Org. Setting and Reporting

The Senior Field Security Officer (SFSO) is responsible to the Director of UNRWA Affairs (DUA) and receives technical guidance from the Director of Security and Risk Management (DSRM), HQ (Amman).

Responsibilities

  1. Advising on and operationalizing all aspects of UNRWA security and risk management, crisis readiness and preparedness in the Field, for all UNRWA personnel both International and local Area staff with focus on frontline Area staff security, particularly in those areas heavily impacted by the current conflict.
  2. Serves as a principal Advisor and assists the Director of UNRWA Affairs and Deputy Director of UNRWA Affairs (Operations) in the execution of their security responsibilities in the Field. 
  3. The SFSO ensures UNRWA’s Security and Risk Management system is context specific and tailored to the needs of frontline personnel. 
  4. S/he supports the identification, implementation of security and risk management best practices and other Standard Operation Procedures across the Field. 
  5. The SFSO ensures UNRWA’s participation in the UN Security Management System (UNSMS) and supports UNRWA’s compliance with safety and security requirements, as appropriate. 
  6. The SFSO also maintains close cooperation with UN Department of Safety and Security (UNDSS), Agency Funds and Programmes Security Officer(s), as well as with the Host Government security agencies, local community and beneficiaries.

Education

  1. Advanced university degree (Master’s or equivalent) from an accredited educational institution in a relevant discipline such as political science, international relations, humanitarian law, human rights, conflict studies, social sciences, or international law with a focus on security and risk management.
  2. Additional technical certification in relation to security and risk management such as security management, community security, civilian-military coordination, human rights & protection, counter-terrorism, intelligence management, hostage management, operational planning and investigation, crisis management and emergency or disaster planning (Desirable).
  3. Senior Staff College (military or police) training (Desirable).
  4. In possession of UN Security Certification Programme (SCP) certificate (Desirable).
  5. Additional management, programme and project management qualifications (Desirable).

Work Experience

  1. A minimum of eight years of progressively responsible and relevant experience in security and risk management with the UN Security Management System (UNSMS) or International Organization (IO) Security Management or International Non-Governmental Organization (INGO) Security Management and/or experience in police or military.
  2. A minimum of 2 continuous years of relevant international experience outside UNRWA, and outside the country(s) of which the candidate is a national or holds citizenship, a passport or a national identity number.
  3. Progressively responsible practical experience at the Field/country level in moderate to high risk security environments within UNSMS, IO security management, INGO Security Management.
  4. Knowledge of UN field security operations/ UN Field Security Officer/Adviser experience (desirable).
  5. Knowledge of UN policies, procedures and operations relating to security (desirable).
  6. Experience working in conflict settings and in high risk environment (desirable).
  7. Knowledge of humanitarian operations, humanitarian, human rights, and/or international refugee law (desirable).
  8. Familiarity with UNRWA, its mandate, programmes and delivery modality (desirable).

Languages

  • Excellent command of written and spoken English.
  • Knowledge of spoken and written Arabic (desirable).

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
