1- Chief of Party, Basic Education Activity - Save the Children

Summary


Save the Children is seeking a Chief of Party (COP) for the four-year USAID-funded Basic Education Activity which will strengthen non-governmental education services for Palestinian children of Kindergarten through Grade 6 allowing them to thrive and reach their full developmental potential. Under the Basic Education Activity, the consortium will work with the private sector, non-formal, non-governmental, community-based, and civil society partners to strengthen non-governmental early childhood and primary educational opportunities through high quality early childhood education services and supplemental support structures to strengthen foundational pre-primary and primary education for children in the West Bank, Gaza, and East Jerusalem.

This senior leadership position will provide overall project management, leadership, technical and strategic guidance, representation and support to the Activity at the country level. The COP is accountable for Activity quality, timeliness, compliance with USAID regulations and SC policies and procedures, and financial and operational management. They will also provide technical assistance on formal and non-formal education opportunities in crisis and conflict-affected areas to increase learning including appropriate teaching and learning materials. The COP will be Save the Children’s primary point of contact with USAID and all relevant stakeholders. They will collaborate with the Ministry of Education and other critical partners to provide high-level support for effective capacity building at the local level and sustainability of project interventions. The COP will oversee a team of experts and support staff, prepare reports and annual operating plans, align project initiatives with in-country priorities and ensure the program is compliant with USAID and Save the Children’s regulations.

What You'll Be Doing (Essential Duties)

  1. Develop strategic plans, annual and quarterly work plans, and overall management of the program in line with USAID guidelines and project design to achieve project objectives.
  2. Ensure Activity success through high-quality technical leadership and oversight.
  3. Lead team to ensure proper coordination and guidance among local government, country-wide initiatives, community partners, NGOs and other key community members.
  4. Support the development of strong M&E mechanisms, program monitoring tools and efficient systems to ensure high quality implementation.
  5. Direct transparent communications with partners, including negotiating scopes of work, addressing requisite revisions in programmatic work, and troubleshooting issues that may arise.
  6. Establish compliance with USG regulations, procedures, policies and Save the Children guidelines.
  7. Maintain oversight of high-risk areas, including but not limited to procurement, monitoring and evaluation, and staff security.
  8. Represent Save the Children with partners and key stakeholders, maintaining positive relationships with USAID, local ministries, and the OpT country office team.
  9. Establish effective communication and coordination with personnel from the government in order to implement interventions and incorporate country-wide priorities.
  10. Actively participate as a member of the Country Extended Senior Management Team (ESMT), contributing to strategic plans.
  11. Create and sustain a work environment of mutual respect where the project team strives to achieve excellence.
  12. Incorporate SC’s vision and values and full adherence to Code of Conduct principles.
  13. Closely monitor security dynamics in the project areas and report to the Country Director on significant changes in the security context.

Required Qualifications

  1. Master’s Degree in Education or a relevant area of expertise required.
  2. Minimum of 10 years of professional experience designing, managing and implementing large and complex education and/or early childhood education programs. Non-formal education program experience will be considered an asset.
  3. At least three of the 10 years must be in senior roles with education programming, with either early childhood education or non-formal education.
  4. In-depth knowledge of USAID approaches and regulations.
  5. Prior experience as Chief of Party or Deputy COP preferred.
  6. Experience maintaining relationships with a broad range of stakeholders such as donors, implementing partners, non-governmental organizations and private sector entities.
  7. Strong verbal and written communication, analytical, interpersonal, organizational, and team management skills.
  8. English language proficiency, including excellent English communication skills and advanced writing capabilities.

Preferred Qualifications

  • Fluency in Arabic.
  • Experience in managing similar programs in the MENA region. notably in Palestine.

2- Deputy Chief of Party - Save the Children

Summary


Save the Children is seeking a Deputy Chief of Party (COP) for the four-year USAID-funded Basic Education Activity which will strengthen non-governmental education services for Palestinian children of Kindergarten through Grade 6 allowing them to thrive and reach their full developmental potential. Under the Basic Education Activity, the consortium will work with the private sector, non-formal, non-governmental, community-based, and civil society partners to strengthen non-governmental early childhood and primary educational opportunities through high quality early childhood education services and supplemental support structures to strengthen foundational pre-primary and primary education for children in the West Bank, Gaza, and East Jerusalem.

The Deputy Chief of Party (DCOP) will report to the COP and will provide management support for all aspects of the project including, but not limited to, overseeing operations and finance, ensuring technical quality of program work and achieving results.  This position will adhere to USAID rules and regulations, ensure safeguarding of project personnel and property, meet reporting requirements and represent the project on behalf of the COP when required. The DCOP coordinates with USAID, key stakeholders, consortium members and government representatives. They will ensure strong operational collaboration between consortium members and will apply SCI tools and procedures in close interaction with Country Office support services. The role is oversee logistics, procurement, sub-awards, staffing, planning and administration operations and ensure their effectiveness, efficiency and compliance across all Activity levels and modalities. The DCOP will manage the implementation of key Activity interventions throughout target districts, oversee the work of Activity managers and local partners, and follow with the CO support services to have efficient operational support for the Activity team.

What You'll Be Doing (Essential Duties)

  1. Contribute to ensuring that the Activity is delivered according to USAID’s contractual requirements (i.e. all interventions and deliverables are completed within agreed timescale and budget, reports are submitted as per agreed schedules and any other requirements or criteria are fulfilled).
  2. Design and regularly update detailed annual work plans and ensure these are used by the team appropriately to monitor progress towards completion and achievement of Activity objectives and include any changes to USAID.
  3. Ensure that programmatic and financial reports for USAID, local government and Save the Children are prepared as required, ensuring these are of the highest quality and submitted in a timely manner.
  4. Be fully aware of USAID’s and Save the Children’s grant compliance regulations and processes and contributes to their dissemination among the Activity's team and local partners.
  5. Assist with the preparation and revision of realistic budgets, authorizing and monitoring expenditure in line with the budget, donor guidelines and Save the Children’s grant management and financial regulations.
  6. Lead sub-award processes, aligned with SCI and related reporting and monitoring requirements.
  7. Lead required operational adjustments – which may vary by region – as the implementation context evolves, in a proactive and consultative manner.
  8. Ensure Save the Children’s security management protocols and related logistics policies and procedures are adhered to.
  9. Manage the Activity’s accountability and feedback mechanism, and lead related operational adjustments based on suggestions and information received.
  10. Lead recruitment and retention planning and implementation, ensuring a sound HR base for the Activity; support partner HR processes and operations.
  11. Manage and motivate direct reports to achieve their work plan objectives, and to contribute to the achievement of the overall Activity goal.
  12. Maintain good working relationships with officials, government, USAID implementing partners and the international and local NGO community.
  13. Work with Save the Children’s and consortium partners to identify operational support needs of the Activity and ensure this support is provided.
  14. Attend and actively participate in Activity meetings and ensure a summary of progress and challenges are prepared and presented with follow-up actions as required.
  15. Closely monitor security dynamics in the project areas and report to the Country Director on significant changes in the security context.

Required Qualifications

  1. Master’s Degree in Education, international development or a relevant area of expertise required.
  2. Minimum of 7 years of professional experience in senior leadership positions, ideally managing and implementing large and complex education and/or early childhood development programs in developing countries.
  3. Experience in managing field operations, maintaining relationships and managing sub-awards and partnerships with a broad range of stakeholders, including donors, implementing partners, and private sector entities.
  4. Knowledge of USAID approaches and regulations.
  5. Experience maintaining relationships with a broad range of stakeholders such as donors, implementing partners, non-governmental organizations and private sector entities.
  6. Strong verbal and written communication, analytical, interpersonal, organizational, and team management skills.
  7. English and Arabic language proficiency, including excellent Arabic and English communication skills and advanced writing capabilities.

3- Senior Early Childhood Education/Basic Education Advisor - Save the Children

Senior Early Childhood Education/Basic Education Advisor, Basic Education Activity - West Bank/Gaza

Summary

Save the Children is seeking a Senior Early Childhood Education/Basic Education Advisor for the four-year USAID-funded Basic Education Activity which will strengthen non-governmental education services for Palestinian children of Kindergarten through Grade 6 allowing them to thrive and reach their full developmental potential. Under the Basic Education Activity, the consortium will work with the private sector, non-formal, non-governmental, community-based, and civil society partners to strengthen non-governmental early childhood and primary educational opportunities through high quality early childhood education services and supplemental support structures to strengthen foundational pre-primary and primary education for children in the West Bank, Gaza, and East Jerusalem.

 

This Senior Early Childhood Education/Basic Education (Sr. ECD/BE) Advisor will work closely with the Deputy COP to support all aspects of the early childhood components, management of all aspects of the project related to remedial/catch up and STEAM education, including but not limited to managing technical staff, overseeing the status and progress of the different activities, coordinating amongst implementing partners, ensuring adequate and timely reporting requirements are met, and representing the project in technical level meetings. They will adopt a people-centered approach in all program activities and promote the resilience and wellbeing of children, teachers and communities affected by crisis and conflict. They will also promote the acquisition of foundational skills for all children based on the national curriculum but including international best practices. They will collaborate with all relevant stakeholders to strengthen education systems as well as support the design of service delivery strategies, track progress towards program goals, and adapt as necessary.

What You'll Be Doing (Essential Duties)

  1. In collaboration with other relevant technical staff, lead, and strengthen and oversee the development and delivery of a high quality, inclusive, conflict-sensitive, culturally aligned and gender-responsive basic education program which puts children at the center of the process, resulting in increased learning opportunities at the pre-primary and primary education levels.
  2. Ensure the technical and methodological soundness of activities, and in collaboration with the project team and partners, support the design and rollout of education activities that take conflict and/or crisis and emergency situations into account, are flexible in scale and sequencing, holistic in meeting the needs of children, resilient and responsive to contextual uncertainties.
  3. Contribute to program research and monitoring, and in collaboration and consultation with USAID and other stakeholders, refine and adjust technical approaches and annual work plans to achieve program goals and the promotion of wellbeing and learning for all children.
  4. Collaborate with the Ministry of Education and key stakeholders to integrate strategies that efficiently and effectively assure children have access to opportunities to transition into the formal school system.
  5. Collaborate with key stakeholders to integrate emergency preparedness and gender responsive strategies to the program.
  6. Collaborate with the Ministry of Education, key USAID implementing partners and other donors and stakeholders to promote sustainability, efficiency, and the adoption of successful program strategies into the national education approach.
  7. Provide technical and program guidance and oversight in the design and implementation of the program.
  8. Contribute to the gathering and application of relevant research and monitoring data to inform programming.
  9. Document and disseminate innovation and good practices.
  10. Prepare or contribute to high-quality, accurate and timely reports for Save the Children, project partners and USAID as required.
  11. Represent the program as required to promote sustainability and impact.

Required Qualifications

  1. Advanced degree (Ph.D. or MA) from an accredited university in Education, Early Childhood Education, or related field.
  2. At least 10 years of working experience in the field of early childhood education, remedial education, non-formal education, foundational learning, and extra-curricular programming in the areas of extracurricular, or girls’ education programs.
  3. Significant prior experience with ECE programming.
  4. Experience working in the Education sector and an understanding of the local context.
  5. Experience working in developing and/or humanitarian contexts.
  6. Strong communication skills, both verbal and written.
  7. Fluency in Arabic and, at least, working level in English.

            Preferred Qualifications

            • Experience in using assessment and measurement tools and developing materials for Early Childhood Education and Basic Education.
            • Experience in developing monitoring and evaluation systems for education programs is highly desired.
            • Strong leadership skills and the ability to develop relations with technical staff, local counterparts, donors, and other stakeholders.
            • At least four years of work experience in the MENA region
            • Fluency in English
