General Responsibilities (Overall purpose)
Terre des hommes (Tdh) is a leading worldwide reference on restorative juvenile justice, which accumulates over 40 years of experience in the Palestinian context. The Access to Justice Programme aims at contributing to develop and to improve justice systems by enhancing the restorative approach and in particular by promoting alternatives to trials, detention and specialized custodial care for children, better prevention and reintegration, and synergies in contexts of legal pluralism. Tdh’s strategic plan creates a comprehensive framework for action that combines axes on operations, advocacy, research and quality and accountability, with a view to creating lasting and meaningful change in the lives of children in contact with the law. The Access to Justice program currently operates at global, regional (MENA for this position) and national levels where in Palestine it has been operating in both West Bank and Gaza since 2010.
Tdh is managing a three-year grant from the Swiss Agency for Development and Cooperation (SDC). The overall goal of the Grant is ensuring that women, men, girls and boys in Occupied Palestinian Territory (oPt) are better protected against gender-based violence and their rights are upheld through empowered local actors engaged in delivering effective, multi-sectoral community-based initiatives with a focus on Sexual and Gender-Based Violence (SGBV) survivors, Persons with Disabilities (PwD) and Youth. As part of the Project Implementation Team of the present mandate, and under the supervision of the Team Leader, the Capacity Development and Mentoring Officer is in charge of progressively strengthening the capacity of 10 implementing partners across the Gaza Strip.
Specific Responsibilities / Context (Tasks)
Implementation of the sub-grant component of the project
- Jointly, with the 10 Implementing Partners and the project teams, develop capacity development materials and processes for specific areas/topics identified as needed for capacity development of partners.
- Organize training and mentoring to local partners, project grantees, and other actors, for specific areas/topics identified as needed for capacity development.
- Contribute to the development of annual workplans, performance monitoring systems and tools, and writing of program reports.
- Jointly with the Project team, develop monitoring tools for pre-post training evaluation and conduct evaluation.
- Develop a comprehensive capacity building plan for the local partners related for the project.
- Provide technical assistance to partners and various stakeholders through capacity building knowledge.
- Review all the published material provided by the implementing partners.
- Update and review the MEAN Protection Hub website material
- Prepare required training reports.
- Collaborate with the Accountant/Finance Manager to ensure the analysis of monthly variance, coordinate budget forecasts and if necessary, requests of budget approval to the donor.
- Regularly compiles project reports as per agreed reporting schedule and the format of reporting.
- Any other relevant tasks that may emerge as important during this assignment

Ensure that the action and its activities are fully in line with SDC procedures, rules and regulation and with the standards of Tdh in Palestine.
Tdh Policies

- Be proactive with respect to the aforementioned policies and show leadership to all Tdh staff.
- Report cases of abuse on children as identified.
- Maintain and ensure a culture of strict confidentiality - inter Tdh staff and between Tdh staff and non Tdh employees.

- Participate in updating security plans, as needed.
- Understands and applies security policies, the Child Safeguarding Policy and fraud prevention policies
Other
- Respect Child Safeguarding Policy, PSEA, Gender and Diversity Policy of Tdh and other institutional policies.
- Participate in the organization of launching and closing events
- Any other duty as required by the supervisor.

Requirements for the position
- University degree or another advanced degree in public administration or social science or other relevant degree in line with the position responsibilities.
- Minimum 3 years of experience in similar position preferably with an (I)NGO with relevant experience in developing training manual, modules, curricula and training materials for the national development organizations.
- Ability to represent the organization on technical and functional issues according to the department goals and perform senior technical functional level tasks that are related to their own function.
- Demonstrate experience in developing the capacity of community-based organizations and networks
- Proven professional, intensive experience and hands on knowledge on training issues, local justice and other relevant areas;
- Proven experience of conducting ToT, training needs assessment along with facilitations skills and ability to independently prepare training report;
- Evaluation and monitoring of training programme
- Experience of working for institutional capacity development would be given priority
- Proficiency of English & Arabic languages is required.
- Valid driving license with no restrictions.
