Project Background: 

DAI anticipates an award under the USAID West Bank/Gaza Technical and Vocational Education and Training (TVET) Activity or Forsah TVET with IREX. The activity is intended to build the capacities of TVET institutions in order to meet labor market demands and provide Palestinians with meaningful, well-paying employment and income generating opportunities. TVET Forsah will support the development of new technical trainings and improve the quality and relevancy of existing technical programs, with a particular focus on improving youth access. These programs will help Palestinians become more employable and find employment opportunities, or start their own business, in increasingly in-demand technical sectors. The activity will focus on three main areas: IR 1: TVET institutions’ capacity to respond to the needs of the private sector enhanced; IR 2: Partnerships between the TVET institutions and the private sector firms in specific sectors created; and IR 3: Enrollment in TVET programs increased.

Purpose:

The Operations and Logistics Officer will manage the procurement of goods and services and logistical arrangements in Gaza. While providing across-the-board support for coordinating the logistics underpinning activities in Gaza, this position will facilitate infrastructure activities specifically supporting the Infrastructure Manager/Engineer with project implementation in Gaza. They will also support the Accountant in Gaza with closing payments to engineering and construction service providers.

Key Duties and Responsibilities:

  1. Support the team in the administration of all program components and ensure implementation of the Operations Manual
  2. Take an active role in outreach, administration, due diligence, and monitoring of grants in Gaza
  3. Conduct grant audits pre-award, during implementation, and upon close-out, in coordination with the main office and finance and operations team
  4. Ensure procurement is USAID compliant
  5. Support human resources and finance functions by monitoring day-to-day staff absences and timesheet reviews
  6. Assist and manage staff logistics as needed
  7. Coordinate with staff to ensure project vehicles are appropriately tasked
  8. Monitor the maintenance status on all computer equipment, office furniture and office supplies
  9. Prepare purchase requests related to the office supplies and office stationery through DAI Technical and Administrative Management Information Systems (TAMIS)
  10. Manage logistics support for all field office employees
  11. Conduct procurement and logistical arrangements; perform daily procurement actions for the implementation of the project activities such as procurement of equipment, goods and services in compliance with IREX and DAI procurement procedures and rules
  12. Prepare quotations, tenders for procurement of office equipment and services, review price quotations and prepare analysis
  13. Prepare all necessary documentation for tenders (RFQs, RFPs), communication with evaluation committee members according to procurement procedures
  14. Maintain procurement files, monitor and evaluate all aspects of the procurement process to ensure it is correct and in compliance with policies and regulations
  15. Make direct purchases of supplies within limits allowed by the project; contact local sources of supply, obtain price quotations, and select the vendor
  16. Prepare transfer and handover documents and make sure they are uploaded in TAMIS
  17. Ensure all necessary procurement related data are recorded in TAMIS
  18. Ensure regular update of list of suppliers of goods and services
  19. Act as primary point of contact for the Project’s suppliers– office supply, mobile phone service provider, landline phone service
  20. Develop and maintain office filing systems; maintain library resources; take, prepare, and distribute minutes from meetings
  21. Manage the opening and closing of the office daily

Qualifications:

  1. Degree in economics, business or a relevant technical discipline or field preferred
  2. At least five (5) years of relevant experience
  3. Experience with USAID compliant procurement processes and facilitating the coordinated movement and storage of supplies, equipment, and infrastructure materials
  4. Proficiency with MS Word, MS Excel, MS PowerPoint
  5. Previous work experience in the region
  6. Excellent oral and written communication skills in English and Arabic
