CRS BACKGROUND:


Catholic Relief Services (CRS) is the official international humanitarian agency of the Catholic community in the United States. CRS works to save, protect, and transform lives in need in more than 100 countries, without regard to race, religion or nationality. CRS has been present in Jerusalem, West Bank, and Gaza (JWBG) since 1961 and currently supports programs in the sectors of humanitarian relief, livelihoods, civil society strengthening, and social justice promotion through its field offices in Jerusalem, Gaza, and Bethlehem. CRS and partners have been supporting shelter programming Gaza since 2015. Current projects, supported by UNOCHA, Caritas Germany and other donors are designed to restore the sense of dignity, privacy, safety, and wellbeing of vulnerable families through repairs to shelters damaged by conflict or rehabilitation of substandard shelters. CRS and partners promote participatory, integrated approached that engage and meets the needs of all household members; where possible, CRS and partners use a self-help model where households receive restricted cash and technical support, thus promoting choice, dignity, and cost-effectiveness.

JOB SUMMARY: 


The Shelter Project Manager (PM) will manage, coordinate, and monitor project activities and relationships with local partners and other project stakeholders to assist the achievement of shelter project objectives across Gaza, advancing Catholic Relief Services’ (CRS) work. Your project management skills and knowledge of the program areas will ensure that the CP delivers high-quality shelter programming and continuously works towards improving the impact of these projects.

ROLES AND RESPONSIBILITIES:


  1. Effectively manage talent and supervise project staff. Manage team dynamics and staff well-being. Provide coaching, strategically tailor individual development plans, contribute to the recruitment process of project staff, and complete performance management for direct reports.
  2. Lead technical, budget management, monitoring and reporting activities through the project cycle – design, start-up, implementation and close-out – for CRS shelter projects in the Gaza strip in line with CRS program quality principles and standards, donor requirements, and good practices. 
  3. Ensure learning properly accompanies project activities throughout the project cycle. Uphold accountability through coordinating project evaluation activities following CRS MEAL Policies. Proactively identify issues, report them to inform adjustments to plans and implementation schedules. 
  4. Engage and strengthen partnerships relevant to shelter programming, applying appropriate application of partnership concepts, tools and approaches.
  5. Represent the organization with the Shelter Cluster, donors, NGO, UN, and local partners.
  6. Coordinate activities required for ensuring the financial, material and human resources for the quality implementation of the shelter projects. Conduct periodic budget reviews and follow-up with partners on timely submission of financial reports to facilitate proper tracking of resource use.
  7. Identify staff capacity needs and technical assistance needs of partner organizations and contribute to capacity strengthening and required interventions to support quality project implementation. 
  8. Assist with preparation of reports and disseminate results. Review project documentation to ensure project file is complete with all required documentation and is filed per agency and donor requirements. 
  9. Ensure the ‘CRS Safeguarding Policy & Code of Conduct and Ethics’ is communicated to beneficiaries and relevant community members (through ongoing, age-appropriate, contextualized verbal and/or written information shared in local language).
  10. Ensure that beneficiaries understand expected conduct of staff and how to safely report any concerns.
  11. Ensure that feedback from beneficiaries is handled and responded to appropriately.

                      BASIC QUALIFICATIONS:

                      1. Bachelor's Degree required. Master’s Degree in Project Management, or a related field, a plus.
                      2. Minimum of 5 years of experience specifically in NGO project management
                      3. Experience in the field of shelter programming required.
                      4. Experience supervising staff required.
                      5. Experience managing budgets required.
                      6. Experience monitoring projects and collecting relevant data is required; experience measuring qualitative, outcome-level indicators a plus.
                      7. Knowledge of approaches and industry best practices for shelter programming strongly desired.
                      8. Experience working with partners, conducting participatory action planning, leading community engagement, and engaging other stakeholders strongly desired.
                      9. Relevant grant management experience, especially for public donors, a plus.
                      10. Ability to contribute to the development of technical proposals, Monitoring, Evaluation, Accountability, and Learning Systems (MEAL), and project reports (e.g. for the donor).
                      11. Experience using MS Windows, MS Office packages (Excel, Word, PowerPoint), and ICT4D systems (e.g. iForm, CommCare, PowerBI) a plus.
                      12. Additional experience may substitute for some education.

                      • Required Languages - Strong written and oral English and Arabic required.
                      • Travel Required: Travel within Gaza required regularly.

                      KEY WORKING RELATIONSHIPS: 


                      Supervisory: Line Management of project staff.

                      Internal: Reports to CRS Program Manager – Shelter and Psychosocial Support (PSS). Responsible for coordination with other teams present in Gaza especially the Psychosocial team, MEAL and ICT4D Project Officer, as well as with Head of Office and Operations Departments, including Administration, Procurement, Finance, Security, etc. 

                      External: Serves as key point of contact for three partners in Gaza, peers from other NGO and UN agencies. Provides support for donor and third-party monitor visits, and other coordination efforts, as needed.
