IMPACT Assessment Manager - ACTED

I-Overview 

IMPACT through its partner ACTED, would like to conduct a final evaluation of the Multi-Purpose Cash Assistance (MPCA) pilot, responsible for assessing through a mixed-methods approach the effectiveness of the pilot program, beneficiary perceptions, and related topics. The assessment will support strategic decision making for the future of MPCA in Gaza with an emphasis on lessons learned and accountability. In support of this goal, IMPACT is seeking to recruit a Field Officer (FO) for the Final Evaluation.   

II-Background on IMPACT

 
IMPACT is a Geneva-based not-for-profit association, created in 2010 in order to promote more effective aid action and practices. The core activity of IMPACT is to undertake holistic information management across humanitarian programme cycles – including but not limited to needs and situation assessments, response monitoring, impact evaluations, and organisational capacity-building. To date, IMPACT’s largest programme has been in the framework of the REACH Initiative, which aims to support effective planning and coordination by aid coordination platforms (such as clusters, mandated UN agencies, etc.), with a strong focus on supporting and informing humanitarian cash and market activities. IMPACT has also established the PANDA programme stream which aims to improve the effectiveness, efficiency and efficacy of aid interventions and inform partners’ entire program cycle, including program design, assessments, monitoring and evaluation. IMPACT benefits from a global partnership with the French INGO ACTED who provides operational support (country registration, office space, accommodation, cars, national HR recruitment, security) in all of IMPACT’s programmes.

III-Background on ACTED

 
ACTED is an international NGO registered in France. ACTED’s vocation is to support vulnerable populations affected by wars, natural disasters and/or economic and social crises, and to accompany them in building a better future. ACTED started its activities in the occupied Palestinian territory (oPt) in May 2007. ACTED is currently implementing projects covering multiple humanitarian / development sectors, funded by of a variety of international donors, which aim at protecting vulnerable households and strengthening civil society actors across the oPt. ACTED oPt offers a dynamic, rigorous and knowledge-oriented working environment.
 

IV-Position Profile

Under the supervision of the ACTED Senior Office Manager in Gaza and the REACH Senior Assessment Officer, the Assessment Manager (AM) is responsible for managing the Final Evaluation of the GPC’s MPCA program, a role that includes operationalizing the mixed-methods methodology (including tool development and sampling), supporting field coordinators and enumerators in primary data collection, analyzing data collected, and preparing reporting outputs. They will be assisted in these tasks, as well as external engagement, by the REACH Senior Assessment Officer.
 

V- Responsibilities

 
The IMPACT Assessment Manager shall be responsible for:

Operationalizing the developed research design


  1. Supporting in the design of a research ToR (including Data Analysis Plan)
  2. Designing research tools for primary data collection
  3. Developing sample methodology for data collection (e.g. household-level surveys, KIIs, and FGDs)
  4. Identifying relevant resources for SDR
  5. Developing a workplan for the assessment

Supporting the Field Coordinator and enumerators in primary data collection, including:


  1. Design of training materials and supporting in training
  2. Performing field visits to oversee data collection
  3. Overseeing data cleaning activities
  4. Producing clean datasets (validated by IMPACT HQ) in partnership with REACH oPt Database officer

Producing reporting outputs


  1. Performing data analysis
  2. Leading validation workshop with key actors 
  3. Producing narrative report, including drafting and leading revision process with GPC and IMPACT HQ
Any other tasks need to ensure the success of the IMPACT mission in the oPt

1. Operationalizing the Developed Research Design


In response to the GPC Request for Quotation (RFQ) the IMPACT team has developed a methodology for the conducting of the evaluation. This is a mixed-methods methodology, including household-level surveys and FGDs with beneficiaries of the MPCA program and KIIs with MPCA stakeholders. SDR will also be conducted to support in the design of the primary data collection tools listed above and the final narrative report. The Assessment Manager will be responsible for developing this methodology into a full research ToR, including the Data Analysis Plan. Activities will also include designing the research tools for primary data collection, including an ODK form for the household-level surveys, and identifying relevant resources for SDR. The AM will also design a workplan, in line with GPC deadlines, that structures the key tasks and processes for the evaluation. With assistance from the REACH SAO, the AM will consult with key actors, such as the GPC and IMPACT HQ, on the development of relevant outputs (e.g. data collection tools, the ToR) and, in the case of IMPACT HQ, go through the validation process, as appropriate.
 

2. Supporting the Field Coordinator and Enumeerator in Primary Data Collection

The AM will be responsible for overseeing the carrying out of primary data collection. This will include providing direct line management of the IMPACT FC, who will be responsible for managing the team of enumerators collecting primary data. This will include developing the training, including relevant materials (e.g. training manual), with the FC and assisting in conducting the training. During data collection, the AM will continue to assist the FC in troubleshooting any issues that arise and performing field visits, either to the call center or FGDs. Finally, the AM will assist in data cleaning activities and the related producing of final datasets. The AM will be supported in these activities by other members of the IMPACT oPt team, including the REACH DBO, for processes such as automating data cleaning.
 

3. Producing reporting outputs

The AM will be responsible for performing data analysis in support of the production of a final narrative report. Quantitative data will be analyzed through statistical software (e.g. R, SPSS, STATA) and qualitative data through statistical software or other tools (e.g. Data Saturation Grid). Other members of the IMPACT team may support in this process, if necessary, including seeking validation of analysis from IMPACT HQ. The AM will also be responsible for the authorship of a final narrative report on the evaluation, including the review process with GPC actors and review and validation by IMPACT HQ. 
 

4. Accountability to Communities and Beneficiaries

The staff member is responsible for ensuring that all relations with the communities we work are conducted in a respectful and consultative manner. Due attention must be paid to ensuring that communities are adequately consulted and informed about ACTED and IMPACT programme objectives, activities, beneficiary selection criteria, and methodologies.  This is the responsibility of every ACTED and IMPACT staff member.

VI-Qualifications:

  1. 3 - 5 years of relevant working experience in evaluation and assessments, particularly M&E (third-party monitoring is a plus)
  2. Experience in all phases of the research cycle (e.g. research design, data collection, analysis and reporting)
  3. Experience designing Data Analysis plans or analogues (e.g. construction of indicators, levels of analysis)
  4. Strong analytical skills and experience in analysis of quantitative and qualitative data. Knowledge of statistical software (e.g. R, SPSS) an asset
  5. Experience designing ODK forms and knowledge of related mobile apps (e.g. KoBoCollect) strongly desired
  6. Previous experience managing field teams desired. (If West Bank-based) Experience in remote management contexts.
  7. Experience in drafting of narrative reports. Knowledge of Adobe graphic software (e.g. InDesign, Illustrator) is an asset
  8. Familiarity with the aid system, and understanding of donor and governmental requirements desired 
  9. Previous work in cash and markets, particularly in the context of Gaza, desired
  10. Excellent communication and team management skills required
  11. Fluency in English required. 
  12. Ability to operate Microsoft Word, Excel and Powerpoint is required.
  13. Ability to work independently is required.
