In Palestine, NRC provides humanitarian assistance and promotes respect for international law in one of the longest-running displacement crises in modern history. In the West Bank, including East Jerusalem, and Gaza, NRC’s work includes emergency preparedness and response, education, ICLA, protection, shelter, and WASH.
The purpose of a Finance Technical Officer position is to implement delegated area of responsibility.
Specific responsibilities
- Review all the accountancy work in Gaza.
- Prepare all Gaza transactions’ reallocation in close coordination with Support Manager and Finance Coordinator CO.
- Prepare weekly/monthly bank reconciliation for Gaza Area office.
- Take responsibility for month end closure, including BRS.
- Monitor Shelter cards and other cash/voucher transfer system.
- Manage staff time sheets on monthly basis.
- Assist the support manager in preparing budget monitoring under Gaza level.
- Checking the transactions according to the Budget versus actual and legibility of cost.
- Support management and program teams in preparing project budgets, monitoring expenditure, FairShare calculation, budget forecast, and budget revisions.
- Support the program and compliance teams in preparing the implementing partners’ agreements.
- Undertake any other reasonable task assigned by management.

Generic professional competencies:
- Experience from working as a technical officer in a humanitarian/recovery context.
- Previous experience of working in complex and volatile contexts.
- Previous experience working for main donors.
- Documented results related to the position’s responsibilities.
- Knowledge about own leadership skills/profile
- Good command of English and Arabic, both written and verbal
Professional competencies for this position:
- Accounting educational degree or equivalent education and experience.
- 5 Years previous experience working with INGOs on projects supported by NRC’s key donors.
- Knowledge and Experience in donor rules and regulations.
- Knowledge of the Palestinian labour and taxation laws.
- Ability to work under pressure.
- Highest standards of ethics and integrity and attention to detail.

- Additional Information:
- Contract duration: 12 months.
- Working hours: 40 hours/week, Sun-Thu (5 days per week)
