Under article 4.2, paragraph (e) of the Staff Regulations, the filling of vacancies in technical cooperation projects does not fall under Annex I of the Staff Regulations and is made by direct selection by the Director-General.

Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

Conditions of employment for external candidates: In conformity with existing ILO practice, the appointment of an external candidate will normally be made at the first step of this grade. The entry level salary for this position is 116,899 (ILS) yearly.

Introduction :

Since the establishment of the ILO office in Jerusalem in 1995, the ILO continues to support the Palestinian Ministry of Labour and social partners – the Palestinian General Federation of Trade Unions and the Federation of Palestinian Chambers of Commerce, Industry and Agriculture – in advancing decent work principles in tripartite social dialogue platforms, and the articulation of responsive and inclusive labour-related policy reforms in an environment that promotes economic and social development leading to decent work in conditions of freedom, equity, security, and human dignity.
The project “Promotion of an Enabling Environment for Sustainable Enterprises and decent jobs for women and youth in the Agricultural Sector” aims to contribute to more sustainable and decent jobs in the agricultural sector through inclusive markets, systems innovation, and value chain development (VCD) in the food and agriculture sector. The project will promote linkages between innovation, productivity, and environmental sustainability, built on the advancement of “Corridor for Peace and Prosperity” Initiative, the flagship project of the Government of Japan since 2006.
As a team member, the official will be responsible for supporting the planning and implementation of the project activities. The official will perform at a fully operational level and in an efficient, effective and client-oriented manner.
The official will work under the supervision of the Representative of the ILO office in Jerusalem and direct technical supervision of the Programme Analyst. Supervision received is focused on the timeliness of process execution and the quality of outputs. The official will work with a moderate degree of independence. Work will be reviewed for correctness in the application of rules, regulations, policies, procedures and guidelines. The official will be based in Ramallah and will perform the following tasks:

Description of Duties :

  1. Provide support for of meetings, seminars and workshops concerning the project. Prepare all necessary Purchase Orders and contracts in IRIS before the start date of the activity, follow up during the activity and ensure processing of relevant payments and closing of Purchase Orders and contract after completion of the activity.
  2.  Prepares necessary documents for all procurement and tendering activities required for the project in line with the ILO Rules and Regulations and present to the ILO Office in Jerusalem for processing.
  3. Assists in the follow-up of the daily activities and ensure the smooth implementation with the ability to resolve any administrative problem arising within the implementation process and ensure reporting to the responsible officer.
  4.  Assists in preparing all necessary Project documentation, workplans, budgets and budget revisions, financial and technical reports.
  5.  Track contracts issued under the project, alert the National project coordinator on expiring contracts, process cost/no-cost extensions, etc…
  6.  Coordinates communications and meetings of the project staff and visiting missions.
  7.  Draft non-substantive correspondence on project activities.
  8. Keeps accurate logs of all financial transaction against the assigned budget lines while ensuring accuracy and proper documentations and to monitor closely in accordance with the project budget allocations.
  9.  Assist in Preparing monthly progress and financial reports based on inputs received from the National Project Coordinator and delivery of activities to be reviewed by the responsible officials in ILO Jerusalem and RO-Beirut.
  10.  Coordinates with and reports directly to the National Project Coordinator and the ILO Representative Office and concerned specialists on all technical, financial and administrative issues for the project.
  11. Develops a complete filling system for the project and keep all technical, financial, personnel and administrative documentation in the proper files.

Required qualifications :

Education
Completion of secondary school education.

Experience
Minimum of four years of office support work experience, including in programme and budget support work and project administration.

Languages
Excellent knowledge of English and Arabic.

  • Knowledge of general office procedures and ability to use standard office equipment.
  • Good knowledge of PC software (including word processor and spreadsheet and presentation software) such as Microsoft Office.

    Candidates assessed by the Panel and considered to be eligible for appointment but who are not selected for this vacant post may be offered an assignment to another position at the same or lower grade provided that they meet the minimum qualifications required.
