OBJECTIVES OF THE PROGRAMME
The WHO for the West Bank and Gaza aims to promote the health of all Palestinian people by improving health sector performance based on equity, effectiveness and sustainability, as well as by addressing the broader social, economic, environmental and cultural health determinants, particularly those which are most affected by the Israeli-Palestinian conflict.
DESCRIPTION OF DUTIES
- Provide inputs to the in-depth situation analysis on health system response and capacity to improve maternal and child care with focus on newborn care services.
- Contribute to the development and update of a draft national strategy and action plan for improving maternal and newborn care.
- Assist Ministry of Health and health authorities in Gaza to review and finalize the health service policies and guidelines on maternal and newborn care.
- Provide technical insight to support strengthening capacity of the health facility teams through clinical coaching, monitoring and promoting self-assessment at the facility level and PHC in order to improve the health facility planning/quality cycles.
- Support preparation and follow up of visits to centres of excellence by relevant staff and policymakers (e.g. Makassed Hospital in Jerusalem).
- Undertake close follow-up with UNICEF, UNFPA, UNRWA and other key stakeholders to ensure the introduction of relevant components in individual counselling and community activities including home visit.
- Arrange and compile materials for the capacity building activities for the facility health care providers for data collection, analysis and reporting ensuring core indicators are reported on regular basis.
- Ensure validity and reliability of facility level routine reporting system.
- Participate in the Maternal Newborn Child Health (MNCH) committee established by the Ministry of Health and Gaza health authorities.
- Work closely with relevant UN Agencies, NGOs and relevant units in EMRO to promote MNCH and secure procurement needs required for the implementation of the maternal and newborn plan.
REQUIRED QUALIFICATIONS
Education
- Essential: University degree in Medicine with specialization in OBS/GYN, pediatrics, neonatal care.
- Desirable: Master's degree in any health related field. Training in neonatal care and/or RMNCAH areas.
Experience
- Essential: At least one year professional experience in hospitals in Gaza in the field of clinical OBS/GYN, neonatal care and pediatrics. RMNCAH program implementation and technical assistance.
- Desirable: Previous experience with quality improvement programs. Experience in capacity building activities,. Previous experience in project management.
Skills
- Sound knowledge of health sector in developing countries and/or in the context of emergency response relief, or preparedness for epidemic-prone diseases.
- Good knowledge of health system strategies and policies relevant to the objective of extending health coverage with quality affordable health services.
- Good familiarity with MoH systems and services.
- Good knowledge or understanding of WHO mandate and goals.
- Excellent interpersonal skills and ability to work under pressure.
- Tact, discretion and ability to promote consensus.
- Excellent presentation skills.

REMUNERATION
Remuneration comprises an annual base salary starting at ILS 176,621 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
