Summary:

Médicos del Mundo-Spain (MdM-S), is an international humanitarian organization, working to make effective the Universal Right to Health. MdM is a non-profitable, non-governmental, non-political and non-confessional organization operating under the principles of humanity, neutrality, impartiality and independence.

MdM-S has been working in the oPt since 2006. Its work has been oriented to Mental Health and Psychosocial support (MHPSS), and Primary Healthcare. In the Gaza Strip, MdM-S strategy aims the improvement of mental health and wellbeing of children and adolescents. This intervention is focused on the strengthening of governmental children and adolescent’s mental health services, and community organizations working with children and adolescents through a capacity building approach. This includes training activities and materials and equipment’s provision.

The objective of this position is to: define and implement the Protection Mainstreaming line of work under the BMZ project, and of the Gaza base.

  • - To maintain a strong coordination with MoH, MdM Chapters and Clusters focal points, always in cooperation and communication with MHPSS Coordinator.
  • - To design and deliver trainings regarding Protection Mainstreaming and PSEA for MdM staff and provide follow up and supervision after the trainings.
  • - To support in the identification and development of new project proposals.

GEOGRAPHICAL SCOPE OF INTERVENTION

The position will be based in Gaza City, with possible visits to West bank.

ORGANIZATION CHART

The Protection Officer will report to the Field Manager in Gaza. Technical components will be under guidance and supervision of the Country MHPSS Coordinator and the HQ Quality and Innovation Unit. He/ She will be responsible for the implementation of the Protection mainstreaming at all levels of MdM activities.

FUNCTIONS

Planning and programming role 

  1. - Actively contribute to the analysis and definition of the MdM Spain protection component within the country strategy together with the technical team in the field and the different HQ advisors.
  2. - Depending on the needs assessed, develop updates on existing ministries and partners’ protocols, support in the development of guidelines or tools in protection according to Minimum Standard Package bases on international standards, and facilitate trainings and in service support.
  3. - To support in the identification and development of new project proposals in coordination with the MHPSS Co.
  4. - Conduct and analyze needs assessments related to protection demands (GBV, child protection, vulnerable groups).
  5. - Ensure proper application of international standards, protocols and procedures, including data collection and analysis.
  6. - Follow and fulfill all reporting requirements.
  7. - Promptly report any deviation or risk detected related to protection mainstreaming.
  8. - Propose improvements in protocols, procedures and tools for the implementation, follow up and monitoring of activities and facts-based advocacy activities.
  9. - Work in line with the MHPSS framework, under the technical supervision and validation of MHPSS Co for mainstreaming of protection within MHPSS strategy, programmatic activities and interventions.

Training

  1. - Identify, design and planning training sessions on Protection and protection mainstreaming, Gender Based Violence, Child Protection, Inclusion and PSEA to improve the skills of MdM staff.
  2. -Support capacity building of partners and co-workers in his/her area of expertise. Develop training materials when needed.   
  3. - Include the MHPSS component- work in coordination with the MHPSS team.

Communication and coordination role

  1. -Establish and maintain periodic relationship with the representatives of the MoH and the Protection-GBV sub-cluster and the field technical referents of MdM chapters, and local partner organizations.
  2. -To act as a liaison between the MoH and MdM in relation to this area of work.
  3. - Initiate and maintain contacts with other medical organizations to stimulate cooperation.
  4. - Attend meetings with national health authorities and relevant stakeholders when it will be required, always in coordination with MHPSS Co.

REQUIRED QUALIFICATIONS:

Academic / Professional background: 

  1. - Bachelor and Master degree in Social Sciences, Law, Psychology, International Relationships or equivalent.
  2. - Strong knowledge on Protection mainstreaming, protection legal framework current GBV and Child Protection principles and practices in (post) conflict areas
  3. - Training on pedagogic methodologies or communication skills are assets

Working experience:

  1. - A minimum of 3 years of progressive proven professional experience in the protection field is required.
  2. - Previous working experience with local NGOs or INGO in similar position, preferably in MHPSS projects and/or community intervention.
  3. - Experience in developing and conducting needs/vulnerability assessments and previous participation in beneficiary selection processes, and case management.
  4. - Experience in GBV/Child Protection programs.
  5. -Experience in MHPSS programs is an asset.
  6. - Experience in collaborating with staff from MoH, MoEHE, MoSD and civil society organizations. 
  7. - Previous experience in community engagement and participatory approaches.
  8. - Knowledge of mental health and public health issues.
  9. - Excellent Communication skills.
  10. - Previous experience providing trainings or facilitating staff capacity building activities and supervision.

  3. - Ability to draft standard and clear written communication, such as letters and reports.
  4. - Excellence in organizing, planning and prioritizing tasks.

  7. - Ability to identify strengths/weaknesses, proposing solutions for the improvement of the services provided.
  8. - Ability to provide trainings. Familiarity with creative methodologies will be considered.
  9. - Culturally sensitive, respectful attitude and collaborative approach to diversity
  10. - Proven sense of professional discretion, integrity, and ability to work in an international environment.
  11. - Resilient, empathetic and with affective responsibility.

Other REQUIREMENTS:

Language requirements:

Fluent speaking and writing English, native Arabic.

Computer requirements: Competency in Microsoft Office Environment.

AVAILABILITY & DURATION

  • Incorporation date: Subject to funding.
  • Type of contract: Full time contract.
  • Duration of the contract: 12 months including 3 months' probation period, with a possibility of extension based on performance and fund availability.

Compensation package

Medicos del Mundo’s Salary charts will apply.


The compensation package total is from 65,364 ILS to 74,829 ILS gross / year divided in 12 payments and based on experience. In addition, MdM Spain covers a transportation allowance for the staff.
