Project Officer, Improve Access to Educational Opportunities in Gaza Strip

International Orthodox Christian Charities (IOCC) is an international non-governmental development and relief organisation, working worldwide to provide food, shelter, economic self-sufficiency, and hope. All assistance is provided on the basis of need alone. IOCC has been present in Jerusalem, West Bank and Gaza (JWBG) since 1997 providing assistance to vulnerable Palestinians and communities through various emergency relief and/or development programs. IOCC is seeking highly skilled staff to be hired for the following position under Improve Access to Educational Opportunities in Gaza Strip Program:

Project Officer, Improve Access to Educational opportunities in Gaza Strip: One position, duration a round 12 months , renewable upon availability of funding.

Summary of the Position:
The Project Officer will work under the direction of the Program Director, IOCC Gaza Field Office (GFO) in the management, implementation, supervision, and monitoring of IOCC-JWBG anticipated Program: Improve Access to Educational Opportunities in Gaza Strip. S/he will be supervising both, the managerial and technical components of the work, and will be required to organize and follow-up the work of the Field Coordinator, liaise and work closely with, local partner(s), ICT for education support service providers, local communities, etc., and required to adhere to IOCC and donor policies and procedures. S/he is also expected to have regular and updated information on Gaza community-based education situation and to be able to strategize and plan future community-based education interventions concepts. S/he is also required to represent IOCC-JWBG in relevant sectors/clusters.

Key Responsibilities:

These will include, but are not limited, to the following:
 Under the direct supervision and close coordination with IOCC Program Director, lead the implementation of IOCC Improve Access to Educational Opportunities in Gaza Strip program, in accordance with grants agreements and with full compliance with IOCC and donor regulations.
  1.  Lead the implementation of the program in the field in reaching the program objectives, and in accordance with the program implementation plan and timeline.
  2.  Supervise the work of the program’s Field Coordinator and IOCC local partners and Community-Based Organizations (CBOs), including the provision of necessary guidance and support.
  3.  Supervise and coordinate the work with IOCC partners.
  4.  Organize and ensure proper, transparent, and efficient beneficiary partner CBOs selection, follow-up and monitoring of the process.
  5.  Conduct regular field visits and follow-up and monitoring to program sites and as per the planned schedule and activities, and provide regular reporting on the progress, achievements, constraints, etc. Collect baseline and needs assessment data.
  6.  Collect and verify the documentation related to beneficiary partner CBOs selection, field site visits, training attendance, and other program activities.
  7.  Work closely with IOCC partner and program staff to ensure compliance of project monitoring and evaluation forms by staff and beneficiaries.
  8.  Assist in developing the knowledge and capacity of IOCC local project/program partners, in order to improve their project implementation skills and knowledge.
  9.  Assist in ensuring effective coordination of project/program implementation with the local CBOs partners, community members and community-based education support service providers.
  10.  As directed/requested, to provide data and information necessary for the preparation and provision of project/program reports, success stories, tracking all implementation.
  11.  Provide the Program Director with daily field reports and monthly progress reports.
  12.  Commitment to offer more volunteer time dedicated for the work purposes, if needed.

Knowledge and Skills: Managerial and supervisory skills; community support work and development; familiarity with community-based education sector, interpersonal communication skills; advanced written and verbal communication; fluently in Arabic and English; computer literate and proficient in Microsoft Windows package; and very good reporting skills.

Competencies: Ability to build strong personal and community relationships with all program stakeholders, partner organization, and other contacts; sensitivity to cultural conditions and practices; tenacity in observing procedures, regulations, local laws and other requirements in implementing and maintaining IOCC programs; ability to think strategically, analyze issues, and make appropriate recommendations.

Education: University degree in relevant field of study from an accredited educational institution, combined with additional training in project management and community work will be an asset.

Experience: A minimum of five-year experience in community work related programs is preferred, working with international/local development and relief organizations, preferably in the country of assignment; focusing community work and program implementation
