MEL Specialist  - Chemonics International Inc " Ramallah "



Chemonics International seeks a MEL Associate for a newly awarded, USAID-funded project promoting economic growth in the West Bank and Gaza through expanded economic development, trade, commerce, and applied research. The five-year project has three main objectives: 
  1. Objective 1: Facilitate Cooperative Exchange and Knowledge Sharing
  2. Objective 2: Foster New Markets
  3. Objective 3: Enhance the Capacity of Targeted Entities
We are looking for a dynamic individual with a passion for making a difference in the lives of people around the world. 

The MEL Specialist will Support the design and implementation of BREB’s activities across Westbank and Gaza, through data collection, monitoring, evaluation, and learning activities.

Specific responsibilities may include but are not limited to:
  1. Support accurate and timely data collection for project activities, following established MEL procedures, and ensure common understanding among teams on data collection expectations; 
  2. Provide encoding of activities, results, and backup documentation; 
  3. Assist programme staff with the development of activity MEL plans, including indicators and data collection tools; 
  4. Assist programme staff with research and monitoring activities to ensure that all required data, outputs, outcomes, and learning are comprehensively captured; 
  5. Assist with developing training materials, presentations, reports, etc.; 
  6. Assist in preparation of the internal and external project’s reporting; 
  7. Assist in lessons learned facilitation, track status of activities and results per activity; 
  8. Assist in periodic large-scale evaluations that focus on clusters/groups of related grant-funded activities and other research; 
  9. Conduct periodic site visits and attend grantee events and activities to collect data for monitoring and evaluation, and document field trips in the database and through photographs, focus groups discussions, interviews, observations, stakeholder meetings, etc.; 
  10. Organise scheduling and logistics of field data collection; 
  11. Help draft scopes of work and process contracts for data collection and research partners; 
  12. Help provide support (operational and technical) to MEL workshops and events, including Theory of Change workshops and presentations;  
  13. Support set-up, operation, data entry and maintenance of online portal(s) for consolidating data and reporting on the progress of projects to BREB financing partners; 
  14. Interact with technical workstream leads, fund management unit and partners to ensure that MEL approach and systems remain responsive to programme strategy and direction;  
  15. Perform other tasks as assigned by the MEL Team Leader. 

Basic qualifications include:

  1. University degree in social sciences or related field required;
  2. Minimum 4 years of experience in working with data collection and analysis, tools for MEL and adaptive management required;
  3. Prior experience with international development projects is preferred (Preferable with USAID projects);
  4. Professional excellence and strong analytical skills;
  5. Effective cross-cultural interpersonal skills and demonstrated ability to resolve assigned tasks professionally;
  6. Ability to work under pressure and orientation on the result;
  7. Attention to details, versatility, and integrity;
  8. Strong facilitation, writing, and presentation skills;
  9. Ability to analyse and report on program performance from the perspective of donors and partners;
  10. Skills in SPSS and Microsoft Excel;
  11. Willingness to learn the usage of modern tools on data analysis and visualisation;
  12. Fluent level of spoken and written English and Arabic required.
