UNRWA is a United Nations agency established by the General Assembly in 1949 and is mandated to provide assistance and protection to a population of some 5 million registered Palestine refugees. Its mission is to help Palestine refugees in Jordan, Lebanon, Syria, West Bank and the Gaza Strip to achieve their full potential in human development, pending a just solution to their plight. UNRWA’s services encompass education, health care, relief and social services, camp infrastructure and improvement, microfinance and emergency assistance. UNRWA is the largest UN operation in the Middle East with more than 30,000 staff. UNRWA is funded almost entirely by voluntary contributions.

Consultant –Scrum Master, HQ Gaza, (Local)

BACKGROUND

UNRWA Information Management and Technology Department (IMTD) is seeking a Scrum Master to lead the software development teams in Scrum framework implementation, plnning deliverables, monitoring performance, and providing technical guidance & support.

The consultant will report to Lead, Software Factory at UNRWA HQG IT Service Center, or to one of the Senior Functional Experts managing software development projects at UNRWA HQ Amman.


DESCRIPTION OF DUTIES AND RESPONSIBILITIES

  1. Manage each project’s scope and timeline, coordinate sprints, retrospective meetings, and daily stand-ups.
  2. Coach team members in Agile frameworks, resolve conflicts, and remove obstacles that might occur. 
  3. Facilitate the development & quality assurance team communication and effective collaboration.
  4. Faciliate the communications with different project stakeholders
  5. Prepare the Product Backlog, and ensure that every member in the team understands goals, scope, and product domain.
  6. Monitor project progress, provide timely feedback, and drive a culture of agility and learning.
  7. Support the product owners in arrange and optimizing product backlog, and organize scrum events as necessary.

MINIMUM QUALIFICATIONS AND EXPERIENCE

  1. A university degree from an accredited educational institution in computer science, business administration with a major in or focus on information technology or other related disciplines.
  2. Minimum 4 years of experience in Information Technology and Business Applications development; in which 3 years of experience in playing scrum master role and implementing the projects using various Microsoft technologies specifically on .Net development.
  3. Solid experience specifically on .Net and SharePoint, and Microsoft SQL Server.
  4. Good experience and sound understanding of IT fundamentals and technologies pertinent to creating business solutions (software development and testing, architecture, applications, databases, integration)
  5. Sound knowledge and hands-on experience in all areas of application development life cycle and process tools.
  6. Sound knowledge of estimation techniques, design patterns, and awareness of industry trends.
  7. Employment history must demonstrate progressive levels of responsibility

                              DESIRABLE QUALIFICATIONS

                              1. Experience in Agile process or Azure DevOps
                              2. Experience in rigorous testing and validation
                              3. A robust troubleshooting methodology and the ability to work under fast-paced timelines with creative solutions.
                              4. Demonstrated experience presenting work to both technical and non-technical audiences.

                                    CONDITIONS OF SERVICE

                                    • The duration of the consultancy is 11 months, extendable according to performance and availability of funds.
                                    • Remuneration for this consultancy will be equivalent to grade 14; 1,490 USD and will depend on the qualifications and experience of the candidate.
                                    • The incumbent will be based in Gaza.
