UNWRA JPO - Associate External Relations and Project Support Officer

This post supports UNRWA’s provision for and response to humanitarian emergencies in Gaza by collecting and managing information and research, preparing proposals, liaising with relevant UNRWA programmes and departments, initiating projects and assisting in the definition of programmatic orientation and monitoring and evaluating activities and preparing project reports.
Training component: Learning elements and expectations
- Upon completion of the assignment the JPO will have/ will be able to:
- The Induction Training will include information on UNRWA's mandate and operations in general whereas the briefings in the UNRWA Gaza Field Office (GFO) will concentrate on the various programmes and types of assistance provided by GFO.
- After six months the JPO will have extensive knowledge of how to gather and analyze information on GFO programmes and services and the approaches taken to preparing and presenting complex donor proposals, reports and other documentation.
- After twelve months the JPO will be involved in preparing presentations to donors' representatives and in writing proposals for donor support in respect of UNRWA core programmes and new initiatives in Gaza.
- By the end of the assignment the JPO will be familiar with UNRWA's approach to maintaining effective donor relations, preparing proposals and reports and contributing to the monitoring and evaluation and audit of the projects supported by donors.
- The JPO training programme includes the following learning elements:
- Learning about UNRWA Mandate and Humanitarian response
- How to gather and analyze information and large data and produce report
- Writing and presenting complex donor proposals
- Networking, donor relations and fund raising skills
- The JPO position includes a Duty travel and training allowance (DTTA) of $4000 per year which may be used for learning activities related to the assignment and career development.
- Content and methodology of supervision
The JPO will work closely with the Field Programme Support Officer and Projects Team Leader on day-to-day tasks. The Field Programme Support Officer and Projects Team Leader will be in daily contact with the JPO.
Duties and Responsibilities
- Formulate high-quality and responsive project proposals, concept papers, and project reports in coordination with the Gaza Field Front Office and respective field departments;
- Ensure that Project Cycle Management (PCM) principles are incorporated into the formulation and implementation of all projects
- Assist in building the capacity of field department staff to develop proposals and prepare reports. To this end, assists with the writing, editing, formatting, and proof reading of proposal and report documents.
- Monitor the implementation of projects in coordination with field departments and verifies adherence to the donor requirements
- Contributes to the integration of cross-cutting themes (gender, protection, social inclusion, capacity development, social cohesion and conflict resolution ) within programme planning and implementation by informing stakeholders about future plans and needs and monitoring and reporting on the progress of implementation;
- Competencies
- Experience developing and writing clear concise and structured proposals, reports and/or advocacy documents.
- Excellent technical skills in writing, editing, formatting.
- Proven flexibility to handle changing priorities and managing multiple projects and deadlines efficiently and without compromising quality.
- Ability to collaborate with diverse, multi-cultural teams to achieve significant goals.
- Excellent command of written and spoken English.
- Required Skills and Experience
Education:
- Master degree or equivalent in international relations, communication, journalism, literature, language, humanities or related field.
Working experience:
- Minimum 2 to maximum 4 years of progressively relevant experience in law, corporate compliance, organizational ethics, staff misconduct and investigation, employee relations or other related area;
- All paid work experience since obtaining Bachelor’s degree will be considered, provided it is relevant to the position.
- Full-time consulting experience and formal volunteer work through the United Nations Volunteer Programme may be counted at a rate of 100% of the time service, provided it is relevant to the position.
Languages:
- English is the working language of UNRWA. Excellent command of written and spoken English is required.
- Knowledge of a second UN Official language will be an asset.
