Save the Children in the occupied Palestinian territory is implementing a cash voucher intervention that aims to enhance nutrition status of conflict-affected populations in the Gaza Strip. Additionally, the field monitors will support the setup and implementation of SCI emergency response following the escalations of hostilities in Gaza.
Purpose of consultancy:
The CVA Field Monitor will support the implementation of SCI Cash Voucher Assistance (CVA) to improve access to food and basic needs for the war-affected families.
- Duration of services: Field Monitor, contracting duration to be determined between (4- 8 Months)
- Start Date: 15 October 2021
CVA Field Monitor tasks:
- Develop the potential beneficiary’s lists: Field Monitors will visit the targeted communities and help in collecting beneficiary initial data based on the partners observations.
- Filling the application by beneficiaries and Field Monitors (home visits): Field Monitors will conduct home visits to help the beneficiaries to fill the application. SC will use pre-designed forms, which include socio–economic data about potential beneficiaries.
- Review and score the applications: The collected data from home visits will be analysed according to agreed vulnerability and eligibility criteria to ensure validity of the data.
- Conduct sensitization sessions with beneficiaries and non-beneficiaries on the voucher distribution process in different target areas close to beneficiaries’ homes and distribution points.
- Introduce E-Voucher System to Beneficiaries: Conduct induction meetings with beneficiaries to guide them on using the e-voucher system.
- Support process for E-Cards distribution to beneficiaries.
- Conduct random post-distribution and monitoring visits to samples of households.
- Monitor redemption process in the field and verify ability and financial capacities of the vendor. In addition, to ensure a proper storage place with listed/approved items.
- Support market assessment process and update items/barcodes on SCI Platform.
- Support monitoring and updating of items pricing.
- Ensure that the Complaints and Feedback Mechanism put in place and accessible by beneficiaries
Reimbursement:
- 750 USD monthly paid in local currency: The Field Monitor will be responsible to cover his/her transportation and communication costs.
Essential Skills:
- Required:
- University degree in social science, international development, or other relevant or a related field.
- At least 2 years of relevant work experience in Cash and Voucher assistant program with/in INGOs or NGOs.
- Proven capacity to write clear, well-argued assessments and reports.
- Experience in monitoring, evaluation, and reporting of project results.
- Desired:
- The capacity and willingness to be extremely flexible and accommodating in difficult working circumstances.
- Excellent interpersonal and communication skills.
- Excellent computer proficiency in MS Word, Excel, and PowerPoint.
- Commitment to upholding Save the Children’s Policies (Child Safeguarding, Global Anti-Harassment, etc.) As well as principles of do no harm and confidentiality.
