MEAL Coordinator (Monitoring, Evaluation, Accountability and Learning) –Part Time.

Background
Near East Council of churches Committee for Refugees Work (NECCCRW)-the Gaza Area Committee is part of the Department of Service to the Palestine Refugees (DSPR). The DSPR is a department of the Middle East Council of Churches. NECCCRW Gaza is an integral part of the Palestinian Society and culture and operates with support from the churches, ecumenical and secular organizations. NECCCRW Gaza Committee was founded in 1952 launching a humanitarian program to assist Palestinians who took refuge in the Gaza Strip following the establishment of Israel in 1948. NECCCRW has focused then on the provision of humanitarian aid and contributing to an overall improvement in living conditions and to poverty alleviation.
Its work has rested on respecting the humanity and dignity of those whom it helps and on adherence to clear transparency and accountability standards. NECC supports the Palestinian people through six key areas: Health (Maternal and Child Primary Health Care), Technical Vocational Education and training (Empowering Youth Economic Status), Educational Loans for university students, Psychosocial Support for children, mothers, and students to cope with the negative impact of Gaza Violence, Emergency Relief projects including cash Relief and Job Creation initiatives, Advocacy policies and activities shared with the community, and community Development program.
Tasks and responsibilities:
- Develop and/or update M&E tools, databases and monthly reporting formats in close collaboration with the MEAL focal points/project managers;
- Support the staff in data collection process using the organization system;
- Ensure quality data collection for participants’ verification and monitoring activities;
- Participate in regular MEAL Working Groups with other partner organizations;
- Conduct data cleaning and analysis to ensure high quality data, compile a report with relevant indicator data per grant, showing targets versus actuals and an action plan and send this to the project Coordinator, on a monthly basis;
- Ensure the project beneficiaries/stakeholders are aware with the project feedback and complaint mechanisms;
- Had an experience in accountability and complain system mechanism.
- Participate in training of AAP and Accountability to affected Population.
- Monitor overall project implementation and provide feedback to the project staff;
- Ensure relevant, timely, and quality support on monitoring and evaluation activities;
- Provide documentation and dissemination of key findings stemming from monitoring, evaluation, and other learning activities;
- Track and ensure organized, comprehensive electronic filing of documented findings/analyses;
- Perform any other tasks required by the Project Manager.
Qualifications:
- University degree required in Engineering, statistics, economics, sociology, or related field or another related field;
- At least two years’ experience in project management and working in M&E with experience of developing M&E plans, training staff, capacity building, quantitative and qualitative data collection, analysis and reporting and/or other aspects of M&E in both emergency and development contexts and humanitarian and development programs;
- MS Office applications, Word, Excel, Power Point, Spread sheets and other Statistical software.
- Thorough familiarity with principles and current approaches to M&E using both quantitative and qualitative methods;
- Understanding of donor expectations and trends for M&E;
- Knowledge and/or experience of working on accountability initiatives, information sharing and complaints response mechanisms;
- Highly developed communication skills including influencing, negotiation and coaching;
- High level of English-language proficiency (speaking, reading, writing).
- Salary: NIS 1,800
- Additional Requirements: Prefer Candidates living in Gaza.
