Médecins du Monde (MDM) France is an International Medical Organization, which has been present in the Palestinian Territories since 1995. It operates in the Gaza Strip and the West Bank through offices located in Jerusalem, Gaza and Nablus.
 
MDM is currently looking for qualified candidates to fill the position of:
 
PSYCHOLOGIST, Gaza Base (1 Position)
 
  • Starting date:   01st December 2022
  • Type:                    Full Time Contract

Purpose:            
To Support MdM France mental Health Department in the Processes of Integrating Mental Health in Health Care activities.
 

MAIN RESPONSIBILITIES

1. Technical/ operational organization
  • Implement and follow-up MHPSS projects activities of MdM France under supervision of MH Manager.
  • Participate in capacity building activities for MdM France`s governmental and non-governmental partners.
  • Implement technical supervision and follow-up activities for medical and non-medical MHPSS Teams.
  • Participate in the process of designing emergency response methodologies, field activities, preparedness and response plans.
  • Participate in the process of creating, capacitating, supervising and monitoring MHPSS teams and focal points under supervision and delegation by direct supervisor.
  • Participate in the planning and scheduling of project activities if requested by the direct supervisor.
  • Assess training needs of MdM France partners and assist in organizing and providing MHPSS trainings accordingly in coordination with MH Manager.
  • Provide MHPSS technical supervision and follow-up for trained medical and non-medical, Specialized and non-Specialized teams.
  • Provide structured technical support related to GBV case`s MHPSS needs
  • Provide structured technical information on case management for MHPSS cases.
  • Provide structured information on referral pathways and networking for MHPSS and GBV Cases
2. Field, follow up and monitoring:
  • Create Data Collection and follow-up Tools for field use by MdM France Partner`s MHPSS Teams.
  • Create Assessment forms and other technical files and forms according to the needs of MHPSS service providers
  • Ensure that trainees complete satisfactorily their training course, through an assessment of trainees’ attendance, their performance and satisfaction.
  • Participate in data collection on MHPSS, GBV and any other relevant data needed by MdM France MHPSS Department inside partner NGO`s, shelters, CMHC`s, PHCCs and Hospitals.
  • Participate in the data collection needed for assessments and final reports
  • Collaborate and participate in any field survey, data collection, and/or need assessment organized by MDM-F in relation to health, Mental Health, GBV or any other relevant theme.
  • Keep and improve the current data collection system for MHPSS & GBV activities according to the needs of reporting.
  • Analyze collected data on monthly, quarterly or Annual bases or/and as needed by MdM France Mental Health Department.
3. Reporting:
  • Provide program operational reports based on the request of the MH manager.
  • Provide a monthly report of activities not later than the 7th of the following month.
  • Contribute to the MHPSS data analysis in collaboration with the Mental Health Team.
  • Immediately report emergency MHPSS needs at community level.

Requirements

  1. A degree in Psychology (Bachelor Major in Psychology and/ or master’s in psychology / Community Mental Health)
  2. At least 3 years of a mixed experience in Specialized and non-specialized MHPSS Services.
  3. Experience in training and supervising MHPSS specialized and non-specialized MHPSS Staff.
  4. Considerable Knowledge of mhGap Guidelines, DSM 5 and other relevant MH resources (mhGAP certification is an asset).
  5. Considerable experience in providing MHPSS Trainings (including training for medical teams on the integration of MH in medical facilities)
  6. Proven experience in Child Protection and GBV SOP`s and other locally adapted Mental Health Protocols for the management of MHPSS needs in GBV Survivors.
  7. Previous work experience with international organizations is an asset.
  8. Strong communication and facilitation skills
  9. To be able to work independently.
  10. Excellent Arabic- English writing skills and Computer skills (Excel, Word, PowerPoint)

2- Mental Health Doctor - Médecins du Monde


MAIN RESPONSIBILITIES


1. Technical/ operational organization
  • Support the process of Promoting Mental Health integration on different health care levels, including mhGAP Action program.
  • Support the process of quality MHPSS integration in Primary Health Care through the implementation of mhGAP Guidelines and other relevant protocols and SOPs.
  • Create client pathway for MHPSS needs in Health-care facilities
  • Support the process of integrating specific MH Conditions in patient records.
  • Support the process of defining role and responsibilities of the medical staff for the detection, management and referral of MH cases.
  • Support the process of creating the link between hospital, PHCC and the CMHC and Psychiatric Hospital for referral of MH Cases.
  • Support the implementation of Mental Health National Referral System.
  • Support the creation and implementation of data collection tools for MH Activities including detected MNS conditions.
  • Support the Mental Health Manager in organizing relevant meetings in the hospital, PHC, MH Directorate/unit and other partners if needed to ensure proper follow-up of detected and referred cases.
  • Support MdM France MH Department in the creation of MHPSS training materials.
  • Provide mhGAP based technical supervision for medical staff at targeted healthcare facilities.
  • Assist in scheduling and organizing specific workshops and trainings in MdM France office, MdM France Partners, PHCC, hospital or other relevant places.
  • Makes sure that any materials or tools are validated by MdM France, MH Directorate/unit and the Hospital, through direct supervisor prior to implementation.
  • Support MdM MH manager and the coordination team in operational advocacy related to MH integration on Health services. Support the process of promoting quality Mental Health integration in different health care levels, especially in the Primary Health Care setting.
2. Reporting, follow up and monitoring:
  • Provide program operational reports based on the request of the Mental Health Manager.
  • Provide monthly report of activities not later than the 5th of the following month.
  • Contribute to the data analysis in collaboration with the Mental Health Manager.
  • Immediately report any situations of MdM France attention related to the above tasks.

  3. Experience in providing mental health trainings for medical staff at general healthcare facilities. (experience in conducting mhGAP Training is highly desirable)
  4. At least 2 years of specialized experience.
  5. Experience in working with NGOs and/or INGOs.
  6. mhGAP based technical supervision experience.
  7. Data collection and reporting skills.
  8. Good communication skills.
  9. Good command of English and Arabic languages (both written and spoken).
  10. Computer skills (word, excel, PowerPoint, statistics software…).
  11. Valid Certificate of practicing the profession.
  12. Mental health diploma will be an asset

Summary:

Médicos del Mundo-Spain (MdM-S), is an international humanitarian organization, working to make effective the Universal Right to Health. MdM is a non-profitable, non-governmental, non-political and non-confessional organization operating under the principles of humanity, neutrality, impartiality and independence.

MdM-S has been working in the oPt since 2006. Its work has been oriented to Mental Health and Psychosocial support (MHPSS), and Primary Healthcare. In the Gaza Strip, MdM-S strategy aims the improvement of mental health and wellbeing of children and adolescents. This intervention is focused on the strengthening of governmental children and adolescent’s mental health services, and community organizations working with children and adolescents through a capacity building approach. This includes training activities and materials and equipment’s provision.

The objective of this position is to: define and implement the Protection Mainstreaming line of work under the BMZ project, and of the Gaza base.

  • - To maintain a strong coordination with MoH, MdM Chapters and Clusters focal points, always in cooperation and communication with MHPSS Coordinator.
  • - To design and deliver trainings regarding Protection Mainstreaming and PSEA for MdM staff and provide follow up and supervision after the trainings.
  • - To support in the identification and development of new project proposals.

GEOGRAPHICAL SCOPE OF INTERVENTION

The position will be based in Gaza City, with possible visits to West bank.

ORGANIZATION CHART

The Protection Officer will report to the Field Manager in Gaza. Technical components will be under guidance and supervision of the Country MHPSS Coordinator and the HQ Quality and Innovation Unit. He/ She will be responsible for the implementation of the Protection mainstreaming at all levels of MdM activities.

FUNCTIONS

Planning and programming role 

  1. - Actively contribute to the analysis and definition of the MdM Spain protection component within the country strategy together with the technical team in the field and the different HQ advisors.
  2. - Depending on the needs assessed, develop updates on existing ministries and partners’ protocols, support in the development of guidelines or tools in protection according to Minimum Standard Package bases on international standards, and facilitate trainings and in service support.
  3. - To support in the identification and development of new project proposals in coordination with the MHPSS Co.
  4. - Conduct and analyze needs assessments related to protection demands (GBV, child protection, vulnerable groups).
  5. - Ensure proper application of international standards, protocols and procedures, including data collection and analysis.
  6. - Follow and fulfill all reporting requirements.
  7. - Promptly report any deviation or risk detected related to protection mainstreaming.
  8. - Propose improvements in protocols, procedures and tools for the implementation, follow up and monitoring of activities and facts-based advocacy activities.
  9. - Work in line with the MHPSS framework, under the technical supervision and validation of MHPSS Co for mainstreaming of protection within MHPSS strategy, programmatic activities and interventions.

Training

  1. - Identify, design and planning training sessions on Protection and protection mainstreaming, Gender Based Violence, Child Protection, Inclusion and PSEA to improve the skills of MdM staff.
  2. -Support capacity building of partners and co-workers in his/her area of expertise. Develop training materials when needed.   
  3. - Include the MHPSS component- work in coordination with the MHPSS team.

Communication and coordination role

  1. -Establish and maintain periodic relationship with the representatives of the MoH and the Protection-GBV sub-cluster and the field technical referents of MdM chapters, and local partner organizations.
  2. -To act as a liaison between the MoH and MdM in relation to this area of work.
  3. - Initiate and maintain contacts with other medical organizations to stimulate cooperation.
  4. - Attend meetings with national health authorities and relevant stakeholders when it will be required, always in coordination with MHPSS Co.

REQUIRED QUALIFICATIONS:

Academic / Professional background: 

  1. - Bachelor and Master degree in Social Sciences, Law, Psychology, International Relationships or equivalent.
  2. - Strong knowledge on Protection mainstreaming, protection legal framework current GBV and Child Protection principles and practices in (post) conflict areas
  3. - Training on pedagogic methodologies or communication skills are assets

Working experience:

  1. - A minimum of 3 years of progressive proven professional experience in the protection field is required.
  2. - Previous working experience with local NGOs or INGO in similar position, preferably in MHPSS projects and/or community intervention.
  3. - Experience in developing and conducting needs/vulnerability assessments and previous participation in beneficiary selection processes, and case management.
  4. - Experience in GBV/Child Protection programs.
  5. -Experience in MHPSS programs is an asset.
  6. - Experience in collaborating with staff from MoH, MoEHE, MoSD and civil society organizations. 
  7. - Previous experience in community engagement and participatory approaches.
  8. - Knowledge of mental health and public health issues.
  9. - Excellent Communication skills.
  10. - Previous experience providing trainings or facilitating staff capacity building activities and supervision.

Specific Skills:

  1. - Ability to cope with difficult security context.
  2. - Ability to communicate sensitively and assertively with MdM target groups.
  3. - Ability to draft standard and clear written communication, such as letters and reports.

AVAILABILITY & DURATION

  • Incorporation date: Subject to funding.
  • Type of contract: Full time contract.
  • Duration of the contract: 12 months including 3 months' probation period, with a possibility of extension based on performance and fund availability.

Compensation package

Medicos del Mundo’s Salary charts will apply.


The compensation package total is from 65,364 ILS to 74,829 ILS gross / year divided in 12 payments and based on experience. In addition, MdM Spain covers a transportation allowance for the staff.
