Project Summary:
MSI implements USAID’s Middle East & North Africa Monitoring, Study, & Learning Services (MENA MELS) Activity, which supports the design and implementation of rigorous monitoring, study, and learning activities for USAID’s Middle East Bureau and its operating units (OU) in 10 countries in the Middle East and North Africa, including the West Bank and Gaza . Under MENA MELS, the MSI team will conduct a survey of Palestinian perceptions related to USAID. The goal of this Palestinian Perception Study (“the study”) is to help USAID understand what Palestinians think about USAID and how they learn about USAID’s work. The study will combine a quantitative data from a representative household survey across the West Bank and Gaza with qualitative data from focus group discussions with survey respondents and one-on-one interviews with local officials.

Position Summary:
The Local Specialist will provide on-going study implementation assistance and on-the-ground support for the MENA MELS study team members, including training support, data quality assurance, interview facilitation and participation, supplementary note-taking, logistics coordination, English/Arabic translation, and close collaboration on the preparation of the required deliverables for quantitative and qualitative data collection trips. This is a short-term assignment with an estimated Level of Effort of 35 days.
Responsibilities:
- Serve as the lead contact with the local survey firm sub-contractor on daily data collection issues and provide quality assurance during data collection.
- Review sub-contractor’s survey instruments and workplan with a specific focus on logistics, context-specific challenges, and other items that may be well-positioned to address based on understanding of Palestine.
- Ensure all potential challenges and issues are flagged for the MENA MELS team.
- Provide regular updates to the MENA MELS team.
- Review the translation of the household survey provided to the sub-contracted survey firm.
- Attend enumerator training and oversee household survey field activities with the sub-contracted survey firm.
- Communicate and coordinate with relevant officials.
- Coordinate, assist with, and conduct qualitative interviews with Palestinians in the West Bank and/or Gaza.
Qualifications:
- Bachelor’s degree in a social science field or statistics required.
- A minimum two years relevant professional experience required.
- Experience leading/coordinating data collection in West Bank and/or Gaza required.
- Demonstrated experience conducting data cleaning, analysis, and reporting using quantitative data required.
- Experience implementing quantitative surveys and/or qualitative interview guides required.
- Demonstrated strong analytical skills with the ability to collect, organize, analyze, and disseminate large amounts of information with attention to detail and accuracy required.
- Demonstrated proficiency and direct experience using Microsoft Excel.
- Experience using R preferred.
- Oral and written proficiency in English and Arabic required.
