Communications and Advocacy Consultant - Médecins du Monde (MDM)

Introduction: 

Médecins du Monde has been working in Palestine for 25 years, providing direct support to Palestinian communities and healthcare facilities, while also bearing witness to the many violations Palestinians face in their everyday lives. MdM in Palestine comprises of three chapters, France, Spain and Suisse. The work of the chapters covers the entirety of the West Bank, East Jerusalem and Gaza. 

 

MdM provides mental health and psychosocial support emergency response to those affected by the occupation practices in the West Bank. We work in collaboration with the Ministry of Health both in Gaza and the WB providing training and support for integration of mental health services at primary health care level. 

 

In Gaza, we work also to increase capacity of the Ministry of Health for services related to the quality of emergency preparedness and response at the level of primary and secondary care in addition to sexual and reproductive health at primary and community level. The support includes staff capacity building, provision of needed Drugs and disposable including PPE, medical and non-medical equipment and community awareness.

 

This consultancy is to support the work of the Advocacy Coordinator and the mission on specific pieces which will contribute to the implementation of the Palestine Mission advocacy and communications strategy, including collecting, analysing, synthetizing field data, testimonies and disseminating them plus any other material of interest for achieving the general objectives of the country strategy. 

 

What is advocacy for MdM:

According to MdM, advocacy is the application of strategies to proactively influence decision-makers in order to bring about concrete solutions to identified problems. 

  • Identify a problem, based on what MdM witnesses in the field
  • Identify the causes - going back to the structural causes to ensure a long-term change
  • Identify solutions 
  • Undertake a range of activities (from meetings to public communication) to influence decision makers - “targets” - who have the power to put these solutions in place (new legislation, change of policy, implementation of an existing policy…) 

General objective:

Enhance the international strategic and operational advocacy and communications needs of the Mission 

Specific objectives:  

  • Participate actively in the implementation of MdMs operational and international advocacy 
  • Develop the communication and campaigns outputs for the mission in coordination with program teams 
  • Support the field team in collection of testimonies from the field, documenting projects and generating communications and advocacy products.
  • Support the advocacy Coordinator in the implementation of the advocacy strategy in terms of data collection, analysis, and engagement with other actors.

Specific Outputs:

  1. Operational Advocacy needs assessment and development of strategy
  2. Lead on the development of 2 videos of work in WB
  3. Production of 1 document on work of MdM 
  4. Production of 1 factsheet 
  5. 1 document highlighting the effectiveness of current advocacy tools and messaging using one community as a case study and community recommendations and alteratives 
  6. Production of 1 document highlighting work of MdM in Palestine 
  7. Assistance with the co-writing and launch of a report with AIDA  to be complete by January 2022

Timeline

Staring November 2021 – February 2022 

Location

Can work remotely, with occasional travel required to Nablus and potentially to Jerusalem and Gaza (depending on permits) 

Budget

The consultant should submit a technical and financial offer separately.
