Group (WBG) Assistance Strategy (AS) for the WB&G FY18-21. The project builds on Pillars 1 and 3 of the Strategy by strengthening water service institutions with a focus on citizen engagement (including women and vulnerable groups) and government accountability, under Pillar 3, as well as to the updated 2019 MENA Regional Strategy by addressing the social contract between citizens and the government through the delivery of basic services.
Project Components

Responsibilities:
- Review and audit all administrative and financial documents, including PMU employees’ salaries, tax files and statements, tender and procurement files related to projects financed by donors to ensure implementation of all policies and procedures in accordance with the rules, regulations and instructions;
- Ensure that the executed disbursement / receivables of the donors funds are correct in accordance with the financial and administrative regulations by ensuring that all supporting documents are available, and consulting with managers to address all shortcomings;
- Review the financial reports prepared by the Financial Specialists and the Auditing Financial Statement Audit Reports and Management Letters are prepared and submitted in accordance with the financing agreements requirements;
- Evaluating the applied financial and administrative procedures as explained in the Project Implementation Manual and defined in the financing agreement and submitting recommendations in coordination with the concerned staff to make the necessary improvements and amendments;
- Reviewing and auditing the Projects funds’ balances and their conformity with computer balances and auditing all accounts related to projects financed by donors and implemented by the PMU;
- Make periodic site visits to ensure the progress of work according to the procedures followed and update plans and programs when needed;
- Keeping, archiving and updating all data, documents and related reports.
Qualifications and experience required:
- Bachelor's degree in public auditing, business administration or accounting.
- General practical experience for not less than 7 years, including 2 years in the field of tenders and Procurement, and 2 years in auditing governmental or public entities.
- Good knowledge of Microsoft Office and Excel.
- Good command of English language, reading and conversation.
The Senior Admin and Finance control specialist will report to the Project Manager and to the PMU General Director

Social Safeguards Specialist
Water Security Development - Gaza Central Desalination Program: Associated Works Project Phase I (AWP-Phase 1)
Project Background:
The proposed project is part of a coordinated international effort to address chronic poor water quality in Gaza and the significant increase in domestic demand expected in the medium term, which is projected to reach around 145 MCM a year by 2030. PWA, in partnership with the European Commission (EC), the European Investment Bank (EIB), the Union for the Mediterranean (UfM), the Islamic Development Bank (ISDB) and the World Bank, formulated the Gaza Central Desalination Program (GCDP). The GCDP covers all Gaza and comprises two main components: (i) construction of a desalination plant with initial capacity to produce 55 MCM a year of desalinated water that can be doubled in the future; and (ii) construction of a north-south water carrier, including storage reservoirs to convey and properly blend the desalinated water with groundwater sources to achieve water supply meeting WHO guidelines for potable water. The latter component is referred to as “Associated Works.”
The Palestinian Liberation Organization (PLO) for the benefit of the has received financing from the World Bank toward the cost of the Water Security Development - Gaza Central Desalination Program: Associated Works Project Phase I (AWP-Phase 1), and intends to apply part of the proceeds for supporting the Project implementation and management capacity of the implementing institution (PWA).
The PWA is considering the recruitment of a qualified Social Safeguards Specialist who will contribute to the successful implementation of the project on all project aspects.
Project Components
- Component 1: Improved Supply of Bulk Water to the southern and middle governorates of Gaza
- Component 2: Capacity Building and Performance Improvement of Selected Institutions
- Component 3: Project Management and Implementation Support
Responsibilities:
Overall Coordination
- Lead and coordinate the PWA/PMU relevant team’s efforts in providing advice, building capacity, and advancing the development of safeguards policies.
Work with PWA/PMU team to ensure that appropriate resources and capacity are deployed to effectively cover the safeguards policies of projects in preparation and implementation.
Major responsibilities and tasks are detailed below:
- Ensure compliance with World Bank’s social safeguards policies and procedure during project’s implementation.
- Lead the monitoring of safeguards policy compliance during implementation and prepare the periodic social monitoring reports pertaining to the project ;
- Assist in implementing Environmental and Social Management Framework (ESMF) considering various types of activities under the Projects implemented by PMU;
- Support the PWA/PMU team in assessment, development and implementation of Resettlement Action Plans (RAP) as required by ESMF;
- Follow up and supervise to implement gender actions plan and ensure gender targets and indicators of project achieved on timely manner;
- Ensure access of diverse individuals and groups (i.e., women, disaster victims, endangered ethnic groups, vulnerable communities and indigenous people) to potable water supply at the end of the Project;
- Coordinate with Monitoring Unit for database management and support to all PWA/PMU to prepare database on mini-grid beneficiaries, grievance redress mechanism and other project components;
- Support the social screening and categorization process for the subprojects developed;
- Review ESIA and ESMPs Reports submitted by the different consultants, ensure adequacy and quality as per approved ToR, and the World Bank Social Safeguards policies and guidelines;
- As required, review the consultancy assignment ToRs as well as bid documents of subprojects and ensure that necessary social mitigation measures including that for labor influx management are incorporated in the respective civil works contract documents;
- Provide support to PWA/PMU in preparing the ESIA (as per WB requirement) for each particular subproject. Conduct consultative meetings with relevant stakeholders to discuss site specific social issues of sub-project and get feedbacks from the participants to address it in a systematic manner;
- Support to prepare the Grievance Redress Mechanism (GRM) and its handling procedures, channels based up on ESMF and prepare GRM database in order to ensure that all registered complains are addressed properly;
- Support the PWA/PMU in the implementation of Multiple Stakeholders Engagement Plan (MSEP), to ensure meaningful consultations with various project stakeholders, including project affected people, on project activities, mitigation measures, GRM and other project components;
- Support PWA/PMU to maintain good community relations and address community concerns as they arise.
- Ensure that all grievances are well documented and support the complaint’s staff in providing GRM periodic and on time reports.
- Periodically carryout field visits and conduct monitoring of social development activities and provide timely advise where required;
- Prepare report (monthly, quarterly, field monitoring) on the safeguard risks with appropriate actions to be taken for all sub projects and ensure that timely actions are taken;
- Work in close collaboration with Environment and M&E Experts in PIU for implementation of requirements outlined in the ESMF;
- Advice in the best practice of monitoring and reporting on the social and environmental impact of the project;
- Document the good practices in the project on incorporation and integration of environmental and social issues into engineering design in collaboration with the Environmental Officer.
- Any other tasks assigned by Senior Experts and Project Manager to support the project with respect to the social safeguard issues;
Capacity Building & Knowledge Sharing
- Lead, identify, assess, and monitor overall capacity building needs on social safeguards;
- Prepare annual plan for social safeguard training/orientation, and train/ orient the staff involved on the application of social and Grievance Redress Mechanism in line with World Bank Policies. Support in the coordination of training activities to ensure the principles and procedures for ESMF are well understood and being followed;
- Contribute significantly to activities for gender, advocacy, dissemination and knowledge building relating to safeguard policies.
Job Requirements:
Candidates should have a master degree in Social Science (Sociology, Rural development and any other related discipline). At least 5 (Five) years’ experience in the field of Water sector and professional experience at least 2 (Tow) years in gender equality and social inclusion (GESI) and Social Safeguard. The candidate should also have:
- Proven experience in implementing international social safeguards policies/standards (World Bank);
- Excellent knowledge of the English language (both spoken and written);
- Ability to build capacity and train various stakeholders
- Knowledge and/or familiarity with the social dynamics in Palestine;
- Ability to work well with Government officials and community personnel;
- Strong and demonstrated capacity for organization, management with excellent reporting and coordination skills;
- Knowledge of specific gender issues in renewable energy and sensitivity to local culture and traditions in Palestine.
- Strong leadership, technical competence and professional skills for timely implementation, coordination and management of activities;

- Assuming the overall responsibility for the work and performance of the Project Implementation Unit (PIU) consist of 7 staff and the implementation of the project;
- Supervise PIU staff in the performance of their respective duties and ensure the efficient functioning of the unit.
- Planning, managing and coordinating the various project activities;
- Acting as the main link between PIU, CMWU, and Donors, the project's consultant and civil works contractors during project implementation.
- Follow up and supervise the tasks and duties of the PIU.
- Ensure that all technical, financial and safeguards written instructions, communications and records as deemed necessary in the Project and Financing Agreement are kept orderly and systematically;
- Keep the PWA informed about the progress of works, the financial status of the project and other important issues and development;
- Prepare, or as appropriate supervise the preparation of, a monthly brief and comprehensive quarterly reports on work progress, the financial status of the projects and important issues/ developments that arise in the course of project implementation; and hand over a complete set of documents and records to CMWU at the end of the PIU`s assignment giving all technical and financial details of the execution of the project;
- Review and approve the consultant’s and the contractors` invoices.
- Ensure that the Senior Admin & Finance Control Specialist is provided with the necessary information to perform their duties.
- Any other tasks as requested by the PMU General Director
The Project Manager will report to the PMU General Director
Essential Required Qualifications, Skills, knowledge and Competencies:
- Master degree in Project Management, Engineering, Procurement or equivalent field
- At least 7 years of work experience in Projects management.
- Knowledge and/or experience in World Bank Procurement and Safeguards Guidelines and national rules and legislations in the field of procurement, safeguards, construction and engineering;
- Knowledge and/or experience in institutional reforms in public entities as an add value.
- Fluent in spoken and written English and high computer literacy (Microsoft, Excel and other software), and; Strong communication and reporting skills and ability to work in a team;
