The Forsah TVET Activity supports technical and vocational education and training (TVET) institutions to better prepare Palestinian graduates for the labor market and to productively engage in local and regional economies. The TVET Performance Improvement Officer supports the management of a program(s) in the field; supports the development of project work products, to include but not limited to, program timelines, budgets, reports, and other products/documents as Identified. In conjunction with TVET Performance Improvement Manager, implement a strategy to ensure TVET institutions are more responsive to the labor market needs, and that they incorporate relevant skills and competencies into their training program. Serves as primarily liaison for two or more assigned TVET institutions and works collaboratively to support and monitor their engagement. Works collaboratively with unit colleagues and consortium partners.

Your Daily Tasks :

  1. Contribute to design and development of evidenced-based interventions targeted at:
  2. Strengthening TVET institutions to deliver quality programs using innovative training/teaching methodologies.
  3. Improving the capacity of TVET institutions to adapt their training programs or develop new ones in response to the needs of the private sector.
  4. Contribute to JobsNow! grant application and selection process and provides tailored monitoring and support for technical implementation of JobsNow! grants to assigned TVET institution portfolio.
  5. Contribute to development of co-designed market-driven training programs at selected TVET institutions.
  6. Technical monitoring of curricula review and development and inclusion of key components.
  7. Development of Work Based Learning (WBL)/apprenticeship programs aligned with new/upgraded training programs.
  8. Contribute to development and distribution of Curriculum Co-Design Guide to support TVETs in enhanced capacity to independently engage private sector and youth actors to adapt and independently replicate a co-design process.
  9. Apply Positive Youth Development (PYD) approaches and Do No (More) Harm approaches and address Gender and Disability Inclusion considerations and Environmental considerations in their work. 
  10. Address the needs for TVET institutions to adapt to climate change impacts.
  11. Contribute to ensuring the program adaptively responds to changes in the operating environment to meet the desired objectives.
  12. Build and maintain goal-oriented relationship with assigned TVET institutions. 
  13. Build and maintain collaborative working relationships with colleagues, consortium partners, and network of program stakeholders.
  14. Cultivate durable partnerships, facilitate locally led designs, use evidence-based decision-making, and ensure sustainability of approaches in their work.
  15. Monitor institutional greening activities, training, and study tour participation of assigned TVETs.
  16. Contribute to unit data collection, analysis, reporting to USAID and on-going Collaboration, Learning, and Adaptation (CLA) approaches in their work and in coordination with Monitoring, Evaluation & Learning (MEL) colleagues. 
  17. Contribute to timely and accurate reporting and other deliverables to USAID.
  18. Work closely with TVETs to develop Sustainability Roadmaps including workplans, milestones, and indicators.
  19. Contribute to Technical and Vocational Capacity Assessment Tool (TVCAT) Assessment adaptation, activities, and reporting.
  20. Contribute to proper budget management and financial spending for program components.
  21. All Forsah TVET staff will meet high standards of financial management and compliance, including contributing to accurate and timely vetting under Mission Order 21 (MO21).
  22. Work closely with TVETs to assess cost-economy and complete financial modelling to inform sustainable cost structures and market-based strategies.
  23. Support the establishment, cultivation, and maintaining of relationships with the ecosystem of program stakeholders, including public sector entities, civil society organizations, community-based organizations, and local governments, donors and implementers, program beneficiaries, and others.
  24. Ensure activities are gender sensitive/transformative, align with positive youth development, and emphasize participatory and youth-led approaches.
  25. Employ creativity to adapt to learning and challenges throughout implementation.
  26. Build a collaborative team approach between and with colleagues, partners, TVET institutions, and other stakeholders to ensure effective programming under unit team.
  27. Contribute to programmatic cross-cutting themes are applied and incorporated in all plans, activities, and reporting, including PYD, Gender Equality and Social Inclusion (GESI), and Green approaches.
  28. Monitor implementation challenges, develop creative solutions, and keep others informed.
  29. Monitor assigned activities for security challenges; work with colleagues and partners to address or adapt to security challenges.
  30. Ensure activities support sustainable approaches to improve capacity of individuals and institutions to drive stable, long-term improvements.
  31. Other support duties as needed.

Your Background & Skills :

  1. Bachelor’s degree in Education, Economics, International Development, social sciences, or a related field.
  2. Minimum of 3+ years of progressive experience in technical and vocational education strengthening, workforce development, youth development, and/or private sector engagement in Palestine or the MENA region.
  3. Understanding of the economic, educational, and youth contexts in Palestine.
  4. Familiarity with best practices in youth programming.
  5. Demonstrated success in working with educational institutions; this could include:
  6. Establishing or strengthening ties with the private sector.
  7. Developing training or curriculum for TVET instructors.
  8. Demonstrated ability to cultivate relationships and collaborate with a variety of stakeholders including youth, government ministries and officials, NGOs, donors, the private sector, and community-based institutions.
  9. Excellent interpersonal and communication skills including conflict resolution abilities.
  10. Strong representational and organizational skills.
  11. Commitment to inclusive programming that encourages full participation of individual regardless of gender, disability status, ethnicity, religion, sexual orientation, gender identity or other marginalized status.
  12. Must be fluent in English and Arabic.
  13. You must have unrestricted authorization to work in Palestine.
