Information Management Technical Officer - NRC "Jerusalem"

The Information Management (IM) Technical Officer position is to support ICLA West Bank learning, project and programme management with data collection, quality control, reporting, developing and maintaining of the ICLA Information Management System (IMS).

Responsibilities

Generic responsibilities

  1. Adherence to NRC policies, guidelines and standards
  2. Adherence to NRC’s compliance with global data protection requirements
  3. Ensuring compliance with ICLA strategy, tools, handbooks, guidelines and standards
  4. Ensuring compliance with ICLA specific technical responsibility for the quality control and monitoring of project activities
  5. Providing specific technical support and capacity building towards project staff in implementing and maintaining ICLA database and related procedures
  6. Providing specific technical analysis and feedback to ICLA Programme Development Manager/Specialist, Project Manager and Project Coordinator
  7. Assessing, promoting and documenting ideas for technical improvement and further program development options
  8. Ensuring that projects target beneficiaries most in need, and explore and asses new and better ways to assist

Specific responsibilities

  1. Support and contribute to the development and maintenance of ICLA data management system, including through design, documentation, implementation, and harmonisation of standardizes information flow of ICLA monitoring, evaluation, accountability and learning activities and reporting.
  2. Lead ICLA monitoring, evaluation, accountability and learning processes, including the spot checks and any other control measures.
  3. Support programme with needs assessments, monitoring, evaluation and reporting.
  4. Support the development of data collection, data entry and reporting methodology and tools, including by introducing digital processes/automation.
  5. Support the data collection and management, and development of clear information flow between program and NRC Monitoring and Evaluation staff.
  6. Prepare progress reports, including project reports, log frames, ITT and GORS and disseminate it to the relevant programme management.
  7. Carry out capacity building and training of programme staff on ICLA database and NRC Monitoring and Evaluation technical and conceptual areas, as needed.
  8. Supervise project database officer.
  9. Support the Programme with developing new initiatives.
  10. Undertake any other reasonable task assigned by ICLA PM.

Generic professional competencies:

  1. 3+ years of experience from working within technical expertise / legal aid area in a humanitarian/ recovery context, preferably including M&E capacity and systems development
  2. Previous experience from working in complex and volatile contexts
  3. Documented results related to the position’s responsibilities
  4. Fluency in English and Arabic, both written and verbal.

Context/ Specific skills, knowledge and experience:

  1. High education in information technology and/or social science or another related field
  2. Experience with and knowledge of principles and current approaches to monitoring, evaluation, accountability and learning in relief and development programs, using both quantitative and qualitative methods
  3. Experience with various data entries, systematization, and analyses
  4. Excellent computer skills and knowledge of software programs
  5. Demonstrated ability to transfer knowledge to diverse audiences through training, mentoring and other formal and non-formal methods.
