Capacity: Full Time Contract
Duration: 1 year with the potential for extension depending on available funding
Location: Gaza City.

Scope of Work/Deliverables:
The Compliance Officer will provide support to effectively conduct the tasks and requirements of International Medical Corps field-based compliance department in the country of operation.
Field Compliance is independent of all country program management and the Compliance Officer is expected to maintain a professional and ethical demeanor beyond reproach and to always protect confidentiality.
- Update and follow and update, if necessary, the agreed upon the compliance work plan
- Cascade International Medical Corps Code of Conduct to various key stakeholders through trainings and/or other means. In collaboration with other departments facilitate training on fraud awareness and major donor compliance rules and regulation as necessary.
- Assist management to effectively identify, document and mitigate compliance risks associated with program and operations activities.
- Assist in investigations upon request and approval of the Regional Compliance Coordinator.
- Develop an Issue Log for management agreed upon action plan that includes compliance recommendations to track their timely implementation. Exemplify the role model behavior when it comes to ethics and organizational values.
- In collaboration with the country program management team, assist in conducting periodic reviews of applicable local laws (i.e labor law, taxes, registration, etc.) to ensure compliance.
- Periodic review of International Medical Corps warehouses to ensure compliance with stock, storage, receiving and exiting procedures.
- Sample review of procurement transactions to ensure compliance with organizational policies and procedures and donor regulations.
- Sample review of payroll transactions to ensure compliance with organizational policies and procedures.
- Review of budget vs. actual for projects.
- Sample review of recruitments, onboarding, separations, performance appraisals and local handbook manuals to ensure their compliance with organizational policies and procedures, local laws and donor regulations as applicable.
- Communicate periodically with management in order to verify progress made with regards to the compliance recommendations.
- Assist in investigations upon request and approval of the Regional Compliance Coordinator.
- Any other task as required by the Regional Compliance Coordinator and the Global Director of Field Compliance.
- Update the existing trackers in the e-binder.
- Participate in the virtual regional compliance meetings in the absence of the compliance manager.
Qualifications and Skills:
- 2-3 years of experience, preferably in a similar position.
- Strong time management and follow up skills.
- Audit, Risk and/or Compliance experience is a plus.
- Good know-how with Excel, Word and Power Point.
- Familiarity with the different types of instruments (Grants, Contracts, sub-awards, etc.)
- Familiarity various business controls (HR, Finance, Procurement, Logs, I.T, Program)
- Familiarity with various donor rules and regulations is a plus.
- Education: University degree, preferably in Business Administration and/or Audit.
- Language Skills: Local language and English with solid communication and writing skills.
