Accountant - DAI " Ramallah "

Project Background: 

DAI anticipates an award under the USAID West Bank/Gaza Technical and Vocational Education and Training (TVET) Activity or Forsah TVET with IREX. The activity is intended to build the capacities of TVET institutions in order to meet labor market demands and provide Palestinians with meaningful, well-paying employment and income generating opportunities. TVET Forsah will support the development of new technical trainings and improve the quality and relevancy of existing technical programs, with a particular focus on improving youth access. These programs will help Palestinians become more employable and find employment opportunities, or start their own business, in increasingly in-demand technical sectors. The activity will focus on three main areas: IR 1: TVET institutions’ capacity to respond to the needs of the private sector enhanced; IR 2: Partnerships between the TVET institutions and the private sector firms in specific sectors created; and IR 3: Enrollment in TVET programs increased.

Purpose:

The Accountant will support all financial transactions related to the Forsah TVET Project. They will participate in ensuring that the outlined financial policies and procedures are implemented and followed in the assigned area. The Accountant is responsible for providing complete and accurate field reports to the Home Office for all field office financial activities. They will provide support in other finance areas as necessary and maintain a positive working relationship with Home Office staff.

Key Duties and Responsibilities:

General

  1. Understand the chart of accounts and ensure that field costs are coded correctly
  2. Prepare and track all accounting transactions and payments
  3. Classify, maintain, and record the accounting transactions into the accounting system
  4. Review payment requests and bills and ensure proper supporting documents
  5. Follow up with suppliers to collect required documents
  6. Follow up with banks, the Ministry of Finance and other statutory organizations as needed
  7. Provide accounting and payroll support to program staff
  8. Maintain payroll records and assist with bank reconciliations, financial reporting, or other related financial duties
  9. Prepare VAT reports for submission to USAID; work on VAT exemptions where necessary
  10. Scan all the payments and vouchers and upload them on the BOX
  11. File and maintain all finance office documents
Cash Management

  1. Prepare cash transactions and wire transfer payments
  2. Record financial transactions in the Field Accounting System
  3. Ensure the security of all project funds
  4. Ensure that project vendors are paid in a timely manner
  5. While processing daily transactions the Accountant should:
  6. Complete Advance Receipt in the Receipt Book with all necessary information
  7. Ensure proper approval signatures are obtained and that both parties: Payer and Receiver verify the cash amount of the transaction
  8. Enter all transactions into the accounting system; identify the proper account codes for each transaction; check entries for accuracy
  9. Review petty cash payments and reconcile payments on a weekly basis
Travel
  1. Approve travel advance amounts based on travel advance policy
  2. Calculate travel advances and distribute as necessary
  3. Within three days of return of a traveler from a business trip, audit travel vouchers according to travel voucher policy

Qualifications:

  1. Degree in a relevant technical discipline or field
  2. At least three (3) years of experience in accounting and finance
  3. Credentialed accountant, experienced in financial compliance management on programs with significant grantmaking or subcontracting components
  4. Prior experience in payroll, petty cash, bank reconciliations and/or financial reporting
  5. Knowledge of local laws and regulations
  6. Knowledge of USAID regulations and policies for contractors preferred
  7. Professional proficiency in English; fluency in Arabic
