Action Against Hunger (AAH) is a humanitarian, non-governmental, non-political, non-denominational and non-profit making organization working in the Palestinian Territory since 2002.

Advocacy & Communications Officer

For 12 months with a possibility of extension

GENERAL OBJECTIVES:
  1. Support the implementation and monitoring of Action Against Hunger (AAH) oPt’s advocacy and communications strategies by developing powerful and strategic content for key target audiences.
  2. Support with the planning and delivery of advocacy and communications deliverables across projects in West Bank and Gaza.
  3. Actively prepare and support the Hebron Head of Base (HoB) during external meetings and donor visits.
  4. Collaboration with AAH MEAL teams (in Gaza, West Bank and Jerusalem) to track humanitarian trends and develop evidence-based advocacy for impact driven dissemination with key targets.

KEY ACTIVITIES

Objective 1: Responsible for Communication and Advocacy activities

Tasks – West Bank:                                          
  1. Support with the implementation of the AAH advocacy and communications strategies in coordination with the HoB and Advocacy Coordinator.
  2. Support with Social Media planning, including designing and developing content, and tracking impact.
  3. Support the HoB in regular communication and involvement between AAH, main partners and external stakeholders.
  4. Contribute to the preparation of AAH advocacy communication materials (Factsheets, newsletters, social media posts, audiovisual) highlighting AAH work relevant for any obligations and opportunities (e.g., projects requirements, international days) including for fundraising purposes.
  5. Responsible for monitoring and contributing to advocacy and communications deliverables within projects implemented in the West Bank.
  6. Strong collaboration with the MEAL team for enhancing evidence-based advocacy.
  7. Provide strong support to the field teams to implement the new ways of working of the organizations by consolidating the linkage between advocacy and operations department.
  8. Ensure the coherent contribution of the base advocacy activities to the mission and global advocacy initiatives of the Action Network Against Hunger.
  9. Responsible for maintaining the advocacy and communications filing system for the Hebron Base.
  10. Support with the management of consultants for advocacy activities.
Tasks – Gaza (Remote):
  1. Support Advocacy Coordinator with the implementation of Advocacy and Communications activities. This includes supporting with programme advocacy deliverables, collaboration with the MEAL and project team, occasional visit to Gaza based on project needs.
  2. Responsible for maintaining the advocacy and communications filing system for the Gaza Base.
Objective 2: Stakeholders Interactions
Tasks - Hebron:                             
  1. Support the HoB in facilitating diplomatic and donors’ visits and prepare relevant documents. 
  2. Attend external meetings or projects related community meetings upon HoB request.
  3. Provide talking points and key messages to the HoB and Project Staff for key advocacy events and meetings. 
Tasks – General:
  1. Regular updating of the contacts database.
  2. Tracking of advocacy activities and their impact.
  3. Objective 3: Other Duties
  Tasks - Hebron:
  1. Provide regular updates to Head of Base to inform appropriate decision-making processes.
  2. Prepare a weekly plan to the Head of Base.
  3. Prepare quarterly advocacy reports on implementation of the strategy.
  4. Inform logistics of any security problem encountered in the implementation of the advocacy activities.

  1. Bachelor’s degree in communication, Law, Social Studies, International Relations, or any related field. Master’s degree is preferable.
  2. Excellent analytical skills and the capability to work in a precise, structured, and detailed manner.
  3. Must have strong drafting and verbal communications skills; research and analytical skills; ability to manage competing deadlines and priorities.
  4. Reporting skills.
  5. Must have strong knowledge of the information management, design of questionnaires.
  6. Knowledge of Social Media planning and monitoring.
  7. Minimum 3 years of relevant professional experience in Advocacy and Communications.
  8. Experience in working with international development agencies and Local Governmental Units (village councils and municipalities) in oPt context.
  9. Experience in project management is a plus.
  10. Minimum 3 years of experience working in humanitarian and/or development aid and in working with local governmental units (village councils and municipalities)
  11. Excellent communication and interpersonal skills, including training, capacity building and presentation skills.
  12. Solid understanding of the political and humanitarian context of the oPt
  13. Ability to be flexible and work well under pressure in a fast-paced multi-tasking environment and complex environments with challenges.
  14. Excellent oral and written English and fluent in Arabic (native speaker). 
  15. Fully proficiency in MS-Office and Outlook needed.
  16. Familiarity with analytical tool such as PowerBI and ODK an asset.
  17. PM will be based in Gaza with travel to Jerusalem and occasionally Hebron.
