CONTEXT AND BACKGROUND

 
Secours Islamique France (SIF) is a Non-Governmental Organization of international solidarity based in France. Founded in 1991, SIF is a non-profit and non-political organization that intents to help, to bring relief and to protect the lives of those threatened by natural disasters, armed conflicts or by economic collapse. SIF provides its help in respect of the cultural diversity, without any distinction of origin, religion or gender. SIF Palestine Mission was established in 2008 and since then, it has set up many concrete activities in order to help in a large scale and developed a comprehensive knowledge of the local context and understanding of local needs.

ROLE IN THE ORGANIZATION

 
The role of the MEAL Manager West Bank is to establish and implement systems to promote evidence-based decision-making and to ensure harmonized monitoring and evaluation (M&E) practices across MEAL and programme teams at the base level. The position holder will support the design of standardized MEAL processes and tools in coordination with other departments and Gaza base. This will involve: creating, developing, and supporting programme teams to use MEAL systems to collect, aggregate and analyse data; and play a key role in ensuring that the reporting and assessment needs are met.
 

Generic Responsibilities


  1. Adhere to SIF policies, guidance, and procedures;
  2. Lead the development of MEAL systems, including procedures, guidelines and tools;
  3. Advise management on MEAL solutions/options in the design of staffing, resourcing and budgeting;
  4. Participate in program design and proposal discussions, including theory of change development and logical framework design;
  5. Support the program teams in planning for and executing MEAL activities, including, data collection methodologies and tools; and data management, analysis and use;
  6. Be responsible for the implementation, dissemination and use of evaluations and assessments; and also of monitoring data in program development, adjustment, or review;
  7. Contribute to organizational learning through supporting specific analysis, lessons learned, and reports;
  8. Provide capacity building and training of program and support staff as well as of partner organizations on MEAL technical and conceptual areas;
  9. Ensure effective knowledge sharing within the base;
  10. Participate to ensure that cross-cutting issues are implemented and reflected in programs with special focus on protection mainstreaming, gender, governance and child safeguarding.

Specific Responsibilities

  1. Ensure MEAL plan is elaborated for each project and adhered to;
  2. Support program teams in the organization of initial kick-off meetings for each project and launching the PMP monitoring part;
  3. Ensure regular project reviews using the PMP Tool take place;
  4. Support program teams in organization of lessons learnt or action review workshops;
  5. Ensure program monitoring data is collected in timely manner and is reliable and valid;
  6. Support programs in data collection, analysis and reporting;
  7. Support programs in analysis of indicators and beneficiary data;
  8. Support the development of mission MEAL Standard Operation Procedures and train relevant staff on them;
  9. Ensure project quality and accountability through field visits, providing support to programme team and developing appropriate tools and mechanisms to enhance quality delivery of projects;
  10. Lead project specific assessments (baseline, end line) and multi-sectorial needs assessment and support in beneficiary selection process;
  11. Contribute to the development of M&E tools including data collection instruments in order to inform SIF strategic indicators. 
  12. Contribute to the development of monthly, quarterly, annual and donor reports;
  13. Lead and/or facilitate internal and external project evaluations, and learning exercises;
  14. Ensure all information is centrally held, accurate and available including in databases and guide and support the development of appropriate data management systems;
  15. Ensure feedback and suggestions are collected from affected populations and other stakeholders in adequate manner;  
  16. Provide timely information to the management team about risks related to the projects and share recommendations with the program team and partners based on available data analysis;
  17. Report performed activities and achievements to line supervisor;
  18. Participate in other M&E and communications initiatives as needed;
  19. Ensure SIF reports timely relevant data to partners and within country coordination mechanisms;
  20. Perform any other duties related as may be assigned by supervisor.  

KNOWLEDGE / STUDIES

  • A Bachelor degree in Economics, Political or Social Sciences, Quantitative or Statistical Analysis or other relevant degree.

HARD SKILLS

  1. At least 4 years’ relevant work experience in Monitoring and Evaluation, or Project Management with good knowledge of MEAL mechanism;
  2. Experience in international development and/or non-profit organisations;
  3. Experience in project cycle management;
  4. Demonstrated experience in project proposal & report writing; experience with AFD projects is an asset;
  5. Excellent written and spoken English and Arabic;
  6. Experience in conducting surveys and evaluations through quantitative and qualitative tools;
  7. Experience in working in collaboration with NGOs, government agencies and other stakeholders;
  8. Ability to build, manage and motivate teams and individuals to achieve set objectives and targets;
  9. Experience in and commitment to participatory management and maintaining a supportive, open environment to ensure the transferring of knowledge & development of all staff;
  10. Experience with mobile data collection software (ODK, KoboCollect);
  11. Computer skills (MS Package), knowledge of statistical software and/or qualitative data management software will be an advantage;
  12. Knowledge of MIS is an asset.

SOFT SKILLS


  1. Strong organizational and work planning skills, with ability to prioritize multiple tasks in a high volume work environment with tight deadlines;
  2. Ability to plan activities and to set clearly defined objectives and high levels of quality/ productivity for self, own team or department;
  3. Experience in proactively identifying issues and proven problem solving skills;
  4. Strong personal ethics (confidentiality, impartiality, non-discrimination, integrity);
  5. Interpersonal communication skills;
  6. Ability to adapt;
  7. Autonomy;
  8. Rigor.

 WORKING CONDITIONS  

Position based in Ramallah, West Bank, Palestine with:
  • Regular travels to the field in all West Bank governorates expected, respecting specific travel requirements
  • Exceptional travels (based on the need) to Gaza base expected, if possible and respecting specific travel requirements
