UNDP/PAPP is seeking a candidate to fill the position of Project Manager, to manage the ACMSP. The incumbent will work under the guidance of the Head of Gaza Office and the direct supervision of Assistant Special Representative of program in Gaza Office for an expected duration of 12 months. S/he will be managing the day-to-day project activities as well as the project team. S/he will be responsible for the whole process of accessing materials and equipment according to the agreed upon SOPs while be keen to improve them according to the lessons learned and to maintain the required standard of quality of services within the specified constraints of time and cost. S/he will cooperate with the program and operations teams in the Gaza, West Bank and Jerusalem, UN Agencies, UNDP/PAPP counterparts and civil society as may be deemed necessary to ensure proper progress and successful implementation of the access coordination relevant activities.

Duties and Responsibilities 

  1. Ensure effective management of the ACMSP by maintaining the delivery of appropriate technical, operational, financial and administrative outputs, while tracking the progress of the different project activities.
  2. Prepare periodic and ad hoc progress reports for the ongoing activities under implementation.
  3. Manage the access project team to safely handle and access approved coordinated materials.
  4. Support knowledge building and knowledge sharing among the program team as well as the access coordination team.
  5. Undertake any other duties assigned by the supervisor.
The Project Manager will undertake the following functions:
 
  • 1. Ensure effective management of the ACMSP by maintaining the delivery of appropriate technical, operational, financial and administrative outputs, while tracking the progress of the different project activities focusing on achievement of the following:
  1. a. Implement and manage the project on a day-to-day basis, coordinate the implementation of the respective activities based on the relevant project document.
  2. b. Ensure the project's planning, reporting, and monitoring guidelines are in place and being implemented. c. Monitor the progress of implementation of project activities and key event schedules, review the work-plans and set deadlines, and monitor the financial resources and accounting to ensure accuracy and reliability of financial reports.
  3. d. Prepare and update the standard operation procedure (SOP) for each activity related to the project to maintain proper control on the materials and equipment accessed. Regular reviews of the SOPs will be carried out in view of realized lessons learned through implementation.
  4. e. Monitor financial resources and accounting to ensure accuracy and reliability of financial reports.
  5. f. Ensure timely replenishment of the Fund according to annual plans and the advancement of work activities.
  6. g. Manage and monitor project risks initially identified, submitting information on the new risks and possible mitigating measures to the Project Board for consideration and updating the status of these risks by maintaining a Project Risk Log.
  • 2. Prepare periodic and ad hoc progress reports for the ongoing activities over the implementation
  1. a. Prepare project progress and ad hoc reports (progress against planned activities, update on risks issues, expenditures, reporting on accessed materials …etc.).
  2. b. Assist in periodical corporate reporting, including Atlas quarterly progress and ROAR.
  3. c. Develop presentations and other materials that are needed to share information on achievements, challenges, etc.
  4. d. Record lessons learned and incorporated necessary relevant corrections.
  5. 3. Manage the access project team to safely handle and access approved coordinated materials.
  6. a. Provide direction and guidance to the technical team.
  7. b. Maintain a focus on efficiency, effectiveness, and job satisfaction.
  8. c. Participate in recruitment of new personnel as deemed required.
  9. d. Engage in regular performance evaluations of the team under his/her supervision.
  10. e. Follow up with warehouse management associate, engineering focal point and logistics workers on the assigned tasks for accuracy and timely implementation.
  11. f. Review all documents prepared by the access team to ensure compliance with the access coordination set systems and SOPs.
  • 4. Support knowledge building and knowledge sharing among the program team as well as the access coordination team.
  1. a. Participate in knowledge sharing sessions for the program team to acknowledge the different SOPs and relevant updates that are linked with the projects’ planned access for materials and equipment.
  2. b. Contribute to knowledge networks and communities of practice for access coordination of materials.
  3. c. Discuss and share the updated SOPs with the access team to adopt safe and controlled mechanism for the accessed materials and equipment.
  4. d. Actively commit to learning for advancing professional skills and career.

Required Skills and Experience 

Education:

  • Bachelor of Science in Civil, Architecture or Mechanical Engineering or Master’s degree in Engineering Management, Project Management, Business Administration, or related field

Experience:

  • Minimum of 2 years with BSC or MA with relevant experience in Access Coordination at the national or international level in program implementation, analysis, and management.

Languages:

  • Fluency in both English and the Arabic languages.
