  • Reports To: Country Representative
  • Location: Jerusalem or Gaza

Job Summary

You will partner with the Country Program (CP) Senior Management Team to provide overall strategic Human Resources (HR) direction for the CP in support of high-quality programs serving the poor and vulnerable. You will analyze and anticipate HR programs, services, and operations needs and challenges in the areas of recruitment, staff development, performance management, employee relations, compensation and benefits, onboarding/orientation, policies, staff care, and employee administration and introduce improvement solutions. You will also oversee the majority of the following operational functions - Logistics, Procurement, Administration, Fleet, Information and Communication Technology (ICT) and Audit - in support of the Catholic Relief Services’ (CRS) mission to serve the poor and vulnerable. You will promote stewardship of resources, help ensure principled compliance, proactively identify risk issues, and under supervision lead operational improvements.   

Roles and Responsibilities 

  1. Manage HR processes and activities to ensure they meet latest agency, donor, and local legal requirements and standards and reflect best practices.
  2. Provide professional HR advice and coaching to managers, staff, and partners on daily HR issues, especially in regard to recruitment, performance management, and employee relations.
  3. Lead training and professional development needs assessment and analysis and ensure the provision of focused and precise development programs for CRS staff and partners.
  4. Ensure staff retention strategies reflect competitive and equitable compensation and benefits and a work environment that fosters staff engagement, empowerment through proper supervision, and personal and professional growth.
  5. Monitor the culture to ensure staff actions reflect CRS guiding principles, where dignity, diversity, community, and rights and responsibilities of all staff are valued. May serve as the CP focal point for Code of Conduct & Ethics and contribute to ensuring adherence and accountability to Safeguarding policies.
  6. Act as the CP’s key point of contact, internally and externally, on all HR-related matters. Represent the organization in forums related to HR management issues to stay abreast of standards, local laws, and industry best practices and to maintain peer contacts.
  7. Oversee record keeping through personnel files and/or Insight that adheres to required CRS, donor, and local law regulations. As needed provide analytical reports on HR-related data, metrics and trends to support decision-making, workforce planning and development.
  8. Operations Roles and Key Responsibilities:  
  9. Manage or coordinate operations functions – systems, processes and staffing – that meet CRS’ standards, donor requirements, and local regulations and support high-quality programming. Collaborate with programming leads to ensure appropriate project expenditures in line with financial plans and proper stewardship of material sources. 
  10. Coordinate and monitor day-to-day operations to ensure support services are delivered with high-quality in an efficient manner. Identify and help address challenges that affect the proper stewardship and optimal utilization of program assets and resources (financial, human, and material). Proactively manage security and mitigate security risks. 
  11. Effectively manage talent and supervise. Manage team dynamics and staff well-being. Provide coaching, strategically tailor individual development plans, and complete performance management for direct reports. Monitor and assess performance to ensure adequate capacity for successful support of high quality programming. 
  12. Coordinate compliance with agency and donor requirements and local laws and regulations through periodic systems checks, review and assessment of operations policies and procedures. Coordinate response to issues that emerge from internal and external audits and provide guidance to implement improvements. 
  13. Help maintain the proper conditions for learning - a safe environment for the sharing of ideas, solutions, and difficulties and the capacity to detect, analyze and respond quickly to small deficiencies. Identify capacity strengthening needs and provide guidance for project teams and partners, which includes cross-departmental learning.

Basic Qualifications 

  1. Bachelor’s degree in Human Resources Management or Business Administration required. Master’s degree in HR Management, Business Administration or Organizational Development preferred.
  2. Minimum of five years work experience in HR and/or administration preferably with an International or local NGO, with at least three of these years managing an HR function and strong knowledge of HR & operational best practices and standards.
  3. Required Languages – English and Arabic fluency required. 
  4. Travel Required: regular travel within Jerusalem, West Bank and Gaza required. 

Knowledge, Skills and Abilities 

  1. Strong relations management abilities. Ability to relate to people at all levels internally and externally. Strategic in how they approach each relationship. 
  2. Excellent strategic and analytical skills with ability to make sound judgment and decisions
  3. Very good planning, monitoring and organizational skills
  4. Able to maintain confidential information
  5. Proactive, resourceful, solutions oriented and results-oriented
  6. Strong customer service orientation with excellent communication, interpersonal and negotiation skills 

Preferred Qualifications

  1. Additional education may substitute for some experience.
  2. Experience with and demonstrated ability to analyze and interpret employment laws, regulations, policies, principles, concepts, and practices. Thorough knowledge of the local labor law.
  3. Staff management experience.
  4. Strong experience in presenting, facilitating, and coaching on HR topics.
  5. Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, HRIS.
