Duties and responsibilities:

The World Bank seeks to recruit an Energy Analyst to join the MNA Energy Team, with a focus on supporting the development and implementation of the energy program in the West Bank and Gaza. The Energy Analyst would work on the World Bank energy portfolio in West Bank and Gaza supporting the Palestinian Authority and Palestinian Energy and Natural Resources Authority (PENRA) in implementing solar energy projects, power infrastructure projects, smart meter solutions, and provides analytical and advisory service to support energy sector utility and market reforms and enable private sector investment in the power sector, with a focus on renewable energy.

The Energy Analyst will report to the Practice Manager of the MNA Energy Unit (IMNE1) and will work, as an integral part of the West Bank & Gaza energy team, in support of preparation, appraisal and supervision of investment projects and key analytical products. The Energy Analyst will be based in the World Bank Jerusalem office and would work alongside a group of professionals based across the region and in Washington DC.

The responsibilities of the selected candidate will include:
Technical Support to Lending and Non-Lending Programs
  • Support supervision of energy sector operations and advisory services with a focus on policy and regulations development, sector strategies and policy dialogue, sector reform, private sector participation;
  • Provide inputs to business development, operational products/outputs for sector and country briefings, analytical and advisory reports and studies; Provide technical support to various project teams working on the Transmission and Distribution, Renewable Energy; Energy Efficiency, and other programs within the MNA Energy portfolio, and potentially other regional energy programs, with focus on current and prospective engagements in the West Bank & Gaza;
  • Leverage the Bank’s global knowledge and country operations to inform strategic capacity building programs;
  • Strengthen client-country relationships to ensure strategic positioning of the Bank as a trusted energy advisor, and well-designed response to client demands.

Selection Criteria

  1. Master’s degree in engineering, energy planning, economics, policy, or equivalent areas relevant for energy/extractives sector development;
  2. Three years or more of relevant experience in the energy sector, with ability to engage credibly on a range of sectoral issues in developing countries;
  3. Knowledge of energy policies, technologies, or strategies, and institutions, and the ability to contribute to policy dialogue with clients and partners;
  4. Knowledge of linkages between clean energy transition and climate change mitigation and adaptation would be a plus;
  5. Experience and understanding of the energy sector in West Bank and Gaza;
  6. Demonstrated working knowledge of at least one of relevant thematic business lines such as Energy Access; Economics, Markets & Institution; Oil & Gas; Mining; Energy Efficiency; Renewable Energy; Energy Finance; Hydropower; Power Systems & Technologies and working understanding of how their financing fit together in a country development context;
  7. Problem solver and able to efficiently run multiple activities simultaneously and self-navigate through complex bureaucratic environments; Excellent interpersonal skills and proven ability to build strong partnerships with clients, different stakeholders and colleagues across units and departmental boundaries in a multi-cultural environment with virtual teams located in different countries;
  8. Good written and oral communication skills in English (required), Arabic (required), including an ability to communicate complex issues in simple terms and to engage in evidence-based dialogue with clients.
