Summary:

The objective of this position is to assist and support in managing the Base with regard to human resources management under the direct supervision of Gaza Field Manager.

ORGANIZATION CHART

Direct supervision of Gaza Base Field Manager with a functional link to Base Admin and Finance Officer.

GEOGRAPHICAL SCOPE OF INTERVENTION:

The position will be based in Gaza City, with possible visits to West bank.

FUNCTIONS

  • National Human Resources management:
  1. Circulating MdM job advertisements through local job advertisement web-sites, professional groups, educational institutions after validation;
  2. Prepare of shortlist of potential candidates based on the criteria provided;
  3. Participate in the interviews as an HR representative;
  4. Ensure new staff benefit from briefing (security, program, team presentation) and ensure administrative briefing (MdM conditions of employment, job description, MdM rules, PSEAH orientation, medical insurance, etc.)
  5. Ensure that all steps concerning recruitment are in compliance with MdM Recruitment Policy;
  6. Organize keeping the national staff files and database updated on a monthly basis;
  7. In close collaboration with administrative team; to ensure archiving and monitoring of individual files and deliver all documents relative to the professional life;
  8. Following up national staff HR’s administrative issues like preparing contracts, salary slips;
  9. Make sure the employees’ files are up to date and in line with MdM guidelines and legislation together with the admin officer in Gaza;
  10. Follow-up of leaves, update the attendance tracker, prepares a monthly report on holidays / compensation and share the leaves follow up table with the team and line manager;
  11. Print salary slip to be signed by the employee and properly archived on a monthly basis;
  12. Assist in implementing and keeping up to date Conditions of Employment, Internal Regulations, salary scales and procedures;
  13. Draft HR procedures in line with MDM principles and Palestinian legislation;
  14. Follow up on legal requirements regarding employment (social security, income tax if any, work permits, residency, employment contracts etc.);
  15. Assist in the conduction of Annual Individual performance evaluations;
  16. Manage and Follow-up on the internal capacity building opportunities (trainings, seminars, conferences etc.);
  17. Assist the employees when necessary to fulfil their HR administration duties;
  18. Perform any other additional duties on request of the Supervisor;
  19. Assist with Fraud reporting and disciplinary process;
  • Other tasks:
  1. On request of the field manager; to participate in coordination meetings, trainings if it does not main duties;
  2. To translate verbally and by written when necessary if it does not harm main duties;
  3. Perform other additional activities that do not contradict this Job description and deadlines for reports on request of the line manager;

REQUIREMENTS

Academic / Professional background:
  • Bachelor’s Degree in Business Management, Human Resources or related fields. 
EXPERIENCE:
  1. Minimum 3 years of progressively experience in administrative field related position.
  2. Experience working with INGOs is highly desirable.
Language requirements:
Fluent speaking and writing English, native Arabic.

Computer literacy: 
Microsoft Office Package (Word, Excel, Power Point, Outlook).

FUNCTIONS

  • Procurement
  1. Assist the Base Log. in planning and executing tenders and purchase orders.
  2. Disseminate tenders or quotes to suppliers & Collect tenders from vendors and follow up on submission deadlines.
  3. Assist the PLO and Technical team in preparing procurement plans all MdM activities and ensure timely approval and execution of such plans. 
  4. Execute and coordinate day-to-day procurement activities for acquisition of goods, services, and works, encompassing but not limited to verifying technical specifications or terms of reference, preparing letters of invitation/requests for quotations, overseeing evaluation processes, drafting evaluation reports, contracts, and minutes of contract negotiations, and ensuring all procurements are carried out in accordance with procurement regulations and the conditions of the grant and implementation agreements. 
  5. Assist in bid advertising, correspondence, bid receipt, and bid opening for all procurement processes, strictly in accordance with best procurement practices, and MdM and/or donor’s policies and procedures. 
  6. Update and maintain accurate supplier and agreements database.
  7. Provide contract administration services, including arranging for proper inspection, ensuring compliance with terms and conditions of contracts, assisting with contract amendments, and support on transferring the selection of awarded entities during completion of works and delivery of goods.
  8. Monitor and report on procurement implementation status and progress of ongoing contracts execution.
  9. Maintain proper procurement and contract performance management files for management oversight and audit trail.
  10. Any other tasks as requested by the line manager and the technical functional link.
  •  Assets:
  1. Assist in updating the MdM-Spain base in Gaza asset database.
  2. Register new procured items in Gaza base on the asset database.
  3. Conduct annual inventory count for the base assets & random checks for assets as well.
  4. Update MdM-Spain Gaza base asset database regularly. 
  • Equipment, means of communication and fleet of vehicles:
  1. Supervise allocation and use of equipment.
  2. Ensure installation, maintenance and repairs of the equipment.
  3. Update the equipment list of the Gaza office base.
  4. Supervise the management of the fleet of vehicles: maintenance, daily planning, price fluctuations, administration (insurance, documents); with the support from Gaza driver.
  •  Reports:
  1. Elaborate and analyse the monthly logistics reports including stock reports, cost of vehicles and activity report; purchase tracker, contract fallow up, equipment list.
  2. Send the monthly report to the field manager.
  3. Liaise with Gaza Base Log, & Field Manager in Gaza, General Coordinator and Admin/Finance Officer

Summary:

ORGANIZATION CHART

The Meal Officer will work under the direct supervisom of the Field Manager in Gaza / the Consortium coordinator.

GEOGRAPHICAL SCOPE OF INTERVENTION:

The position will be based in Gaza City, with possible visits to West bank.

FUNCTIONS

  • IMPLEMENTATION AND MANAGEMENT OF A MEAL SYSTEM AND TOOLS FOR BMZ PROJECT CONSORTIUM
  1. - Assessment of the strengths, weaknesses, opportunities and threats of the existing MEAL Plan and tools.
  2. - Designing a new MEAL Plan for BMZ project from the initial plan drafted, in close collaboration with the MDM Spain MEAL Focal point and following the partners capacities and the resources provided on the project framework, as well as the country context and the donor monitoring and evaluation standards.
  3. - Act as the responsible for the implementation of the common tools, databases, and methods for the quantitative and qualitative monitoring of project activities in the BMZ project framework between the consortium partners.
  4. - To follow up on the MEAL system and adapt it if necessary to changes in activities, context, donor monitoring and evaluation standards etc., ensuring a secure case management and care systems for the beneficiaries.
  5. - To act as the MEAL coordinator to the consortium partners MEAL Focal points for BMZ project MEAL issues, under the MDM Spain MEAL Focal point and in close collaboration with the Project consortium manager.
  6. - To support to the project field teams and implementing partners in the management of case management tools and project reporting tools.
  7. - Monitoring, processing, and supporting the analysis of project data and public health data, in coordination with the MEAL focal points of the consortium partners and the implementing partners.
  8. - Supervision of technical reporting, in particular drafting of technical project reports and analysis of indicators (weekly monitoring of the Monitool, drafting of internal reports, progress, and final reports according to donor requests).
  9. - General supervision of budget expenditure according with the initial timeframe and in close collaboration with the Project Consortium Coordinator.
  10. - To conduct open communications with the donor BMZ project monitoring and evaluation team if necessary.
  11. - Capitalization of lessons learned regarding the different methods, tools, initiatives, surveys and results and objectives achievement of the project.
  12. - Supervision of project surveys, especially regarding the data collection, analysis, and presentation.
  13. - Support for the development of programme visibility tools to capitalize on lessons learned.
  • CAPACITY BUILDING FOR CONSORTIUM AND PARTNER STAFF ON MONITORING AND MONITORING-EVALUATION
  1. - Capacity assessment of the consortium staff and its local, institutional, and civil society partners.
  2. - Development of a capacity building plan on MEAL.
  3. - Organization of group training and individual work sessions to enable the appropriation of methods, tools, and theoretical frameworks on MEAL.
  4. - Supervision of the field teams with the MEAL focal points of each chapter, to accompany the collection, processing, and analysis of quantitative and qualitative data.
  5. - Support to the Project Consortium Manager in the appropriation of the donor reporting templates for the different projects and in the use of internal activity monitoring tools (Monitool).
  • OTHERS
  • - Adaptation of the Activity Info software for the monitoring and evaluation of the various projects brought to Palestine, in collaboration with the MdM MEAL Manager (HQ).
  • - Active participation in the "Meal Community of Practice" under the responsibility of the MdM MEAL Manager (HQ) and alongside the MEAL managers of the various MdM delegations (delegations).
  • This job description can be modified with prior notice and agreement between the two parties on demand of the direct supervisor other tasks might be added to the present list.   3. - Experience working with MHPSS and gender-based violence would be an asset.

Summary:
Médicos del Mundo-Spain (MdM-S), is an international humanitarian organization, working to make effective the Universal Right to Health. MdM is a non-profitable, non-governmental, non-political and non-confessional organization operating under the principles of humanity, neutrality, impartiality and independence.
MdM-S has been working in the oPt since 2006. Its work has been oriented to Mental Health and Psychosocial support (MHPSS), and Primary Healthcare. In the Gaza Strip, MdM-S strategy aims the improvement of mental health and wellbeing of children and adolescents. This intervention is focused on the strengthening of governmental children and adolescent’s mental health services, and community organizations working with children and adolescents through a capacity building approach. This includes training activities and materials and equipment’s provision.
The objective of this position is to: supervise the overall field team in the Gaza Strip and ensure close collaboration between logistic, medical, mental health and administrative departments and good team spirit. Ensure smooth implementation of the projects in the Gaza Strip, according to project proposal including budget monitoring of activities, coordination with other NGOs and government bodies. Responsible for the security of the team.
 

GEOGRAPHICAL SCOPE OF INTERVENTION:

The successful candidate will be based in Gaza city, with possible travels within the West Bank and Jerusalem.
 

ORGANIZATION CHART 

The Field Manager reports directly to the Country Coordinator.
 

FUNCTIONS:

Strategic Alignment
  1. Ensuring our actions are consistent with Medicos del Mundo Spain’s policies, mission, ethical principles and values.
  2. Guaranteeing the proper implementation and management of the project related to technical approaches of the organization.
  3. Integrating and assuring Medicos del Mundo initiatives and Humanitarian Action strategies are consistent and suggest inputs for advocacy.
  4. Identify future alliances and partnerships.
  5. Implement MdM Palestine Strategic plan in Palestine at the base level.
 
Representation:
  • Carry out representation with other NGOs, UN agencies, local government bodies, donors and other relevant parties with the agreement of the Country Coordinator
  • Participate on a regular basis to all relevant meetings and be collaborative and build a strong relationship with all partners working in the area. Report to Country Coordinator
  • When relevant and with the Country Coordinator approval, represent MdM to donors, authorities, NGOs and other parties as necessary.
  • Represent MdM in advocacy actions upon request of the Country Coordinator.
 
Base Management
  • Ensure adequate information flow within the different teams
  • Oversee and coordinate the general functioning of the bases and all departments / services
  • Create/maintain a “team spirit” within the different departments and amongst the staff
  • Ensure good collaboration, mutualization, coordination and analysis with other projects if needed
  • Provide good working conditions for all team members
  • Train/Mentor the direct team members in their duty
  • Contribute to the definition / revision of MDM strategy in Ukraine, draw up scenarios and proposals, and support the budget creation/revision for future/new activities in collaboration with the coordination team and relevant departments.
 
Project management
  • Ensuring the achievement of projects aims and outcomes
  • Planning and implementing the projects in coordination with local actors.
  • Supervising and evaluating the activities continuity and establishing the required reorientation to meet the needs if necessary
  • Identifying and designing new proposals.
  • Ensuring all activities are documented, sources of verification for all activities are kept, organized and well managed, and prepare and send monitoring reports and justification reports to donors.
 
Logistics/Finance/Administration:
  • Ensure familiarity with donors compliance issues, ensuring all projects are acquiescent with these and MdM procedures
  • Ensure regular communications are maintained between the different departments and act as a mediator when necessary.
  • Responsible for accurate budget control and financial forecasts and needs at the project site in line with project proposal, report any concern and develop plans to mitigate under or over expenditures.
  • Ensure team security and safety and compliance with security regulations for the staff under her/his own responsibility
  • Assess continuously the humanitarian and security situation in the field and timely inform the Country coordinator.
  • Manage coordination of permits as indicated by the Country Coordinator and ensure regular update of access SOPs.
 
Managing Human Resources
  • Defining TOR of the project’s national personnel, specifying their functions, and ensuring clarity in the distribution of tasks and coordination amongst team members.
  • Where relevant, contribute to recruitment and selection of staff
  • Responsible for the disciplinary and grievance procedures of the national team under his/her line management
  • Maintain good inter-team communications, engender good team dynamics, and take suitable action when problems occur
  • Support team members professionally and monitor and support stress management, including regular documented team meetings for planning and reporting purposes
  • Ensure all new team members are adequately briefed on arrival in the field, and departing team members are debriefed
  • Responsible for capacity building and training of national personnel in collaboration with technical coordinators.
Security
  • Make sure the team security and safety is ensured in accordance with MDM security plan & rules
  • Ensure security surveillance in a highly changeable and volatile environment in collaboration with the coordination team and timely report to the Country Coordinator.
  • Proactively monitor the political, military and security situation in the project areas and update the Country Coordinator accordingly.
  • Ensure that appropriate security guidelines are developed, communicated, adhered to, and regularly reviewed, in collaboration with Log, Admin and Country Coordinator accordingly.
  • Ensure timely and accurate security / incident reports are sent to the Country Coordinator.

REQUIRED QUALIFICATIONS:

  1.  - Academic: University degree or diploma.
  2. - Masters in International Cooperation / Public Health / Humanitarian Aid is desirable.
  3. - Other: Project management and Human Resources
 
Requirements:

Experience:
  1. Experience of minimum 3 years with an international NGO working in emergency contexts, managing projects, preferably within the health
  2. Previous experience of project planning and budget holding; proposal and report
  3. Knowledge and understanding of project management tools (Logical Framework analysis, project cycle management, objectives and indicators, )
  4. Strong leadership skills and a supportive management style (experience managing staff)
  5. Experience of security management at the field site level is an asset.
