Field Security and Risk Management Office In this role, the incumbent is responsible to the Head Guard and supervises guards directly
In accordance with established Agency policy and procedures, the incumbent:
- Instructs guards on a daily basis by:
- Preparing and monitoring guard shifts, scheduling and rosters to ensure sites are covered sufficiently;
- Conducting inspections and monitoring posts to ensure that they are properly manned;
- Keeping guards informed of security situation; ensuring guards maintain high standards of alertness for any potential or actual breaches of security, disturbances or unusual activity such as hostile surveillance detection;
- Organizing foot-patrols for the purpose of identifying potential malfunctions of physical security measures and other technical appliances and intercepting unauthorized persons attempting to enter the premises;
- Supervising guards in identifying and questioning individuals who remove UNRWA property to ensure that the individuals have property removal permission (i.e. Load Note);
- Ensures that electronic surveillance equipment is monitored appropriately; supervises correct use of security equipment such as computers (Basic computer skills), x-ray machines (walk through and baggage), CCTV, communications equipment, fire alarm system, public announcement system etc;
- Supervises screening of all vehicles entering and exiting the premises and provides information, issues identification cards and directions to visitors as per established Standard Operating Procedures (SOPs);
- Checks and reports weapons and/or armed actors wishing to enter UNRWA premises as per established SOPs, HQ Legal Instructions regarding privileges and immunities and UNRWA’s regulatory framework;
- Assists in supervising facility execution drills, fire drills, emergency/incident response drills, mass casualty drills and readiness drills with local first responders; assists in supervising responses to fires in an appropriate manner; reports fire and safety violations/hazards to his/her supervisor, works and cooperates with assigned fire/floor wardens;
- Responds to situations requiring First Aid or instructs guards to do so; Sends reports to appropriate Agency stakeholders; and coordinates with local medical first responders as necessary;
- Reports to the Head Guard and /or SSO on security incidents and makes recommendations on improving security work;
- Prepares reports and responds to general questions concerning safety and security, maintains paper and computer log books, completes incident reports and records as per established SOPs;
- Supervises reporting of all non urgent findings in the shift report and reports urgent issues to the Head Guard and/or SSO as applicable;
- Performs such other duties as may assigned.
To qualify for this position, you will need:
- Education Successful completion of full secondary education.
- Experience At least two years of experience in a similar field of work.
- Language(s) Working knowledge of spoken English and written Arabic. Basic knowledge of written English.
Desirable Qualifications
- Previous guard and supervisory experience, preferably in UNRWA;
- Qualification/ certificate in fire prevention/fighting and first aid;
- Qualification/ certificates in security matters, preferably in UNRWA, or UNDSS.

Conditions of service
- Basic Salary: Monthly basic salary from $834.30; and monthly dependency allowance up to $123.25.
- Contract Duration: Three years including 1 year probation period.
- Leave: 36 days of annual leave for staff attending UNRWA duty stations with six-day working week. 30 days of annual leave for staff attending UNRWA duty stations with fiveday working week.
- Pension: Provident Fund contribution (15.2% of basic salary paid by the Agency)
