Consortium Manager - NRC

Job Purpose

The Consortium Manager leads the Gaza Protection Consortium (GPC) and is responsible for developing and managing joint grants, facilitating strategic planning, coordinating and chairing the Consortium Management Unit (CMU) and Steering Committee (SC) and representing the Consortium with key stakeholders. The Consortium has been established by the Norwegian Refugee Council (NRC), Mercy Corps, Humanity and Inclusion and Médecins du Monde France to deliver integrated cash, protection and health support to the conflict affected population in Gaza.
 

Generic responsibilities

  1. Facilitate integrated strategy and planning of activities across Consortium partners.
  2. Lead development of high-quality proposals and reports.
  3. Coordinate the implementation of activities across Consortium partners.
  4. Ensure functioning and development of Consortium Governance structures.
  5. Represent the Consortium with external stakeholders, including donors.
  6. Provide specific technical support and capacity building across Consortium Partners.

Specific responsibilities

  1. Develop Consortium strategy, based on comparative advantage and positioning, in line with key needs in the Gaza Strip, ensuring complementarity with other humanitarian and development partners.
  2. Lead the development and writing of high-quality joint proposals across Consortium partners.
  3. Oversee high-quality, timely and well-coordinated implementation of projects, including leading on report writing and ensuring contractual donor compliance.
  4. Lead internal meetings and oversee strong functioning of Consortium governance structures, including chairing the Consortium Management Unit (CMU) and Steering Committee (SC) and executing ad-hoc meetings based on needs.
  5. Represent the Consortium with the donor community, particularly ECHO, as well as in public fora, including Cash Working Group (CWG) and Inter-Cluster Coordination Group (ICCG). Prepare presentations and coordinate the agenda of all donor or partner meetings and visits.
  6. Identify trends, technical standards and donor priorities to help develop and pursue funding strategy to increase scope of program portfolio and diversify donor funding base.
  7. Build relationships with key stakeholders, including UNRWA, WFP, OCHA and NGO partners.
  8. Commission research into and write up of strategically important programmatic analysis advancing the Consortium’s footprint.
  9. With support from the advocacy unit, prepare products for external dissemination. Take an active role in preparing GPC’s quarterly situation report.
  10. Liaise with local authorities, including Ministry of Social Development (MoSD), to safeguard complementarity of social safety net assistance with the Consortium’s assistance. Liaise with other actors to avoid duplication of assistance.
  11. Undertake budget management to ensure financial accountability and accurate financial reporting by Consortium partners and to donors.
  12. Safeguard risk mitigation and further develop Consortium’s risk mitigation strategy.
  13. Remain well-informed about all protection, Multipurpose Cash Assistance (MPCA), emergency response and health developments in country and in the region.
  14. Develop and promote ideas for technical improvement within the Consortium and among Consortium partners and foster a culture of learning.
  15. Manage and build the capacity of the Consortium Partnership Technical Officer.

Professional Competencies and Qualifications Required


These are skills, knowledge and experience that are important for effective performance.

  1. Degree in International Relations, or Social Sciences. A master’s degree is an added advantage.
  2. Minimum 3 years of experience in a senior level project implementation or coordination role in a humanitarian/recovery context, managerial experience with a focus on Consortium strategy and complex multisector humanitarian programmes.
  3. Experience from working in complex and volatile political contexts, preferably Palestine. Knowledge of the context in Gaza and West Bank desirable.
  4. Experience of working with ECHO, FCDO, GAC, CDCS and other key donors
  5. Experience with new programming start-up and expansion, specifically on protection and cash.
  6. Very good facilitation, communication, negotiation, and presentation skills.
  7. Excellent organisation, time management, and prioritisation skills.
  8. Experience in analysing the situation and designing projects accordingly and combining program work with advocacy to achieve policy change.
  9. Experience of donor proposal and report writing and working within Consortium structures.
  10. Documented results related to the position’s responsibilities with knowledge about own leadership skills/profile.
  11. Fluency in English, both written and verbal. Knowledge of Arabic is desirable.
