Org. Setting and Reporting

The Gender Officer reports to the Protection and Neutrality Team Leader and is assigned to strengthening Humanitarian Principles (HP) initiative.

Responsibilities

  1. Assumes primary responsibility for Gender / GBV / PSEA programme management and implementation on the field level, and ensures compliance with project donor agreements and project proposals, particularly expected results, outputs and activities in accordance with logframes and timeframes and notifies the supervisor immediately as issues arise;
  2. Leads project planning and supports the revision and completion of relevant planning documents to ensure GBV prevention / PSEA is effectively mainstreamed in coordination with the Protection (Mainstreaming) Officer, along with refugee communities’ participation and outreach; ensures that safeguarding instruments (including provisions on preventing GBV and SEA) are in place in all programmes;
  3. Ensures adequate project monitoring systems and assessment procedures are in place through applying appropriate tools in order to collect and update all progress indicators for the project;
  4. Provides technical support and supervision to the GBV case management team;
  5. Develops and maintains effective external relations, including with UNRWA partners, other agencies, donors, non-governmental organizations and refugee stakeholders related to GBV / PSEA, humanitarian coordination, and institutional capacity development on GBV / PSEA; coordinates with any relevant task forces;
  6. Supports fundraising, formulation of and implementation of field GBV / PSEA programme initiatives responding to protection needs; oversees implementation and budget expenditures to ensure effective use of resources against planned activities and expected outputs;
  7. Monitors the protection environment, identifying trends and suggesting interventions; Compiles and prepares quality project reports, as well as annual reports, and feeds in other information as required by donors; documents and reports on the lessons learned from different interventions and on developing best practices and knowledge management capacity.

Education

A university degree from an accredited educational institution in public or business administration, social sciences international humanitarian assistance, law, international relations or related discipline, with a focus on international rights, international humanitarian law and/or refugee law.

Work Experience

  1. At least six years of progressively responsible relevant experience in gender and GBV, gender mainstreaming and research and analysis.
  2. A minimum of two continuous years of relevant international experience outside UNRWA, and outside the country(s) of which the candidate is a national or holds citizenship, a passport or a national identity number. 
  3. Previous work experience in refugee settings, preferably with international organizations, such as UNHCR, UNRWA or ICRC, or other relevant international non-governmental organizations.
  4. Knowledge of activities of UNRWA operations and services (desirable).
  5. In-depth knowledge of Middle Eastern geo-political realities and their socio-cultural implications (desirable).

Languages

Fluency in spoken and written English.

Working knowledge of Arabic (desirable).

Assessment

  • Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Special Notice

  • Type of Contract and Duration: Temporary Appointment for 6 months with the possibility of further extension subject to availability of funds, need and performance.
  • Within the framework of the Inter-Agency Mobility Agreement, UNRWA will seek to engage staff members from other UN entities under this framework, should they be found suitable for this Temporary Appointment.
  • A roster may be created from the selection exercise, and successful candidates may become eligible for a temporary appointment to the same post or a similar post.
