1- Monitoring and Evaluation Officer - MA’AN


  • Position Title: Monitoring and Evaluation Officer
  • Location: Gaza Strip
  • Report to: Gaza Branch Director
  • Duration:  One Year with the possibility of extension

MA’AN Development Center is an independent Palestinian non-profit organization, established in Jerusalem in January 1989. Relying on a human rights-based approach, community partnerships, and active participation, MA’AN work to enhance the resilience, empowerment, and realization of the rights of those most in need, the poor and marginalized groups and individuals, as well as unleash their latent capacities to enhance their active participation in sustainable development and their abilities to respond to and recover from crises.

MA'AN is currently seeking to recruit a competent and qualified full-time Monitoring & Evaluation Officer based in the Gaza Strip. The role of the M&E Officer is to lead the design and implementation of the Monitoring, Evaluation, Accountability, and Learning Framework for MA'AN programs in the Gaza Strip.

Main Tasks and Responsibilities:

  1. Provide leadership, training, and mentoring to MA’AN’s M&E team in Gaza to develop M&E Plans, M&E tools, survey design, methodology, and data analysis to assess program effectiveness and impact.
  2. Develop the overall framework for projects M&E operations
  3. Develop and support the implementation of baseline and endline assessments.
  4. Supervise the data collection processes to measure achievement against the performance indicators.
  5. Manage MA’AN complaints and feedback system and ensure effective communication with the targeted population.
  6. Maintain and administer the M&E database; analyze and aggregate findings.
  7. Oversee MA’AN’s management information system and ensure the quality of data.
  8. Support the preparation of high-quality, accurate, and timely reports for donors and project partners as required.
  9. Identify lessons learned and develop case studies to capture qualitative outputs of MA’AN’s programs.

Essential Experiences and Competencies: 

  1. Bachelor degree in development, management, business administration, or related field.
  2. Minimum four years of proven experience in the planning and implementation of M&E systems.
  3. Strong knowledge of the logical framework approach and M&E methods.
  4. Knowledge of the outcome mapping methodology is considered as a strong asset.
  5. Excellent reporting skills in both English & Arabic.
  6. Experience in Qualitative and Quantitative Research methods.
  7. Strong Computer skills (MS-Office including MS-Project).
  8. Highly organized and reliable attention to details
  9. Excellent communication skills and inter-personal skills,
  10. The ability to establish and maintain effective working relationships with colleagues, partners and donors.
  11. Ability to work under pressure, meet deadlines, prioritize workload and multi-task.
  12. Fluency in both English & Arabic languages including both written and verbal communication skills.

2- Receptionist /Secretary - MA’AN

MA'AN is currently seeking to recruit a competent and qualified full-time Receptionist/ secretary based in the Gaza Strip as the flowing

  • Position: Receptionist /Secretary
  • Location: Gaza Strip
  • Duration: 1 year (renewable)
  • Starting Date: As Soon As Possible
  • Report to: HR Manager

Main Tasks and Responsibilities:

  1. Miscellaneous reception duties such as greeting visitors to the office and logging requests for information 
  2. Keeps a safe and clean reception area by complying with procedures, rules, and regulations.
  3. Answering incoming telephone calls and providing information to callers, taking messages, or transferring calls to appropriate individuals.
  4. Receive the mail (letters or faxes) and dispatch it appropriately, and keep a tracking system of all incoming and outgoing official letters by email, or by hand-delivered to local partners, as well as tracking and recording incoming and outgoing letters.
  5. Assisting with a variety of administrative tasks including copying, scanning, taking notes, ..ect
  6. Provide clerical and administrative support to the HR unit.
  7. Assists the HR unit in coordination with various official entities.
  8. Enter data into the HR database and personal files and keep them up-to-date in order to facilitate HR processes management. 
  9. Maintain records of working days, holidays, vacations and sick leaves for staff, update the Request for Leave balances on a monthly basis, and review employees’ monthly timesheets.
  10. Performs basic filing and recordkeeping.
  11. Support the HR unit in following up with employees i.e., annual employees’ questionnaires, online HR system queries, and annual performance reviews in cooperation with head of programs/projects.
  12. Compile and update employee records (hard and soft copies).
  13. Builds and maintains effective relationships with all projects teams, heads of departments, colleagues, Members, and external partners

متطلبات الوظيفة

Diploma (2 years) in Secretarial Management / Business Administration /Information technology
or a related area.
At least 4 years of professional experience within a well-established NGO
Experience working within the NGO sector
Highly organized, reliable attention to details and ability to work independently when needed.
Excellent communication skills and inter-personal skills
Ability to work under pressure, meet deadlines, prioritize workload, and multi-task.
Very Good command of English, Arabic both written and orally.
Very Good command of computer skills (MS & google suite).
Punctual with strong attendance history
Integrity and strong identification with MAAN Core Values
