1- Protection Officer
Responsibilities
- - Leads protection component of integrated checks of all UNRWA facilities, maintaining compliance to standard operating procedures, ensuring follow-up and accountability for any protection issues uncovered during integrated checks; ensures that the perspectives, capacities, needs and resources of the persons of concerns are reflected in the protection strategy, planning processes and operations plan addressing the specific protection needs of women and men, children, youth, the elderly, persons with disabilities, minorities and other groups of concern;
- - Oversees and coordinates measures to ensure programmes’ compliance with protection standards;
- - Identifies and coaches Programme Protection Focal Points to develop adequate knowledge, leadership and capacity to mainstream protection within their programmes and services;
- - Provides technical support and policy advice in respect of agreed themes and activities; supports the Protection Working Group through the Project Cycle Management approach to develop an annual work plan with clear deliverables and indicators of success;
- - Supports fundraising, formulation and implementation of field protection programme initiatives responding to protection needs;
- - Coordinates with internal and external actors to conduct mapping and assessment of protection issues and the existing protection system within the field of operation; the assessment of protection issues should be made in a format that can feed into field specific as well as agency-wide vulnerability assessments;
- - Supports the development and delivery of protection-related training and knowledge building including the development of a training strategy based on clearly defined standards and competencies;
- - Develops and maintains effective external relations, including with UNRWA partners, other agencies, donors, and beneficiary stakeholders related to protection, humanitarian coordination, and institutional capacity development on cross cutting issues, and assisting in establishing protection multi-sector and multi-stakeholder coordination mechanisms; through relationships with persons of concern, authorities and network of partners stays abreast of political, social, economic and cultural developments that have an impact on the protection environment.
Education
A university degree from an accredited educational institution in public or business administration, social sciences international humanitarian assistance, law, international relations or related discipline, with a focus on international rights, international humanitarian law and/or refugee law.
Work Experience
- - At least six years of progressively responsible relevant experience.
- At least two years of work experience with an international or large government organization in the area of refugee protection, protection mainstreaming and humanitarian project management;
- - A minimum of two continuous years of relevant international experience outside UNRWA, and outside the country(s) of which the candidate is a national or holds citizenship, a passport or a national identity number
- - Experience in the design, implementation, evaluation and monitoring of protection-tailored projects;
- - Previous work experience in refugee settings, preferably with international organizations, such as UNHCR, UNRWA or ICRC, or other relevant international non-governmental organizations;
- - Knowledge of activities of UNRWA operations and services (desirable);
- - In-depth knowledge of Middle Eastern geo-political realities and their socio-cultural implications (desirable).
Languages
- Fluency in spoken and written English;
- Working knowledge of Arabic (desirable).

2- Humanitarian Principles Officer
Responsibilities
- Provides support to the integration and mainstreaming of UNRWA policy and standards on humanitarian principles in programmes, including but not limited to Education, Health, and Relief and Social Services and to other related initiatives in UNRWA Programmes;
- Organises quarterly humanitarian principles inspections in the areas under their responsibility; undertakes inspections of approximately 50% of installations in their area and leads management of humanitarian principles murals painted on such installations;
- Identifies and coaches humanitarian principles Focal Points to develop adequate knowledge, leadership and capacity to mainstream protection within their programmes and services;
- Provides technical support and policy advice in respect of agreed themes and activities;
- Supports fundraising, formulation and implementation of field protection programme initiatives, responding to humanitarian principles needs;
- Establishes community relations in at-risk communities in area of operations, including by engaging with UNRWA staff, local authorities and representative bodies, community-based organisations, and non-governmental organizations;
- Supports the development and delivery of humanitarian principles related training and knowledge building, including the development of a training strategy based on clearly defined standards and competencies;
- Develops and maintains effective external relations, including with UNRWA partners, other agencies, donors, and beneficiary stakeholders related to protection mainstreaming, humanitarian coordination, alleged violations of international human rights and humanitarian law;
Education
A university degree from an accredited educational institution in public or business administration, social sciences, international humanitarian assistance, law, international relations or a related discipline, with a focus on international rights, international humanitarian law and/or refugee law.
Work Experience
- At least six years of progressively responsible relevant experience in international organizations, in the humanitarian sector.
- At least two years of work experience where primary responsibilities include work related to the application of humanitarian principles.
- A minimum of two continuous years of relevant international experience outside UNRWA, and outside the country(s) of which the candidate is a national or holds citizenship, a passport or a national identity number.
- Previous work experience in refugee settings, preferably with international organizations, such as UNHCR, UNRWA or ICRC, or other relevant international non-governmental organizations
- Knowledge of activities of UNRWA operations and services (desirable).
- In-depth knowledge of Middle Eastern geo-political realities and their socio-cultural implications (desirable).
Languages
- Fluency in spoken and written English;

3- Child Protection Officer
Responsibilities
- - Plans for and leads the roll out and implementation of the Child Protection policies and standards in the Field Office, including updating and following up on the implementation of a multi-sector child protection work plan across departments and programmes;
- - Provides expert advice and support to the Field Office on child protection issues to increase the capacity of the Agency with respect to child protection, including the provision of technical assistance to Protection and Neutrality teams in UNRWA’s area offices; and provides support on child safeguarding issues and guidelines for safe identification and referral of child protection cases as well as other guidelines as part of the rollout and implementation of the Child Protection policies and standards;
- - Regularly visit installations to undertake checks and ensure the integration of child protection principles;
- - Identifies child protection capacity building needs among UNRWA staff and frontlines in collaboration with UNRWA departments and provides support to develop training plans to address them;
- - Oversees the collection and documentation of accurate and timely data on child rights violations and, where necessary, oversees the development of analysis on trends and patterns for internal and external reports, presentations, or briefing notes;
- - Drafts other key guidance documents on child protection and provides input into other relevant guidelines, SOPs, procedures and processes as needed, and in particular to ensure the development and maintenance of child protection information management collection in close cooperation with the Field Protection Officer / Senior Area Support Officer;
- - Develops close working relationships and strategic partnership with and represents UNRWA at a range of child protection system actors including national authorities, UN agencies and NGOs;
- - Monitors child protection referrals across programmes in coordination with Information Management staff and programme colleagues, ensuring that such systems are child-friendly;
- - Works closely with Education programme staff on initiatives addressing violence against children, and with the Investigations Office on cases involving children;
- - Leads the project management of child protection projects (proposal writing, reporting, budget management, monitoring and evaluation).
Education
A university degree from an accredited educational institution in international law, social science, social work, political affairs, international relations, or a related field.
Work Experience
- At least six years of progressively responsible relevant experience in the field of child protection (preferably direct implementation and management of child protection programmes as well as systems building experience), either for UN agencies or NGOs
- A minimum of two continuous years of relevant international experience outside UNRWA, and outside the country(s) of which the candidate is a national or holds citizenship, a passport or a national identity number.
Languages
Excellent command of written and spoken English language.
