1- Coordination/Logistics and Warehouse Associate - UNDP

UNDP/PAPP is seeking a candidate to fill the position of Coordination/Logistics and Warehouse Associate, to assist the project manager of the Access Monitoring and Coordination Support Project (ACMSP), in safely requesting and handling the accessed materials and equipment to their destination with proper documentation. The incumbent will work under the guidance of the Assistant Special Representative of program in Gaza Office and the direct supervision of the Project Manager in the Gaza Office for an expected duration of 12 months. 
 
S/he will be handling the different access coordination processes on daily basis in full collaboration with the site engineer and logistics team. S/he will be responsible for coordinating with the different contractors and suppliers to have successful access coordination processes. S/he will carry out the assigned dutiesin close collaboration with the access project team to prepare coordination documents, needed reports as well as the pending and approved lists of materials S/he will be responsible for carrying out the different project’s financial transactions and keeping up all data and videos developed to properly document the different coordination and distribution of accessed materials/equipment
 

Duties and Responsibilities

  • a) Provide support to the Project Manager in the overall management of the UNDP stores at the Gaza Industrial Estate.
  • b) Coordinate for the approved planned materials and equipment.
  • c) Undertake safekeeping of the projects’ data including quantities, photos, videos, reports etc. for easy reference.
  • d) Undertake any other duties assigned by the supervisor.
The Coordination/Logistics and Warehouse Associate will undertake the following:
  • Provide support to the Project Manager in the overall management of the UNDP stores at the Gaza Industrial Estate.
  1. Assist in preparing donor reports, Israeli Coordination and Liaison Administration (CLA) monthly reports, reports on the received and issued material from the store.
  2. Prepare financial reports, and expenditure report.
  3. Follow up and update the lists of CLA pending and approved applications.
  4. Update the coordination data base and materials database.
  5. Ensure that the store is clean and organized on continuous basis.
  6. Attend the loading and offloading of materials at the store and ensure the proper handling of these materials and equipment.
  7. Assist in controlling incoming materials by physical counts, weight checks, and assist in making periodic physical inventory checks.
  8. Assist in preparing adequate quality reporting in a timely manner and ensure that internal control systems are functioning and that all relevant records of materials are maintained.
  • Coordinate for the approved planned materials and equipment.
  1. Follow up with the different contractors and suppliers to receive the required necessary information and supporting documents for coordination.
  2. Follow up with the logistics team as well as projects’ focal points on the status, on handling and transporting requested materials/equipment from and to the projects’ site and factories and/or to/from UNDP warehouse.
  3. Ensure logistics team adherence to all Standard Operating Procedures (SOPs) and processes as well as the availability of the required handling equipment to facilitate safe storage of commodities/equipment.
  4. Follow up with the project logistics team at warehouse and sites to properly document the quantity and quality of the accessed materials.
  5. Coordinate with the project’s site engineer for planning the different requests to access and distribute construction materials and equipment.
  6. Gather information from contractors to facilitate the coordination for the commodities/equipment timely crossing of borders.
  7. Prepare documents needed to facilitate the entry of materials through borders.
  8. Communicate with the operation and security focal point to facilitate the movement of the access team with the commodities/equipment to its destination.
  • Undertake safekeeping of the projects’ data including quantities, photos, videos, reports etc. for easy reference
  1. Verify and archive supporting documents of all shipments digitally and in hard copies.
  2. Register and document the equipment and materials movement and update “Materials Database with all materials transactions received or issued from borders and/or UNDP warehouse to projects sites or factories” including entering and leaving the store. All hard copies documenting the movement of the materials and equipment will be handed to the Project Manager on daily basis.
  3. Collect photos and videos documenting the different access coordination processes.
  4. Prepare, update, and properly archive log sheets related to accessed materials to and from the warehouse.
  • Undertake any other duties assigned by the supervisor

Required Skills and Experience 

Education:

  • High School diploma or B.A in Business Administration, Management, Finance, Accounting or other related fields.

Experience:

  • High School Diploma with six years or BA Degree with three years of relevant experience in coordination and warehouse management.

Languages: 

  • Fluency in both English and Arabic languages both spoken and written.
  • Good knowledge of Hebrew is an asset

2- Access Project Manager - UNDP

UNDP/PAPP is seeking a candidate to fill the position of Project Manager, to manage the ACMSP. The incumbent will work under the guidance of the Head of Gaza Office and the direct supervision of Assistant Special Representative of program in Gaza Office for an expected duration of 12 months. S/he will be managing the day-to-day project activities as well as the project team. S/he will be responsible for the whole process of accessing materials and equipment according to the agreed upon SOPs while be keen to improve them according to the lessons learned and to maintain the required standard of quality of services within the specified constraints of time and cost. S/he will cooperate with the program and operations teams in the Gaza, West Bank and Jerusalem, UN Agencies, UNDP/PAPP counterparts and civil society as may be deemed necessary to ensure proper progress and successful implementation of the access coordination relevant activities.

Duties and Responsibilities 

  1. Ensure effective management of the ACMSP by maintaining the delivery of appropriate technical, operational, financial and administrative outputs, while tracking the progress of the different project activities.
  2. Prepare periodic and ad hoc progress reports for the ongoing activities under implementation.
  3. Manage the access project team to safely handle and access approved coordinated materials.
  4. Support knowledge building and knowledge sharing among the program team as well as the access coordination team.
  5. Undertake any other duties assigned by the supervisor.
The Project Manager will undertake the following functions:
 
  • 1. Ensure effective management of the ACMSP by maintaining the delivery of appropriate technical, operational, financial and administrative outputs, while tracking the progress of the different project activities focusing on achievement of the following:
  1. a. Implement and manage the project on a day-to-day basis, coordinate the implementation of the respective activities based on the relevant project document.
  2. b. Ensure the project's planning, reporting, and monitoring guidelines are in place and being implemented. c. Monitor the progress of implementation of project activities and key event schedules, review the work-plans and set deadlines, and monitor the financial resources and accounting to ensure accuracy and reliability of financial reports.
  3. d. Prepare and update the standard operation procedure (SOP) for each activity related to the project to maintain proper control on the materials and equipment accessed. Regular reviews of the SOPs will be carried out in view of realized lessons learned through implementation.
  4. e. Monitor financial resources and accounting to ensure accuracy and reliability of financial reports.
  5. f. Ensure timely replenishment of the Fund according to annual plans and the advancement of work activities.
  6. g. Manage and monitor project risks initially identified, submitting information on the new risks and possible mitigating measures to the Project Board for consideration and updating the status of these risks by maintaining a Project Risk Log.
  • 2. Prepare periodic and ad hoc progress reports for the ongoing activities over the implementation
  1. a. Prepare project progress and ad hoc reports (progress against planned activities, update on risks issues, expenditures, reporting on accessed materials …etc.).
  2. b. Assist in periodical corporate reporting, including Atlas quarterly progress and ROAR.
  3. c. Develop presentations and other materials that are needed to share information on achievements, challenges, etc.
  4. d. Record lessons learned and incorporated necessary relevant corrections.
  5. 3. Manage the access project team to safely handle and access approved coordinated materials.
  6. a. Provide direction and guidance to the technical team.
  7. b. Maintain a focus on efficiency, effectiveness, and job satisfaction.
  8. c. Participate in recruitment of new personnel as deemed required.
  9. d. Engage in regular performance evaluations of the team under his/her supervision.
  10. e. Follow up with warehouse management associate, engineering focal point and logistics workers on the assigned tasks for accuracy and timely implementation.
  11. f. Review all documents prepared by the access team to ensure compliance with the access coordination set systems and SOPs.
  • 4. Support knowledge building and knowledge sharing among the program team as well as the access coordination team.
  1. a. Participate in knowledge sharing sessions for the program team to acknowledge the different SOPs and relevant updates that are linked with the projects’ planned access for materials and equipment.
  2. b. Contribute to knowledge networks and communities of practice for access coordination of materials.
  3. c. Discuss and share the updated SOPs with the access team to adopt safe and controlled mechanism for the accessed materials and equipment.
  4. d. Actively commit to learning for advancing professional skills and career.
  • 5. Undertake any other duties assigned by the supervisor.

Required Skills and Experience 

Education:

  • Bachelor of Science in Civil, Architecture or Mechanical Engineering or Master’s degree in Engineering Management, Project Management, Business Administration, or related field

Experience:

  • Minimum of 2 years with BSC or MA with relevant experience in Access Coordination at the national or international level in program implementation, analysis, and management.

Languages:

  • Fluency in both English and the Arabic languages.
