Introduction
The Palestinian Ministry of Education (MOE) has received a grant from the World Bank to implement the “Supporting an Education Reform Agenda for Improved Teaching, Assessment and Career Pathways (SERATAC)” program. The program aims at improving education outcomes of primary and secondary students and increasing student pathways to tertiary education and the labor market.The Ministry of Education (MOE) is seeking to select a Local Expert in Promoting Positive School and Classroom Climates under component one of SERATAC.
An invitation is hereby will be issued to local individual consultants with the necessary qualifications and experience to apply for this consultancy service.
Objective of the Consultancy
The Local Expert in Promoting Positive School and Classroom Climates will work under the direction of the MOE and in close collaboration with the World Bank team to prepare a mapping of initiatives, and a situational analysis, on promoting positive school and classroom climates for learning and wellbeing, using information sources gathered from both West Bank and Gaza.III. Scope of Work
- Under the supervision of the Early Years Technical Coordinator and the Assistant Deputy for Students Affairs (who serves as Focal Point for SERATAC-Component 1), the consultant will conduct the following activities:
- Through desk research and interviews with key personnel (organized by the consultant), gather information on all current and recent initiatives that have a component related to promoting positive school and classroom climates in both West Bank and Gaza for lower primary schools.
- Maintain organized notes of the interviews and filing of the documentation.
- Organize focus groups in both West Bank and Gaza to illicit more in-depth information on the identified initiatives.
- Draft a document summarizing the gathered information in the form of a mapping of initiatives, with a description of the methodology and tables/charts as required.
- Draft a situational analysis to inform SERATAC activities under subcomponent 1.4, based on the mapping exercise, interviews, and focus groups, including tables/charts as required.
- Prepare a presentation of the findings of the mapping and situational analysis, and present in meetings as needed.
- Deliverables (The timeline for deliverables submission will be agreed upon with the consultant upon signing the contract.)
- A document showing a mapping of initiatives currently (or recently) underway
- A situational analysis document
- PowerPoint presentations on the above.
Minimum Required Qualifications
- Masters or PhD in education or related fields
- At least 8 years of experience in school leadership, school leader training, and/or research on school leadership
- Report writing skills in Arabic (English would also be desirable)
- Excellent oral and written communication, and presentation skills
- Good computer skills, particularly with word processing, PPT, email, cloud filing, and spreadsheets
- Strong organization, leadership, and management skills
- Able to work independently and in a team.
Estimated Time Table
The contract will be for 40 days in the period from April 20th to July 31st, 2023. This would be broken down as will be agreed in advance. The consultant shall be available for meetings, as needed, during the regular working days/hours of the Ministry of Education (i.e work 5 days a week, 7 hours a day (from 08:00 to 03:00).
VII. Place of Work
The consultant will be based in West Bank or Gaza and will be expected to travel occasionally to Ramallah and to Gaza.
VIII. Reporting
The consultant will report to the Technical Coordinator for Component 1, the Assistant Deputy for Student Affairs, and the PCU Director.
