Org. Setting and Reporting
This position is located in the United Nations Mine Action Service (UNMAS) based in Gaza. The Chief of Mine Action Programme (CMAP), leads the UNMAS Palestine programme and reports to the Director of UNMAS Headquarters.
Etablished in 1997, UNMAS works to eliminate the threat posed by mines, explosive remnants of war and improvised explosive devices by coordinating United Nations mine action, leading operational responses at the country level, and supporting the development of standards, policies and norms. As a specialized service of the United Nations located within the Department of Peace Operations, UNMAS operates under UN legislative mandates of both the General Assembly and the Security Council. UNMAS also responds to specific requests for support from the UN Secretary-General or designated official.

Responsibilities
Within delegated authority, the Programme Officer will be responsible for the following duties:
- • Develops, implements, designs and evaluates the Mine Action programme strategy, resource mobilization strategy, Work Plan, and budget; monitors, evaluates and analyzes Mine Action programme/project development and implementation in alignment with strategic direction; reviews relevant documents and reports; identifies problems and issues to be addressed and initiates corrective actions; liaises with relevant parties; ensures follow-up actions. Researches, analyzes and presents information gathered from diverse sources.
- • Coordinates policy development, including the review and analysis of issues and trends, preparation of evaluations or other research activities and studies,
- • Generates survey initiatives; designs data collection tools; reviews, analyzes and interprets data on the evolution of the Mine Action programme , monitors the Mine Action programme’s performance, including the implementing partner’s performance, in accordance with agreed performance indicators, identifies problems/issues and prepares conclusions.
- • Organizes and prepares written outputs, e.g. Mine Action programme strategy, draft background papers, analysis, sections of reports and studies, inputs to publications, etc.
- • Provides substantive backstopping to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying participants, preparation of documents and presentations, etc.
- • Initiates and coordinates outreach activities; leads the engagement with national authorities involved in Mine Action; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities.
- • Leads and/or participates in large, complex field missions, including provision of guidance to external consultants, government officials and other parties and drafting mission summaries, etc.
- • Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and prepares related documents/reports (pledging, work programme, programme budget, etc.).

Conceptual analytical and evaluative skills to conduct independent research and analysis, including familiarity with and experience in the use of various research sources, including electronic sources on the internet, intranet and other databases. Education
- Advanced university degree (Master’s degree or equivalent) in business administration, management, international relations, public administration or a related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Work Experience
- A minimum of seven years of progressively responsible experience in project or programme management, administration or related area is required.
- A minimum of four years experience in programme management in the area of mine action, security sector reform, stabilization or humanitarian in a conflict or post-conflict setting, of which at least two years is at a team leader level, is required.
- A minimum of two years of direct experience in engaging with senior government officials in a complex humanitarian or conflict setting is required.
- A minimum of two years of experience in a mine action field programme is desirable.
- Experience in resource mobilization and fundraising is desirable.
Languages
- English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English (both oral and written) is required. Knowledge of Arabic is desirable. Knowledge of another United Nations official languages is an advantage.
