Duties and Responsibilities
Under the overall guidance of UN Women Special Representative and direct supervision of the UN Women Programme Management Specialist, the consultant is expected to provide the office with monitoring & evaluation (M&E) support. Specifically, the consultant’s responsibilities will include:
- Provide substantive inputs to UN Women’s annual planning and reporting exercises.
- Develop an overall methodology for M&E, from project initiation to its final stages, to be followed throughout the WPHF programme.
- Support apply/utilize the Gender Sensitive resilience capacity Index (GS-RCI) tool to assess the impact of projects on women’s resilience and participation.
- Build the capacity of partners on UN Women’s monitoring tools and on the gender equality resilience index.
- In partnership with the CSOs, design a M&E plan to be followed throughout the duration of the project.
- Build the capacity of selected CSOs in terms of M&E, by providing ad-hoc training and feedback.
- Monitor the activities of the selected CSOs through regular field visits.
- Provide feedback to the reports submitted by the CSOs from a technical perspective, and ensure their coherence with the CSOs individual M&E plans.
- Organize field visits and other meetings between the CSOs and UN Women’s senior management.
- Develop case studies that highlight the impact of projects on the affected populations.
- Facilitate lessons learned and best practices workshops to capture qualitative impact of the project subject areas includes recommendations to improve future performance on projects
- Support responsible parties in developing tracking tools in line with Country Office M&E reporting requirements.
- Conduct partners meetings and field visits to project sites and UN Women’s partners in (as needed and applicable) to ensure compliance with reporting requirements including but not limited to tracking tools for activities and beneficiaries.
- Provide substantive inputs to the WPHF Annual Report.
- Any other duties as requested from supervisor.
Required Skills and Experience
- Bachelor’s degree in business administration, social studies, gender studies or other relevant fields.
- At least 4 years of work experience in designing, implementing, and operating project M&E systems, from project initiation to closeout stages
- At least 3 years of work experience in women’s empowerment and gender equality programming
- Previous experience working with the UN in Palestine would be an added value.
- Fluency in English and Arabic is required
