WeWorld-GVC (WW-GVC) is an Italian independent organization born from the merge between GVC NGO (founded in Bologna in 1971) and WeWorld Foundation (founded in Milan in 1999), with the aim of increasing the impact of their development cooperation and humanitarian aid. Present in 27 countries with 160 projects, reaching over 7 million direct beneficiaries, WW-GVC has been working continuously in Palestine since 1992, acting both in humanitarian aid and development to provide Palestinian communities access to basic services and available natural resources, strengthen their protection and enhancing socio-economic and local development. At present, the main donors are Italy (AICS), the EU (DG ECHO), UNICEF, OCHA, and Belgium (DGD).

We World-GVC is a member of the Global WASH Cluster and is part of the WASH and Health Clusters - State of Palestine, and particularly a member of the WASH cluster Strategic Advisory Board, and leading the WASH in Health Working Group.

Project Description:


WeWorld-GVC is the leader for the project titled Right to Health (R2H) - Enhanced access to quality and inclusive basic health services for the population most exposed to violations of human rights in Northern Gaza governorate” funded by the Italian Agency for Development Cooperation, to be implemented in partnership with the CISP and Juzoor. The project aims to contribute to enhanced protection for the Palestinian population most exposed to violations of human rights and international humanitarian law in the Gaza Strip against shocks of infections and endemics, increasing access to basic quality health services for the population in North Gaza governorate through integrated infection prevention and control (IPC) systems, improved operation of health care facilities (HFCs) and community awareness.

 Job description:


WeWorld-GVC is recruiting a Public Health Officer who will contribute to the overall successful project management including efficient, effective, and timely planning and completion of activities, achievement of outputs and outcomes within the constraints of scope, time, budget, and risk while complying with WeWorld-GVC and donors' requirements and guidelines, and under the supervision of the WeWorld-GVC Gaza Head of Base.

Moreover, the Public health officer will work in cooperation with the WeWorld-GVC WASH Expert contributing to enhancing and fine-tuning the WASH in Health and Health Strategy and Program of WeWorld-GVC in the country. In addition he/she will be responsible for representing WeWorld-GVC at National level in the WASH Cluster WASH in Health Working Group, supporting and leading the WASH in Health Working Group on achieving its ToR’s scope and objectives, by providing quality and expertise on analyzing data related to conditions and functioning of water and sanitation infrastructures and hygiene practices in health care facilities and hospitals, especially related to limits of the provision of adequate WASH services, as well as on providing technical support to Cluster members.

Tasks and Responsibilities

General:

  1. Deliver high-quality results in line with WeWorld-GVC strategy in a way that maintains the reputation of the organization among stakeholders and peer organizations.
  2. Comply with WeWorld-GVC policies and practice with respect to code of conduct, safety, equal opportunities and other relevant policies and procedures.
  3. Perform any other relevant tasks/missions within reason that might be assigned by the line manager.
In the framework of the R2H project he/she will be responsible for:

  1. Manage and direct the project implementation by the project team and ensure timely delivery of project activities in coordination with WeWorld-GVC technical team and supporting staff, and give expertise and guidance, under the supervision of the Gaza Head of Base
  2. Develop, supervise and coordinate a yearly work plan, as well as a detailed monthly activity plan.
  3. Implement a monitoring system and manage the project risks/ issues throughout the project life cycle and guarantee successful and timely completion.
  4. Track the progress of activities and achievements of program indicators and reporting
  5. Monitor the expenditures of the project 
  6. Maintain regular and proactive coordination with Head of Base and other related staff in Gaza to ensure alignment of implementation and results.
In the framework of the WASH in Health Working Group and as support of WeWorld-GVC Strategy, she/he will be responsible for, but not limited to:

  1. Representing WeWorld-GVC at related forums, clusters, I/NGOs, working groups, and key stakeholders, and maintaining appropriate, regular, transparent, and supportive communication structures with all relevant stakeholders
  2. Identify areas for quality improvement in facilities, including strengthening WASH and infection prevention and control policies and standards 
  3. Support the development and the application of a set of national policies and standards along with accountability mechanisms that support health care facilities to improve WASH infrastructures and services, in coordination with the MoH 
  4. Support the implementation and the institutionalization of WASH practices in health care facilities and beyond.
  5. Support the development of WASH in Health-related protocols, procedures, and tools.
  6. Lead the evaluation and quality assurance of epidemiology services, regularly reviewing the management of outbreaks and incidents of communicable diseases;

Essential Skills:

  1. Advanced University Degree in Medicine, Public Health, WASH Engineering, Social Sciences or any other related field;
  2. Evidences of specific knowledge/ qualification in WASH in Health would be a clear advantage.
  3. A minimum of 5 years post qualification experience in the health sector, working with government at the policy/ strategy level, in assessments, the development of policies, guidelines and frameworks and sector coordination mechanisms; including at least 2 years in health governmental institutions;
  4. Proved Project management skills with at least 2 years of experience
  5. Computer skills, including epidemiological data management and use of various Microsoft Office applications;
  6. Ability to collect, analyze, interpret and present data professionally;
  7. Valid driving license;
  8. Previous work experience with international NGOs will be preferred.
  9. Analytical, flexible, unbiased approach.
  10. Ability to draw conclusions from examinations of extensive data, reports, procedures and site visits and explain these clearly and concisely in written reports.
  11. Ability to suggest realistic and feasible solutions that reflect resource constraints to support step-wise improvement, particularly for small systems.
  12. Ability to think strategically and conceptually, and to translate these into concrete results.
  13. Ability to identify, initiate and maintain good relationships with partner organizations, donors and national authorities including building professional relationships with senior decision-makers and influencers/ leaders.
  14. Proven organizational skills and ability to effectively manage multiple tasks while fostering quality, team spirit and positive working relationships with colleagues.
  15. Strong interpersonal relationships and demonstrated ability to leverage business networks and partnerships for continued growth.
  16. Fluency in written and spoken English and Arabic
  17. Ability to work under pressure.
  18. Demonstrates integrity with regard to NGO values and ethical standards.
  19. Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability
  20. Computer skills, in particular MS Word, MS Excel, MS Outlook, MS Project.
