BACKGROUND:


Catholic Relief Services is the international humanitarian relief and development agency of the Catholic community in the United States and has been present in the Jerusalem, West Bank, and Gaza since 1961. The CRS JWBG country program currently supports programs in the sectors of humanitarian relief, social justice promotion, livelihoods, and civil society strengthening. CRS’ offices are in Jerusalem, Bethlehem, Ramallah, and Gaza.

CRS JWBG is currently implementing a multi-year, BMZ-funded project, entitled “Strengthening Resilience Amongst Vulnerable Bedouin and other Herding Communities” in the West Bank. The project is focused on improving livestock-based livelihoods and improved natural resource security. The project targets Bedouin and other herding communities in Area C of the West Bank, prioritizing Hebron and Bethlehem governorates.

Key project activities include:

  • Behavioral change activities on livestock feed and shelter.
  • Improved quality and production of dairy producers, targeting female producers.
  • Cistern rehabilitation for vulnerable households.
  • Pilot innovations for fodder, to support land protection and supplement livestock fodder.

Purpose:

As a member of the Strengthening Herders’ Resilience project team, the consultant will monitor and report on project activities in support of Catholic Relief Services’ (CRS) work serving the poor and vulnerable. Your thorough and service-oriented approach to monitoring, evaluation, accountability, and learning (MEAL) will ensure that the project consistently applies best practices in MEAL and constantly work towards improving the impact of the project for the people we serve.

Scope of Work:

  1. Carry out MEAL-related activities at the field level, collecting data regularly as per the detailed activity plan, and that adherence to MEAL-related systems for quality project implementation are strengthened.
  2. Under the guidance of the MEAL Project Officer, coordinate communication and facilitate MEAL-related information sharing among the project team and project participants at the community level.
  3. Liaise with various community stakeholders and mobilize them to ensure full involvement of community leaders, community representatives, and local government representatives in the overall implementation and improvement of project MEAL activities.
  4. Support the development of MEAL tools, translation, and assurance of quality data collection.
  5. Coordinate, monitor, and report on project data (quantitative and qualitative) collection activities.
  6. Collect, compile, and archive data collected at the community level as per project requirements and contribute to the analysis and preparation of MEAL reports.
  7. Supports the use of Information, Communication and Technology for Development (ICT4D) to support MEAL activities.
  8. Contribute to program learning by posing thoughtful questions, reflecting upon, and sharing with project management the information gathered from community members and partners.

Deliverables:

  1. Work with BMZ Technical team and MEAL PO to coordinate for the weekly plan including field visits and community-level activities.
  2. Submit a weekly report that includes progress, challenges, lessons learned and recommendations.
  3. Monthly engagement with relevant stakeholders to address information need e.g., including delivery of share-back results of different data collection to address information needs by project’s stakeholders e.g., Ministry of Agriculture, community councils and beneficiaries.
  4. Support weekly management of Feedback, Compliant and Response Mechanism (FCRM) and close cases in accordance with CRS MEAL Polices & Procedures.
  5. With the program staff, contribute to and draft the project’s final report with relevant and accurate data showing the project’s progress towards key indicators, lessons learned, and overall project outcomes.

Period of Performance:

  • A maximum of 20 working days per month (i.e., between 4 to 5 days per week on average) are needed for the above deliverables during this consultancy period (December 01, 2022, to August 31, 2023).  CRS working hours are 8:00 am – 16:00 each day, from Monday to Friday, weekends will be Saturday and Sunday.
  • The consultant will keep track of days worked and will submit a detailed invoice of work completed.  Subject to the approval of each invoice by the MEAL Project Officer and Program Manager, the consultant will be paid monthly.

The consultancy is subject to modification on an as needed basis.

Price and Terms of Payments:


For the satisfactory provision of Services, CRS shall compensate the consultant as per the proposed daily rates and the final agreement.

This consultancy will require travel to the field to deliver the above tasks and deliverables. CRS will provide the consultant with a mobile number and laptop for the coordination and facilitation of work. The compensation amount shall include all related costs of the consultancy. No additional compensation will be provided for transportation, internet, or other office expenses.

Tentative Dates: *

  • Selection decision: November 28, 2022.
  • Contract Signing December 1, 2022.

Education and Experience:
  • Bachelor’s degree in relevant field
  • 1-3 years of work and experience in a relevant field.
  • Experience in collecting and analyzing quantitative and qualitative data.
  • Experience in database management.
  • Confident user of MS Windows and MS Office packages (Excel, Word, PowerPoint), knowledge and use of other database, data analysis and/or data visualization tools preferred.
  • Personal Skills:
  • Observation, active listening, and analysis skills with ability to make sound judgment.
  • Good interpersonal skills and the ability to interact effectively with diverse groups.
  • Good relationships management skills with ability to work collaboratively as part of a team.
  • Proactive, results-oriented, and service-oriented.
  • Required/Desired Foreign Language: Fluent Arabic and English language skills are required.
  • Travel Required; The position is based in Bethlehem, with approximately 75% travel to project sites across Hebron and Bethlehem Governorates. Other travel within the West Bank may also be required.

  • Submit a financial proposal. Prices should be in New Israeli Shekels and must be valid up till 90 days after the submission date. The financial proposal must identify the daily rate and the total cost and should respect the scope of work described and maximum limit mentioned in this TOR.
  • If the consultant fails to provide deduction at source certificate, CRS will deduct 10% of each payment on behalf of the consultant for the income tax authority
