Médecins Sans Frontieres (MSF – Doctors Without Borders) is an international humanitarian aid organization that provides assistance in more than 60 countries to populations in distress, to victims of natural or manmade disasters and to victims of armed conflicts, without discrimination and irrespective of religion, creed or political affiliation. To develop this work from Gaza, we are recruiting a:

MSF Belgium is currently seeking to hire  MEDICAL COORDINATOR SUPPORT to join the Medical team in our Gaza project.


OBJECTIVE OF THE POSITION

Supporting the Medical Coordinator through delegated tasks and responsibilities including administrative tasks related to the coordination of work, ensuring good relationships with local and national authorities and ensuring adequate program management in the projects, according to MSF protocols, (para)medical standards, rules of hygiene and the standard precautions in order to ensure the delivery of quality medical care for patients and their communities as well as to improve the health conditions of the targeted population


JOB PROFILE

  1. Monitoring, supervising and evaluating the implementation of medical activities in the project, visiting projects according to preset schedule and participating in defining the human resources needs, materials and techniques. Assisting in the implementation of MSF protocols, (para) medical standards, the rules of hygiene and universal precautions in service. 
  2. Assisting in the collection of information on national health policy (meetings, reports, articles, etc.), collecting and participating in the analysis of epidemiological data (meetings, reports, articles, etc.) from the projects 
  3. Ensuring medical follow up of patients (treatment, improvement) in collaboration with the medical referent of the health structure and overseeing all medical expenses associated with the patient, in collaboration with the supervisors. Organize the administrative and medical information (reports, ongoing treatments), the discharge of patients and return to their homes
  4. Supporting and supervising the project teams and participating in the management of the medical team in the capital (recruitment, training, monitoring their work, vacation planning, assessments, etc.). Participating in briefings and debriefings of the (para) medical team members and promoting communication and  active participation in the development of the project
  5. Applying the employee health policy and participating in the evaluation of hospital structures that can serve as reference structures for national and international staff. Participating in the medical monitoring of MSF personnel and overseeing all medical expenses associated with various consultations and hospitalizations in collaboration with the line manager
  6. Participating in the management of the central pharmacy, advising and guiding the logistics team in the mission of drug stock management. Organizing the start-up, inventory and management of operational medical library according to the classification plan
  7. Participating in the data collection and management from the projects as well as preparation of monthly, quarterly and annual reports and organizing · data archiving and medical reports in the project
  8. Performing other duties at the request of Medco (exceptional strengthening of a field team, involvement in evaluations, etc.)

MSF Section/Context Specific Accountabilities


1. Supervision of Medical Activities:


  • Works closely with the MedCo to ensure that the medical activities and services in AAH (Al Awda Hospital) are well organized and coherent following the objectives of the project logistical framework (LogFrame).
  • In lieu of the Medical Activity Manager (MAM), ensures medical activities, follow up and treatment of patients are taking place in good quality, communicate with MedCo in case of decrease in quality of care, neglect of patients, etc.
  • Fill the gap of MedCo if needed.

2. Liaising with MOH and other stakeholders:

  • Attends together or represents the MedCo in MoH meetings, Gaza TWG (Trauma Working Group), WHO Health Cluster and other health actors/ NGO’s meetings related to health issues in Gaza Strip.
  • Provide translation and analysis of the situation as needed.
  • Establish links with MoH key personnel and staff as per MedCo requests, acts as a facilator between MSF and counterparts and ensures feedback to MSF team. 

3. National Staff Health:

  1. Responsible for validation of all sick leaves given to national staff
  2. Implements the joint MSF-UHWC National Staff Health Policy and informs/ updates to MSF seconded staff accordingly.
  3. Organize Hepatitis B and Tetanus vaccination schedule for the MSF and seconded staff of the project according to the need and availability of vaccines and supplies. 
  4. Arranges the reimbursements of medical expenses of MSF national staffs and assigned staffs in collaboration with the HR/ Fin Manager if necessary. 
  5. Responsible for the full implementation of PEP (post Exposure Prophylaxis) in an incident of accidental exposure thru needle prick injury and exposure to blood..
  6. Follow strict confidentiality of the staff medical files and medical information

4. Clinical Work:

  1. To provide clinical supervison and training to the hospital staffs (doctors, nurses, etc.) on specific topics in collaboration with MSF medical staffs (Expats and NS)
  2. In the absence of MAM and ATB Stewardship Expat, he/ she supports the departments. 
  3. Participate in the implementation and moniroting of the medical staff adherence to MSF protocols, SOPs and guidelines.

5. Data Collection, Analysis and Reporting:

  1. Provides assistance in the collection of medical data, ensuring the coherence and reliability of the data and provide a written analyis together with the Data Team as required by the MedCo.
  2. Establish a feedback mechanism/ process of data inconsistency to respective departments’ supervisors and staff
  3. Provides a feedabck to the MoH regarding the referred patients in collablaration with the MAM.
  4. Assist the MedCo in the preparation of weekly, monthly, quarterly or annual medical reports. 
  5. Draft minutes of the stakeholders’ meetings, reports, letters if necessary.
  6. Follow Gaza surveillance system of MoH and WHO in the monitoring of health situations/ epidemiological trends together with the MedCo

6. Other:

  1. Participate in team meeatings
  2. Provide assistance ans supervision as neededin the transversal activities in the hospital (pharmacy, laboratory, IPC, HP, etc.).

Education  

- Medical Doctor Degree (plus inscription to the national register in Gaza). 

Experience

- 2-year experience minimum as a Medical Doctor or in clinical work (can be within medical training). 

- With at least 2 years MSF experience or experience with other international organizations in similar position

- Fluent English & Arabic required.
