Finance Coordinator - WeWorld "Ramallah"
- Country & Base of posting: Ramallah/Jerusalem. Occupied Palestinian territory.
- Reports to: Country Finance Manager.
- Accountable to: Country Finance Manager.
Work in cooperation with: Local Admins., Proc-Log, PMs, Country Rep, Programme Manager, Operations Manager.
WeWorld-GVC (WW-GVC) is an independent Italian organization emerged from the union between GVC NGO (constituted in Bologna in 1971) and WeWorld (founded in Milan in 1999), with the aim of increasing the impact of Development Cooperation and Humanitarian Aid projects in 29 countries, including Italy.
Tasks and Responsibilities:
General Administration
- Supervise the expenses related running cost of country office and decentralized offices in accordance with the internal control rules and procedures;
- Ensure compliance of administrative documents;
- Control of Country Office cash management;
- Supervise decentralized offices cash management;
- Ensure & supervise filing of all administrative documents system;
- Ensure correct reporting from partners, the compliance of their reports and documents submitted with donor rules and WW-GVC rules;
- Ensure implementation of operational and financial procedures for Country and decentralized offices;
- Maintain close relations with the banks.
Budget and Planning
- Contribute to improve internal budget processes by monitoring the accuracy and timeliness of budget setting processes to identify areas for improvement;
- Support in monitoring expenses of core budget and report to the Country Finance Manager about any modification;
- Report monthly on the status of the budget implementation compared to forecast to the Country Finance Manager;
- Monitor the expenses allocations in the core budget vs. SQUARE financial system, and doing monthly analysis for the budget usage and availability.
- Audit Process
- Prepare yearly financial audit on general accounting for local authorities;
- Follow up the audit process, audit visits and reviewing audit reports (both for WW-GVC annual audit and Project audit conducted by Donors.)
- Provide support to HQ when requested any help during project’s audits conducted in HQ.
- Financial Reporting
- Prepare annual financial reports;
- Prepare financial reports to donors;
- Update monthly PMs with financial reports and financial status for projects.
- Accounting
- Ensure regular day-to-day operations in the full spectrum of accounting services for country and decentralized offices;
- Prepare accounts reconciliation, monthly bank reconciliation, preparation of management reports, consolidation, forecasting, year-end closing of accounts and year closure reconciliations.
- Human Resource Management
- Prepare and revise where necessary staff payrolls, tax calculations and allowances.
- Ensure compliance regarding payroll, tax, end of service, financial employee benefit.
- Monitor the HR documentation system monthly and yearly (timesheets, vacations) to be compliant with the operational system and with the Palestinian labor law
Job Requirements:
- At least 5 years of relevant administrative and program support experience.
- University degree in Accounting;
- Analytical and strategical thinking skills;
- Experience in managing staff;
- Excellent team spirit, high ethical standards and coordination skills;
- Proficiency in English and Arabic is required;
- Previous experience in NGOs highly preferrable;
- Excellent demonstrated ability to be flexible and work under tight deadlines in an independent working environment;
- Highly organized and able to manage several tasks in parallel;
- Initiative spirit mandatory and high level of communication.
